Coverage and accounting notes

Recorded F-15-named research, development and procurement budget lines in the imported P-1/R-1 workbooks. This is a covered-record total, not the aircraft family's lifetime cost. Personnel, operations and maintenance, and unallocated shared support are outside this calculation.

Sum of covered annual recorded actuals only, in nominal dollars. This is not a lifetime cost; missing or unallocated funding is excluded.

Coverage begins with FY2015 actuals in PB2017. Earlier funding, including early F-15A–D development, is not represented.

The locally imported records do not contain PE 0207130F; no amount or zero is invented for it.

Historical procurement line numbers change between editions. Each legacy line is matched within its own budget edition, without asserting a modern-program or aircraft-variant allocation.

Actuals, current-year figures and requests are separate snapshots. Requests and current-year figures are excluded from the cumulative actuals figure.

Amounts are nominal dollars of total obligational authority (TOA), not contract obligations, cash outlays or inflation-adjusted dollars.

Missing workbook figures are not zero spending. Some current-year columns contain requests adjusted for continuing resolutions rather than final enacted appropriations.

Aircraft & configuration

The Air Force accepted its first F-15EX in March 2021 to begin replacing aging C/D aircraft. It retains the Eagle family form but combines a two-seat airframe with digital flight controls and updated mission systems. Eglin's preparation report traces the design to F-15 versions previously built for foreign military customers.
