Description — F-15EX
The F-15EX is a new multirole-capable fighter jet based on the 2-seat F-15QA (Qatar) configuration, upgraded with advanced capabilities, including the Eagle Passive Active Warning Survivability System (EPAWSS) and USAF F-15 Continuous Delivery & Integration (CD&I) Operational Flight Program (OFP) software. The F-15EX platform provides significant operational flexibility, able to perform a wide range of mission sets with one or two aircrew. F-15EX aircraft have been procured over 6 Lots of aircraft from FY 2020 (Lot 1) to FY 2025 (Lot 6). F-15EX Modification supports retrofits to upgrade early F-15EX aircraft to a common production configuration (includes costs for kit procurement, installation, and other supporting requirements). The first 20 F-15EX aircraft (Lots 1 & 2) delivered with various configurations as new capabilities were cut into the production line. The FY 2026 request for F-15EX includes $0 thousands of discretionary and $286,700 thousands of mandatory (reconciliation) for a total of $286,700 thousands. The mandatory funds will be used for conformal fuel tanks (CFTs), aircraft modifications, and other supporting requirements. Description — F-15EX AP
The F-15EX is a new multirole-capable fighter jet based on the 2-seat F-15QA (Qatar) configuration upgraded with advanced capabilities, including the Eagle Passive Active Warning Survivability System (EPAWSS) and the USAF F-15 Continuous Delivery & Integration (CD&I) Operational Flight Program (OFP) software. The F-15EX platform provides significant operational flexibility, enabling it to perform a wide range of mission sets with one or two aircrew. The F-15EX aircraft will be used predominantly in defensive and offensive counter-air missions at both Air National Guard (ANG) and Air Combat Command (ACC) operational squadrons. F-15EX will perform the Homeland Defense mission and provide Combatant Commanders (CCDR) with strike packages capable of operating in Highly Contested Environments (HCE). In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. Funding may be used to resolve Diminishing Manufacturing Sources and Material Shortages (DMSMS) and/or obsolescence issues. DMSMS activities may include, but are not limited to, bridge buys, life of type buys, buys to protect production schedule, and minor engineering efforts. Funding for this exhibit is contained in PE 0207146F. This exhibit does not include the eight aircraft in Lot 1 which were funded outside this exhibit in FY 2020 (two test aircraft were purchased with RDT&E funds (PE 0207134F); four operationally representative test aircraft and two operational aircraft were purchased with procurement funds (F015E0, Line #3)).

Justification — F-15EX
F-15EX Modification includes retrofit efforts to upgrade the first 20 in-service aircraft (Lots 1 & 2) to a common production configuration. Retrofit scope includes procurement of Group A and Group B kit hardware, installation, and recurring and nonrecurring program support costs to update various components and wiring, enabling combat capability improvements. Specific retrofits include Multifunctional Information Distribution System - Joint Tactical Radio System Block Upgrade 3 (MIDS-JTRS BU3), Data Transfer Module II (DTM II), the ARC-210 Gen 6 radio, Anti-Jam GPS, weapons stores station wiring, cockpit pressure monitor and warning system, along with technical publication updates. Retrofit kits were procured with FY 2024 funding. FY 2026 funding supports kit installation. FY 2026 funding also provides for 18 sets of Conformal Fuel Tanks (CFTs), Bomb Rack Units, and associated costs as part of a post-production modification to support one operational squadron. Specifically, modification efforts include: -SE/GFP Repair: Repair of Government Furnished Property (GFP); supplemental tooling and support equipment (SE) for retrofit line and operating locations -Modification NRE: Software/operating systems upgrades to system and applicable support equipment -Modification Over & Above: Work discovered during modification that is not within Retrofit scope but necessary to return aircraft to service -Data/Training: Updates to technical orders/manuals; technician and operator training -Aircraft simulator and training equipment driven by an aircraft modification or a requirement to modify the simulator. -DMSMS: Monitoring and resolving Diminishing Manufacturing Sources/Material Shortages and/or obsolescence issues -OGCs/PMA/ECOs: Program Office requirements and change order

The FY 2026 request for F-15EX includes $0 thousand of discretionary and $2,408,818 thousands of mandatory (reconciliation) for a total of $2,408,818 thousands. The mandatory funds aircraft advanced procurement, 21 F-15EX Lot 7 aircraft with conformal fuel tanks, initial spares, and other supporting requirements. Further information for this reconciliation request is provided in Section 20007 (Air Superiority) of the Reconciliation Exhibit. The Air Force awarded Lot 5 and negotiated pricing for Lot 6 (FY 2024 and FY 2025 funded, respectively) on 30 July 2024. Lot 6 was awarded on 22 Jan 2025. The negotiated values of Lots 4, 5 and 6 contracts are reflected in the cost element budget values of Prior Years, FY 2024 and FY 2025.
