Description
Description — F-15 EPAW
The F-15 Eagle Passive Active Warning Survivability System (EPAWSS) replaces the legacy, functionally-obsolete F-15 Tactical Electronic Warfare System (TEWS). F-15 EPAWSS is a state-of-the-art electronic warfare system which includes electronic detection and identification, geolocation, electronic countermeasures (jamming), and countermeasures dispensing (chaff/flares). The EPAWSS upgrade will significantly improve the F-15's ability to deny, degrade, deceive, disrupt, and defeat radio frequency (RF) and electro-optical / infrared threat systems within contested and highly contested environments. The Air Force aligned F-15E EPAWSS procurement with the Air Force's Future Force Structure, which supports 99 EPAWSS-equipped F-15E aircraft. The Low-Rate Initial Production (LRIP) and Full Rate Production (FRP) phases overlap in years FY 2024 through FY 2026, providing a seamless transition to maintain the production schedule. Aircraft modifications will take place at the Contractor Modification Facility (CMF) in San Antonio, TX (SAT) and at the organic modification facility at Warner Robins Air Logistics Complex (WR-ALC), Robins AFB, GA. The LRIP / FRP contract overlap allowed for procurement of long-lead material required to maintain a consistent aircraft flow at both modification lines. Funding will be used to address ongoing Diminishing Manufacturing Sources (DMS) issues. EPAWSS' designed service life (DSL) aligns with the DSL of the aircraft.
Justification
Justification — F-15 EPAW
Funding and budget data were revised to reflect execution actuals and updated program office projections based on the Full Rate Production proposal and contract award, which occurred in January 2025. FY 2026 funding supports the following efforts: - Installations: F-15E aircraft modifications occurring simultaneously between the Contractor Modification Facility (CMF) in San Antonio, TX (SAT) and the organic modification facility at Warner Robins Air Logistics Complex (WR-ALC), Robins AFB, GA; the Program is continually assessing opportunities to maximize additional opportunities for organic installs at WR-ALC - SEPM: System Engineering/Program Management covering both the LRIP and FRP contracts - DMSMS: Monitoring and resolving Diminishing Manufacturing Sources/Material Shortages and/or obsolescence issues - Production NRE: Software/operating system upgrades and applicable support equipment; efforts that increase maintenance data gathering capability - Production Over & Above: Work discovered during modification that is not within EPAWSS scope but necessary to return aircraft to service - ICS: Interim Contractor Support (ICS), to include Field Service Representatives (FSR), at operating locations - CTR Repair Line Standup: Infrastructure investments to increase repair line capacity, thus avoiding impacts to concurrent hardware production - Organic Install Tooling / Spt Equip: material required to maximize organic install capability at Warner Robins Air Logistics Complex - SE/GFP Repair: Repair of Government Furnished Property (GFP); Supplemental tooling and support equipment (SE) for modification line and operating locations - Data/Training: Updates to technical orders/manuals; technician and operator training - OGCs/PMA/ECOs: Program Office requirements and change orders The FY 2026 request was reduced by 0.290 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative.
