Description — Base Comm Infrastructure
Overseas Operations Costs (OOC) funds this requirement in FY2026. PE 0102325F Atmospheric Early Warning System (AEWS) - Joint Surveillance System (JSS) Funding provides procurement and installation of aging AN/FPS-117 radomes supporting the AEWS JSS. The AEWS provides continuous aircraft and cruise missile early warning against possible threats, Specific aircraft data position, detection from low-mid-high-altitude targets, Identification Friend or Foe (IFF) in support of Homeland Defense, PACOM, USNORTHCOM, NORAD and FAA missions. Radars are remotely monitored & controlled, Unattended/minimally attended. AEWS Program provides sustainment support for AN/FPS-117 Long Range Radar (250 NM range/100k alt) & AN/FPS-124 Short Range Radar (70 NM range/15k alt) systems to maintain the defense command and control for Alaska, Canada and Hawaii. PE 0207439F Electronic Warfare Integrated Reprogramming (EWIR) DISTRIBUTED MISSION OPERATIONS AND THREAT CHANGE ANALYSIS: New start. Conducted by the 453rd Electronic Warfare Squadron (453 EWS), EWIR provides analytical capabilities and reachback support for DoD acquisition , planning and mission execution activities. These capabilities ensure electromagnetic warfare (EW) systems and integrated combat platforms correctly recognize and respond to enemy, friendly and noncombatant systems operating within the electromagnetic environment. The effort includes funds used to procure specialized information technology systems used to identify electromagnetic spectrum emitter changes that impact combat defensive and electronic warfare systems and to conduct detailed analyses in support of operational mission planning, tactics, techniques and procedures (TTP) development, acquisition and test and evaluation. These analyses provide the means to understand the performance of their systems in hostile environments, directly impacting the survivability of combat-coded USAF aircraft and aircrews. PE 0208535F Collateral Equipment - Tactical Air Forces Collateral Equipment - Tactical Air Forces PE 0208535F/EIC FP15: This program procures equipment to support the European Infrastructure Consolidation (EIC), providing equipment to fit-out the Joint Intelligence Analytic Center/NATO Intelligence Fusion Center (JIAC/NIFC)complex at RAF Molesworth. The JIAC/NIFC operational facilities at RAF Molesworth will consolidate European intelligence functions critical to the USEUCOM warfighting mission. Collateral Equipment was a FY23 new start. PE 0308611F Communications and Information Technology AFSPC Communications Infrastructure Equipment: Funds enable timely and assured delivery of data, video and voice communications supporting a wide range of Air Force organizations and decision makers, providing the space enterprise with a robust communications infrastructure. This funding supports life cycle management of space communications network(s) in order to maintain consistent, compatible, and interoperable capability in support of multi-domain operations. Funds are also needed to provide C4I support for military construction projects, a multitude of smaller, individual communications, computer, air traffic control and weather instrumentation connectivity needs. This funding will be executed by HQ AFSPC or associated space units. PE 0401319F VC-25B The VC-25B Program, formerly known as the Presidential Aircraft Recapitalization (PAR) Program, will replace the Presidential VC-25A fleet as it reaches the end of its planned 30-year life-cycle. The VC-25B Program Office will deliver a new fleet of aircraft to meet the requirements for the President to execute the duties of Commander-in-Chief, Head of State, and Chief Executive. PE 0804701F ADVANCED PILOT TRAINING T-7A Advanced Pilot Training (APT) T-7A (formerly known as T-X) Program will develop, test, acquire, and sustain an affordable, agile, and integrated APT System consisting of 351 aircraft, Ground Based Training System, Maintenance Training System, support, infrastructure, and personnel to meet Air Education and Training Command's (AETC) training needs. PE 0205219F MQ-9 UAV MQ-9 Reaper Squadron Operations Centers (SOCs) enable Remote Split Operations (RSO), provide critical mission data and tasking information to the aircrew and disseminate and/or exchange mission data with decision-makers and the intelligence community. PE 0303004F EIT CONNECT Air Combat Command (ACC) Lead Command Base Communications Infrastructure: E and I supports enterprise network capability and life cycle replacement of common user communications systems, AF Network Defensive capabilities, as well as Installation Emergency Management (IEM) infrastructure. E and I funds support communications availability and reliability, providing consistent, compatible, and interoperable capability through advanced technology and architecture. Installations include network communications infrastructure, fiber optic and copper cabling, and associated manhole duct systems for cable projects. In FY2021, PE 0207436F (Engineering and Installation Support AF), efforts were transferred to PE 0303004F (EIT Connect), in order to align resources under the Enterprise Information Technology portfolio. PE 0303005F EIT END USER DEVICES In FY2021, PE 0208550F (Information Technology Services Management - Tactical Air Forces), efforts were transferred to PE 0303005F (EIT End Devices), in order to align resources under the Enterprise Information Technology portfolio. In FY2021, PE 0305550F (Information Technology Services Management - Other), efforts were transferred to PE 0303005F (EIT End Devices), in order to align resources under the Enterprise Information Technology portfolio. a. Air Force District Washington (AFDW) Base Communications Network Equipment: Funds procure wide and local area network hardware (i.e., servers, routers, hubs and network systems) at Joint Base Anacostia-Bolling, Joint Base Andrews, and Headquarters Air Force. This program invests in office automation systems and computer networks in order to procure high-quality, high-speed connections to both public and classified network, and equipment required to react to emerging and emergency mission requirements in the National Capital Region (NCR). b.Air Force Materiel Command (AFMC) Base Communications infrastructure Equipment: Funding allows AFMC to support AF operations by sustaining critical cyber systems that provide timely and assured delivery of data and voice communications for organizations at nine AFMC installations with 100,000 personnel. Funding directly supports the warfighter on a 24/7 operational basis by providing AFMC the ability to deliver cyber capabilities to sustain aircraft sortie generation rates, weapon systems availability, system operational testing, and timely acquisition of equipment parts. This program is vital for AFMC's life cycle management of network servers, service desk, repair of critical communications infrastructure, routers, ductwork, cables, Land Area Networks (LANs), voice and data switches, and Mass Notifications and Land Mobile Radio (LMR) systems. Funding allows for end-of-life replacement of end building node network, data and voice hardware that complies with AF cyber architecture enterprise standards. In FY2021, PE 0708550F (Information Technology Services Management - Logistics), efforts were transferred to PE 0303005F (EIT End Devices), in order to align resources under the Enterprise Information Technology portfolio. c.Air Force District Washington (AFDW) Base Communications Infrastructure Equipment: Funds support network infrastructure replacements and AFDW's classified and unclassified networks. These efforts directly support strategic decision making, execution of operations, and support to US senior leadership including the POTUS, SECDEF, CJCS, and the CSAF. This is a continuing requirement. In FY2021, PE 0408550F (Information Technology Services Management - Mobility Air Forces), efforts were transferred to PE 0303005F (EIT End Devices), in order to align resources under the Enterprise Information Technology portfolio. d. Air Force Special Operations Command (AFSOC) Base Communications Infrastructure Equipment: This equipment supports more than 18,000 AFSOC active-duty, Air Force Reserve, Air National Guard and civilian personnel and allow AFSOC to meet the mission of presenting combat ready forces to conduct and support global special operations missions. Funds end of life IT connect infrastructure to provide dial tone and Internet access across the AFSOC enterprise. This is a continuing requirement, where aging legacy components are no longer funded through other cyber portfolios and each MAJCOM must replace these critical components. e. Pacific Air Forces (PACAF) Base Communications Infrastructure Equipment: PACAF network equipment and life cycle replacement of base information technology systems supports base operations, command-wide connectivity, and transformation efforts. The large geographic separation between PACAF units significantly raises the importance of a robust communications infrastructure to ensure war fighter access to secure voice, data, and video systems. f. Air Combat Command (ACC) Base Communications Infrastructure Equipment: ACC base communications funds support life cycle management of network servers, routers, ductwork, cables, LANs, voice and data switches, Land Mobile Radio (LMR) systems, and end building node hardware. This infrastructure meets the requirements of ACC's 143,000 active-duty, Air Force Reserve, Air National Guard and civilian personnel at 11 major bases and 7 associated units throughout the United States. g. USAFE-AFAFRICA Base Communications Infrastructure Equipment: USAFE-AFAFRICA base communications funding supports the acquisition, and installation of base network infrastructures, especially C2 communications, located at USAFE-AFAFRICA Main Operating Bases (MOBs) and Geographically Separated Units (GSUs) consisting of a HQ, one numbered Air Force, seven MOBs and 137 GSUs. Specific critical base communications infrastructure provide support for Headquarters, Warfighting Numbered Air Force and Operational wings, flight support, emergency actions, and the operational planning, delivering, sustaining, integrating, and managing of USAF communications capabilities, networks, and applications in the USEUCOM and USAFRICOM theaters based on geographical combatant command orders and plans. Base communications infrastructure is required to support the European Infrastructure Consolidation (EIC) which is an OSD-directed process to restructure basing of forces within the European Command (EUCOM) Area of Responsibility (AOR). Base communications infrastructure is also required to support increased rotational presence of air, ground and sea forces throughout Europe, increased and added bilateral and multilateral exercises and training events with U.S. allies and partners in Europe, improved infrastructure to allow for greater responsiveness across Europe, enhanced prepositioning of U.S. equipment across Europe, and intensified our efforts to build partner capacity for newer NATO members and partners. h. Air Education and Training Command (AETC) Base Communications Infrastructure Equipment: Funds support base-approved and MAJCOM-validated communications requirements as identified in base communications blueprints. These requirements include flying and technical training, education, recruiting, and accession mission, command and control, as well as first responder services at all 11 AETC bases. This is a continuing requirement. PE 0505550F Information Technology Services Management - AFR Air Force Reserve Command (AFRC) Base Communications Infrastructure Equipment: Funds provide for recapitalization, and support of AFRC base communications infrastructure. AFRC is an AF MAJCOM consisting of a HQ, three Numbered Air Forces (NAFs), 45 flying wings/groups and more than 40 GSUs; Air Reserve Personnel Center (ARPC) and the Major Command Coordinating Center (MCCC). Funding supports AFR-wide programs providing base communications infrastructure consistency. Funding provides AFR-wide hardware and software purchases, thus ensuring the deployment of consistent, compatible, and interoperable technology and architecture. This is a continuing requirement. In accordance with Section 1815 of the FY2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the armed forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. PE 0508550F Information Technology Services Management - ANG Air National Guard (ANG) Base Communications Infrastructure Equipment: Funding supports the operations, maintenance, and sustainment of IT components, infrastructure, and processes enabling effective operations and defense of the ANG enterprise portion of the Air Force Network (AFNet). Funds provide for IT life cycle support for 90 ANG Main Operating Bases (MOB), 153 GSUs, and the 299th Cyber Security Control (CSCS) weapon system. Funds support ANG-wide base communications infrastructure projects consistent with AF IT standards and for compatibility of the ANG enterprise with the AF and Department of Defense (DoD) centralized networks. A major component of this funding is to support the procurement and implementation of a robust Installation Notification and Warning System (INWS) that provides Giant Voice, Indoor Alerts, Telephone call/text alerts, software for computer alerts, and other alerting methods to meet DOD and Federal warning requirements for all ANG bases. This is a continuing requirement. In accordance with Section 1815 of the FY2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the armed forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. PE 0305155F Theater Nuclear Weapons Storage and Security System The Weapon Storage and Security System (WS3) is a NATO funded, US maintained/operated system of systems for secure storage and sustainment of U.S. weapons deployed in Europe. The WS3 Service Life Extension Program will addresses obsolescence issues with the Alarm Communication and Display (AC and D) system, update the encryption algorithm to Advanced Encryption Standard (AES) 256 for communicating alarm messages to the monitoring facilities, replace obsolete analogue components with modern Internet Protocol (IP)-based components (does NOT connect to the internet), replace old communication cables with modern fiber optic cables capable of handling modern digital bandwidth, replace out-of-production assessment cameras, replaces antiquated Monitoring Facility Operator trainers, add video security capabilities, and improve sustainability; it will extend system service life to 2050.

Replacement of the JSS portion of AN/FPS-117 fleet of radomes (16 total) within the PACAF theater with commercially available composite radomes is required. Funding supports procurement of manufacturing, installation/integration, site surveys, government acceptance, travel, shipping, over & above if required, spare hardware, technical reports, and contractor services personnel to support the logistics and validation of radomes. Existing radomes are 20 years beyond their design life, resulting in excessive delamination, increased maintenance costs, and risk to the radar systems. A prior radome collapse at an AEWS site due to snow underscores a catastrophic deficiency and personnel safety risk. Radome replacement is crucial to ensuring continued operational readiness and preventing potential loss of life. Air Force Special Operations Command (AFSOC) Base Communications Infrastructure Equipment: FY 2026 funds were used by AFSOC to recapitalize data, voice, and video equipment supporting AFSOC forces organized under three active-duty wings, one reserve wing, one National Guard wing, two overseas groups, and several direct reporting units. e. Pacific Air Forces (PACAF) Base Communications Infrastructure Equipment: FY 2025 funding supports PACAF's acquisition and installation of Unified Capabilities (UC) and communications infrastructure at remote and Geographically Separated Unit (GSU) locations. Procurements include VoIP solutions to replace the obsolete telephone switches and communications infrastructure supporting C2 for deploying squadrons at these (flex base) locations. This capability directly supports COMPACAF's flexible basing strategy for the Pacific region. f. Air Combat Command (ACC) Base Communications Infrastructure Equipment: FY 2026 funds continued life cycle support of base communications infrastructure at ACC bases and replaces outdated network voice and data equipment hardware to meet mission requirements of ACC's C2 and mission support users. g. USAFE-AFAFRICA Base Communications Infrastructure Equipment: FY 2026 funds replaced USAFE's outdated Land Mobile Radio distribution systems between intrabase communication networks/nodes thereby eliminating bottlenecks in trunking systems across USAFE-AFAFRICA Main Operating Bases (MOBs) and GSUs. Base network infrastructure procurements meet network communications requirements for USAFE-AFAFRICA users at MOBS and GSUs. Additionally, FY 2022 funds procure communications infrastructure in support of the EIC and procure equipment for additional long haul communication support to support increased rotational presence of air, ground and sea forces throughout Europe. h. Air Education and Training Command (AETC) Base Communications Infrastructure Equipment: FY 2026 funds were used to continue the process of replacing AETC legacy base LAN infrastructure originally designed to carry data only in order to comply with the increased reliability required under Assured Service LAN (ASLAN) as other services (e.g., voice, enterprise LMR) are transitioned to the LAN. FY24 Overseas Operational Requirements funding (3.458M) procure base communication infrastructure. PE 0505550F Information Technology Services Management - AFR Air Force Reserve Command (AFRC) Base Communications Infrastructure Equipment: FY2026 funds support data, voice, and video projects to promote compatibility with the AF "Active" component architectures. In addition to funding AFR-wide programs. Funds also acquire equipment for life cycle support of critical base-level communications infrastructure requirements. PE 0508550F Information Technology Services Management - ANG Air National Guard (ANG) Base Communications Infrastructure Equipment: FY2026 funds continue to support installation of command purchased information technology and software to maintain a consistent, compatible, and interoperable infrastructure and architecture. This functionality ensures compatibility of ANG networks with the AF Enterprise. PE 0305155F Theater Nuclear Weapons Storage and Security System FY2026 funds implements national security presidential guidance and combatant commander recommendations following the 2018 Nuclear Posture Review. This program is tightly integrated with several high priority programs required for F-35 bed-down and requires full funding to meet program milestones. Additionally, this program is required to support NATO plans and the evolving threat environment.
