The Air Force Research Laboratory (AFRL) is a global technical enterprise, boasting some of the best and brightest leaders in the world. It provides revolutionary, relevant, and responsive science and technology (S&T) to the Warfighter. AFRL's mission is to lead the discovery, development, and integration of affordable warfighting technologies for the global air, space, and cyberspace force.
Mission — Science and Technology Management - Major Headquarters Activities
The Air Force Research Laboratory (AFRL) is a global technical enterprise, boasting some of the best and brightest leaders in the world. It provides revolutionary, relevant, and responsive science and technology (S&T) to the Warfighter. AFRL's mission is to lead the discovery, development, and integration of affordable warfighting technologies for the global air, space, and cyberspace force. The FY26 request for 0602298F was reduced by $0.918 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." This program element may include necessary civilian pay expenses required to manage, execute, and deliver science & technology capabilities. The use of program funds in this program element would be in addition to the civilian pay expenses budgeted in program elements 0601102F, 0602020F, 0602102F, 0602201F, 0602202F, 0602203F, 0602204F, 0602336F, 0602602F, 0602605F, 0602788F, 0602298F, 0603680F, 1206601SF and 1206616SF. In FY 2026, $10.813 million is budgeted in this program for 53 direct Full-Time Equivalent (FTE) civilians. The Air Force Research Laboratory (AFRL) utilizes 10 USC 4091, "Authorities for certain positions at science and technology reinvention laboratories” to manage the workforce strength, structure, positions, and compensation. This program is in Budget Activity 2, Applied Research because this budget activity includes studies, investigations, and non-system specific technology efforts directed toward general military needs with a view toward developing and evaluating the feasibility and practicality of proposed solutions and determining their parameters.
