Description

Mission Research Site Support

The Research Site Support Project ensures the continued operation, maintenance, and modernization of the Rome Research Site infrastructure in Rome, New York. This site is a strategic asset supporting both the Air Force Research Laboratory (AFRL) and the Defense Finance and Accounting Service (DFAS), enabling uninterrupted research, innovation, and financial operations essential to national defense. The project provides comprehensive support for all Rome Research Site properties, buildings, utilities, and services—ensuring a secure, resilient, and fully functional environment for day-to-day mission execution and long-term strategic objectives.

Mission C4I Dominance Technology

This project executes mission-driven applied research to advance the critical technologies supporting Command, Control, Communications, Computers, and Intelligence (C4I), a core enabler of operational effectiveness across the Department of the Air Force (DAF). Activities under this project accelerate the development of next-generation capabilities to ensure time-dominant decision-making, enable synchronized multi-domain operations, and provide reliable, cyber-secure communications in contested environments. Additionally, these efforts advance high-speed computing and data analytics to support real-time intelligence processing and information fusion, which are essential to operational readiness and the successful implementation of Combined Joint All-Domain Command and Control (CJADC2).

Mission Dominant Information Sciences and Methods

The Air Force Research Laboratory (AFRL) is focused on high-impact, multi-domain science & technology (S&T) solutions that drive innovation now, while laying the groundwork for the Air and Space Force to win the future fight. AFRL effectively synchronizes the Department of the Air Force (DAF) S&T enterprise and workforce to align towards the most consequential DAF priorities and accelerate the delivery of game-changing S&T. This program executes applied research to develop information technologies for the Department of the Air Force to address technology gaps for Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting (C5ISRT). These technologies are required to advance the state-of-the-art for C5ISRT that encompasses integrated systems and processes used by the Department of the Air Force and its joint & coalition partners, to collect, process, analyze, and disseminate information to achieve decision-making superiority for warfighter operations. The C4I Dominance Technology Project provides the technologies for (a) informed decision making and coordinated operations; (b) reliable, resilient, and secure communications; (c) advanced computer processing and data & information analysis. C4I is defined as Command, Control, Communications, Computers, and Intelligence. The Cyberspace Dominance Technology Project provides the technologies to achieve and maintain superiority in cyberspace (aligning with air, land, sea, and space domains), focusing on cyber offense, cyber defense, and cyber resilience. The Research Site Support Project provides the Rome Research Site infrastructure at Rome, New York and provides for the continued operations of all Rome Research Site properties, buildings, and services necessary for the research mission for AFRL and for the Defense Finance and Accounting Service (DFAS) Rome, NY location. Efforts in this program have been coordinated through the Department of Defense (DoD) Science and Technology (S&T) Executive Committee process to harmonize efforts and eliminate duplication. This program includes funding for the requisite DAF Science & Engineering (S&E) and mission enabling civilian workforce with the necessary technical competencies to develop, manage, and deliver science & technology capabilities. The use of program funds in this program element is in conjunction with the civilian pay expenses budgeted in the following program elements: 1206601SF, 0601102F, 0602020F, 0602102F, 0602202F, 0602203F, 0602204F, 0602298F, 0602336F, 0602602F, 0602605F, and 0603680F. In FY 2026, $104.926 million is budgeted in this program for 627 direct Full-Time Equivalent (FTE) civilians. The Air Force Research Laboratory (AFRL) utilizes 10 USC 4091, "Authorities for certain positions at science and technology reinvention laboratories” to manage the workforce strength, structure, positions, and compensation. This program is in Budget Activity 2, Applied Research because this budget activity includes studies, investigations, and non-system specific technology efforts directed toward general military needs with a view toward developing and evaluating the feasibility and practicality of proposed solutions and determining their parameters.

Mission Cyberspace Dominance Technology

This project will execute mission-driven applied research to develop and transition advanced technologies that secure and sustain superiority in the cyberspace domain, fully aligned with joint operations across air, land, sea, and space. The efforts under this Project will focus on three key pillars: (1) cyber offense—enabling precision effects and proactive disruption of adversarial capabilities; (2) cyber defense—ensuring robust protection of critical infrastructure, systems, and platforms against persistent and adaptive threats; and (3) cyber resilience—designing systems that can anticipate, absorb, and recover from attacks with speed and agility. By integrating these capabilities across multi-domain operations, these technologies support the Department of the Air Force's (DAF) and Department of Defense's (DoD) strategic vision for a secure, interoperable, and resilient digital ecosystem. It directly contributes to the development of agile, lethal, and networked forces capable of operating with decision advantage in highly dynamic threat environments.

Accomplishments & Planned Programs (11)

Processing Technologies

In FY 2026, the work and funding associated with this effort will be consolidated into the "Multi-Domain Sensemaking" effort to foster greater integration of supreme processing and computing for applied research. Develop automatic and dynamically reconfigurable, scalable, affordable distributed peta-flop processing technologies for real-time global information systems.

Data to Decisions

In FY 2026, the work and funding associated with this effort will be consolidated into the "Multi-Domain Sensemaking" effort to best communicate the accelerated research and development of technologies of data processing, fusion, exploitation, & analysis. Investigate and develop technologies for decision quality information dissemination services via publish, subscribe, and query across the Global Information Grid to enterprise and tactical assets and coalition partners.

Rome Research Infrastructure

Provides the necessary services and support including, but not limited to: fire inspections, refuse collection, water, electricity, steam, heat, custodial, and grounds maintenance services to the Research Site. Provides the necessary support for the maintenance and repair of Research Site facilities (buildings and other structures), vehicle & equipment lease and security/safety inspections & services as necessary for compliance and safety/security of personnel & research assets. Provides the Research Site with long haul communications (using the Government Services Administration set of Networx contracts for Continental United States), trunk connectivity and wireless communications.

Cyber Offensive and Defensive Technologies

For FY 2024 and prior years, this research was performed in the "Cyber Defense Technologies" and "Cyber Offense Technologies" efforts. Research, design, and develop cyber warfighting, assurance, and electromagnetic (EM) convergence technologies to support offensive and defensive operations across multiple domains.

Cyber Offense Technologies

Develop offensive cyber operations technologies to access, maintain presence on, and deliver effects to adversary systems. Starting in FY 2025, this research is continued in the "Cyber Offensive and Defensive Technologies" effort.

Cyber Defense Technologies

Starting in FY 2025, this research is continued in the "Cyber Offensive and Defensive Technologies" effort. Develop cyber defense and supporting technologies to detect, defend, and respond to attacks on computer systems as well as provide forensic concerning attacks.

Assured Communications & Networks

Develop communications, networking, and signal processing technologies with improved survivability and capacity to provide secure, adaptive, covert, anti-jam, and assured global battlespace connectivity tailored to anti-access and area-denial environments and contested operations. Includes the research and development to advance existing nuclear capable forces to ensure command, control, and connectivity for the President without constraints.

Quantum Information Science

Perform research and development (R&D) that will utilize quantum physics for the storage, transmission, manipulation, computing, or measurement of information in ways that offer advantages to classical capabilities.

Artificial Intelligence/Autonomy/Machine Learning

In FY 2025, this work transferred to the "Combined Joint All-Domain Command and Control" effort. Perform research and development (R&D) to harness the speed and scale of computers and machines to address problems of complexity.

Combined Joint All-Domain Command & Control (CJADC2)

In FY 2026, the Multi-Domain Command & Control (MDC2) effort will be renamed to the Combined Joint All-Domain Command & Control (CJADC2) effort to more accurately capture its focus on enhancing support for joint operations. Research and develop foundational technologies for complex adaptive systems, complex effects analysis, artificial intelligence (AI), autonomy, and machine learning (ML) to provide advanced capabilities in command and control (C2) and decision support for contested environments across all domains (air, land, maritime, space, cyber). This research will focus on distributed C2 systems & applications for Air Force operations at speed and scale, provide multi-domain effects quantification, planning, execution, & assessment, and apply AI, autonomy, & ML for the next generation of CJADC2 applications.

Multi-Domain Sensemaking

In FY 2026, the work and funding associated with the "Data to Decisions" effort and the "Processing Technologies" effort within this Project will be merged into the "Multi-Domain Sensemaking" effort, to promote deeper integration of battlespace awareness and extreme computing technologies and accelerate technological development. Research and develop foundational technologies to provide the capabilities that aggregate, fuse, exploit, and analyze disparate data from all operational domains (land, sea, air, space, cyber) to facilitate the generation of a real-time understanding of the battlespace. These technologies establish the data infrastructure and processing power necessary to support advanced analytics, enabling the potential leveraging of Artificial Intelligence (AI), Autonomy, and Machine Learning (ML) for rapid identification of threats, opportunities, and emergent patterns. By providing a robust foundation for data-driven insights, these technologies ultimately contribute to enhancing situational awareness, accelerating decision cycles, and improving overall operational effectiveness in complex, multi-domain environments.
