Description

Description — CVR (Common VLF Receiver) Inc 2

The Common Very Low Frequency/Low Frequency (VLF/LF) Receiver (CVR) Increment 2 (CVRi2) is a New Start in FY 2026. Program will produce a modular open systems approach (MOSA) compliant, advanced, adaptable VLF/LF receiver. The Family of Advanced Beyond Line-of-Sight Terminals (FAB-T) Force Element Terminal (FET) program is not a New Start in FY 2026. FAB-T FET was transferred from Space Force (PE 1203001SF / WSC FET000 / Appropriation 3022 / PSF) to Air Force (PE 0303131F / WSC CVR000 / Appropriation 3010 / APAF), Transfer Memo signed 12 Nov 2024. Activities funded in this program continue to pay for AN/USQ-225 weapons system modernization, integration into multiple legacy systems, other ongoing NC3 acquisition programs, and future capabilities for the overall AF NC3 WS. The Family of Advanced Beyond Line-of-Sight Terminals (FAB-T) Force Element Terminal (FET) program replaces the Ultra High Frequency (UHF) Milstar terminals and provides secure, protected, and survivable communications for the strategic warfighter through airborne-based Military Satellite Communication (MILSATCOM) terminals. The FAB-T FET will provide worldwide nuclear and non-nuclear, survivable, anti-jam Low Probability of Detect (LPD)/Low Probability of Intercept (LPI) data and voice communications. The FAB-T FET will be interoperable with Advanced Extremely High Frequency (AEHF), Enhanced Polar Systems - Recapitalization (EPS-R), and Evolved Strategic SATCOM (ESS) satellite constellations and will be installed on the B-52 aircraft (threshold). The FAB-T FET development program was executed as a Middle Tier of Acquisition (MTA) under R-1 Program Element 1203001SF, Family of Advanced BLoS Terminals (FAB-T). The program is planned to transition to the Major Capability Acquisition (MCA) Pathway at conclusion of MTA. This budget line provides funding for the follow-on production portion of the program. Funding for this exhibit is contained in PE 0303131F.

Justification — CVR (Common VLF Receiver) Inc 2

This program, P-3A Mod - 9830, COMM 2 Crypto and Data, is a new start. P-3A Mod - 9830, COMM 2 Crypto and Data, is a New Start. As the USAF VLF receiver integrator, the VLF Enterprise Program Office will continue to be responsible for VLF sustainment to include configuration management of the CVR Increment 1 (CVRi1) materiel solution while also providing management support to the B-52 VLF Modernization Program for its procurement and production of the directed VLF receiver. The VLF Enterprise Program Office will provide the same management support to other legacy NC3 platforms' VLF receiver requirements. VLF Enterprise Program Office will also develop an acquisition strategy for adaptation of CVRi2 for the current and future NC3 platforms, while establishing an overarching contract to capture production of CVRi2 for multiple NC3 platforms, which will enable enterprise level management of the VLF receivers for the current and future USAF airborne and ground-based NC3 platforms. P-3A Mod - 9850, FAB-T FET, is not a New Start. FAB-T FET funding increase of $79.836M is due to service transfer from Space Force (PE 1203001SF / WSC FET000 / Appropriation 3022 / PSF) to Air Force (PE 0303131F / WSC CVR000 / Appropriation 3010 / APAF), Transfer Memo signed 12 Nov 2024. In FY 2026, FAB-T FET includes production activities to procure 6 terminals in the budget year and ultimately procure 83 FETs, including 76 for the B-52 platform, 7 terminals for training, labs, and depots as well as spares and miscellaneous hardware for sustainment, integration, testing, and training activities. Other activities will include program office support, studies, technical analysis, training, testing/test support, test deficiency resolution, modifications, and procurements to mitigate Diminishing Manufacturing Sources and Materiel Shortages that could adversely impact cost and schedule. Specific quantities shown in this exhibit are based on the program office's current best estimate and may vary based on fact-of-life changes within the program.
