Description — Air & Space Operations Center (AOC)
The Air Operations Center Weapon System (AOC WS), AN/USQ-163 Falconer, the senior element of the Theater Air Control System, is the weapon system that the Commander, Air Force Forces (COMAFFOR) provides the Combined/Joint Force Air Component Commander (C/JFACC) for monitoring, planning, executing and assessing theater-wide air and space operations in support of the air battle campaign to meet the Combined/Joint Force Commander's (C/JFC) objectives. AOC includes the fielded AOC Block 10.1, modernized AOC Block 20, and Theater Battle Management Core System (TBMCS). AOC Block 20 was established to modernize the fielded 10.1 AOC Weapon System, addressing deficient capabilities and security gaps that come from 3rd party applications. AOC Block 20 includes the Kessel Run All-Domain Operations Suite (KRADOS) and Application Transformation (AppTX) operating on the All Domain Common Platform (ADCP). It provides Full Air Tasking Order/Air Control Order for planning, dissemination, and execution. Includes modernized C2 software applications working on a common event stream with common data formats. Funding for this exhibit contained in PE 0207410F, Air Operations Center Weapon System The ADCP is an extensible hybrid cloud-based Infrastructure and Platform as a Service (IaaS/PaaS) hosting platform built to deliver highly resilient C2 mission applications and data to Airmen deployed around the world. ADCP enables AOC modernization by providing tools, infrastructure and technical expertise to build and deploy modern cloud-based apps across a global infrastructure at multiple classification levels. ADCP enables AOC Block 20 to scale across the AOC enterprise and allows distributed operations that directly supports force resilience in major conflict. The FY 2026 request was reduced by -$0.073 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative. Funding for this exhibit contained in PE 0303248F, All Domain Common Platform (ADCP) Efforts within this P-document align with USAF investment in Mission Planning Systems (PE 0208006F), Air Operations Center (0207410F), All Domain Common Platform (0303248F), C2IMERA (0305015F/0305836F) and ABMS (0604003F) to deliver the Theater Air Planning System of Systems (TAP-SoS) architecture for the Department of the DAF BATTLE NETWORK.
Justification
Justification — Air & Space Operations Center (AOC)
PE 0207410F Air Operations Center Weapon System: FY 2026 procurement funding for Air Operations Center Weapon System (AOC WS) Modifications support integration and fielding of improvements/upgrades of existing 3rd Party applications as well as newly developed replacement applications, capital equipment replacement (CER) to address commercial end-of-life/end-of-support/direct mission support components including components associated with C2 applications (3rd Party commercial and government off the shelf (COTS/GOTS)) and network infrastructure. Funding supports shifting the AOC WS toward a cloud-based commercially managed infrastructure and platform as a service (IaaS/ PaaS). These AOC WS Modifications are required for the AOC to keep pace with evolving COTS/GOTS components, Department of Defense (DoD) directives, changes in the underlying IT and network environment, and to remain interoperable, certified, supportable, and compliant through software engineering solutions, integration, testing, fielding, training, and sustainment of new capabilities and upgrades to the AOC WS. AOC Modifications will be accomplished through quarterly Agile Release Events, periodic maintenance upgrades, emergency fixes, cyber security improvements and other integration activities. FY 2026 procurement funds will also be used to support the planned acquisition of commercial IT equipment to implement Trusted Thin Client Phase Information Technology (II), which will incorporate additional networks into the Operational Support Facility's secure, internal/external multi-network architecture based on operational requirements. FY 2026 procurement funds may be used to evaluate and implement new Command and Control Enterprise Comm-IT capabilities. FY 2026 funds will also support Capital Equipment Replacement of the existing on-premise equipment in the Operational Support Facility and Combined AOC - Experimental (CAOC-X) site. FY 2026 procurement funds will be used to support multiple comm-IT equipment purchases for the CAOC-X experimentation activities is support of the AOC WS and Air Battle Management System (ABMS) Battle Lab environment. FY 2026 procurement funds may be used on projects to evaluate AOC Enterprise comm-IT capabilities such as: a. Zero Trust end-point technology b. Connectivity to the Mission Partner Environment for coalition support c. Internet-based secure communication using Commercial Solutions for Classified d. Support to Joint All Domain Command and Control operations using Multi-Level Security data transfer capabilities e. Integration within the Theater Air Planning System of Systems (TAP-SoS) architecture for the DAF BATTLE NETWORK FY 2026 procurement increases due to additional equipment required as part of the ongoing AOC modernization effort. PE 0303248F, All Domain Common Platform: Air Domain Common Platform (ADCP) enables AOC modernization by providing tools, infrastructure and technical expertise to build and deploy modern cloud-based apps across a global infrastructure at multiple classification levels. ADCP enables AOC Block 20 to scale across the AOC enterprise and allows distributed operations. Distributed ops directly supports the joint all domain command and control (JADC2) operational imperative and force resilience in major conflict. FY 2026 Procurement funds will fund Capital Equipment Replacement to address commercial end-of-life/end-of-support/direct mission support components including components associated with Command and Control applications (3rd Party commercial and government off the shelf (COTS/GOTS)). FY 2026 Procurement funds will fund lead command Comm-IT capabilities for the Command and Control Network and Security Operations Center (C2NSOC) at Langley Air Force Base, VA. Planned procurement activities include: a. Infrastructure to build out the network and security operations center (NOC/SOC) capability for 24/7/365 mission support b. Provide Cybersecurity and support to the DAF Battle Network through unparalleled command, control, and cyber defensive capabilities, ensuring the Air Components a resilient and efficient Global data exchange from the warfighter C2 network to the tactical edge c. Tools and engineering technical services to establish a capability to store and document all security incidents and provide centralized source of information for NOC/SOC staff
