Description

Description Strategic Command And Control

This procurement document supports multiple programs. PE 0101127F, B-2: B-2 SUPPORT: The B-2 weapon system relies heavily on C2 equipment to meet its operational capability. Funding is used to replace obsolete computer equipment, backbone infrastructure hardware and software, and long haul communications equipment at the Weapon System Support Center (WSSC) Ground Test Facility (GTF), and contractor laboratories. This includes commercial off-the-shelf (COTS) items such as computers, displays, printers, disk and tape drives, software (e.g. computer-aided design (CAD) and analysis software) as well as engineering and logistical support. Funds also procure specialized computers that provide on-line access to B-2 aircraft data and low observable analysis capabilities. Unique B-2 security and communication infrastructure needs are also addressed. The B-2 WSSC GTF, located at Oklahoma Air Logistics Center, Tinker AFB, OK, supports two critical functions: aircraft software development and maintenance/support, plus systems engineering support for the fielded weapon system. Software maintenance fixes to aircraft systems include flight controls, flight management, navigation systems, weapons/armament and the defensive management system. These software fixes are accomplished and tested with the use of the WSSC software development system and integration/test laboratory complex by analyzing and designing fixes to the existing aircraft software. The WSSC GTF also provides engineering support with specialized computer systems that provide online access to B-2 aircraft data. This data consists of items such as engineering and organic low observable analysis, manufacturing, aircraft design data used to help solve technical issues on the B-2. Locations where this data is used include Tinker AFB, Whiteman AFB, Wright-Patterson AFB, Northrop-Grumman in Palmdale, CA and forward operating locations (FOL). Funding for this exhibit contained in PE 0101127F. PE 0101316F, Worldwide Joint Strategic Communications: Emergency Action Messages (EAMs) are highly structured, authenticated messages primarily used in the command and control of nuclear forces. They are disseminated over numerous survivable and nonsurvivable communication systems including terrestrial and space systems. Programmed funds procure system components, spares, software, and necessary support services for systems such as the Strategic Automated Command and Control System (SACCS), Phoenix Air-to-Ground Communication Network (PAGCN), and Defense Injection Reception EAM C2 Terminals (DIRECT). SACCS is a secure Nuclear Command, Control, and Communications (NC3) system that directly supports National Command Authority (NCA) communications in the command and control of strategic and nonstrategic forces. SACCS enables the NCA to disseminate Higher Authority Command Messages, Force Direction Messages, EAMs, and automated intercontinental ballistic missile (ICBM) re-targeting data to the USAF's two legs (ICBM and bomber fleets) of the nuclear triad; the reconnaissance, tanker, USAFE munitions, and Special Operations communities; and to other Active Duty, Guard, and Reserve DoD users worldwide. DIRECT includes the hardware and software to enable the NCA to transmit nuclear and non-nuclear EAMs and other time-critical messages to strategic and non-strategic forces. The specific items procured may vary depending upon available technology at the time of procurement. Funding may be used to address Diminishing Manufacturing Sources (DMS) issues. PAGCN is a critical component of the Senior Leadership Command, Control and Communications System (SLC3S) that extends terrestrial Defense Information Systems Network (DISN) connectivity via an air-to-ground line-of-sight (LoS) communications path to select Airborne and Ground Mobile platforms, and provides an air-to-air LoS communications path between PAGCN-equipped platforms. The FY2018 NDAA directed the transfer of the PAGCN program from the Defense Information Systems Agency (DISA) to the Air Force Program Executive Officer for Nuclear Command, Control and Communications (AFPEO NC3); the program office transition from DISA to the Air Force was completed on 1 Oct 2020. FY 2026 funds will be used to procure 2 new Ground Entry Points, initial spares and repair parts for each new site (2 sites per year) as they come online in order to build the PAGCN capability to the level required by the Joint Requirements Oversight Council (JROC)-validated Capability Production Document (CPD). Funding will also be used for MRT2 Retrofit: Effort started to mitigate Diminishing Manufacturing Sources and Material Shortages (DMSMS) however it expanded to increase capability. Additional information can be provided at higher classification levels. Development funding for this exhibit contained in PE 0101316F. PE 0304115F, Joint All Domain Command & Control (JADC2): PE 0304115F supports the United States Air Force's (USAF) Advanced Battle Management System (ABMS) Battle Lab to provide a warfighter-centric environment for experimentation, innovation, and Tactics Techniques and Procedures (TTP) development for multiple Advanced Battle Management/Joint All Domain Command & Control (ABMS/JADC2) events and capabilities. The mission of the ABMS Battle Lab is to evolve Joint All-Domain Operations (JADO) concepts and architectures to accelerate delivery of agile, resilient, and integrated joint Command & Control (C2) capabilities. This program builds the USAF's Distributed ABMS/CJADC2 Battle Lab communication and information technology Secret and Secret//Releasable architecture to support ABMS experimentation and integration activities required to evaluate advanced technologies from agencies such as Defense Advanced Research Projects Agency (DARPA), Air Force Research Laboratory (AFRL), Missile Defense Agency (MDA), Air Combat Command (ACC), and other leading intel, air, space, and cyber C2 capabilities being developed for possible inclusion into the Battle Management Command & Control (BMC2) ecosystem. PE 0304115F also supports the United States Air Forces Europe and Africa (U-A) C2 architecture, which requires a high-quality, robust, secure, and resilient radiofrequency (RF) voice communication platform that extends ground-to-air radio coverage in theater and enhances theater C2 capability. US tactical C2 nodes in theater are unable to maintain positive control of assigned air assets due to lack of ground-to-air radio coverage in theater. A highly accessible radio network, consisting of ultra high frequency (UHF/VHF), high frequency (HF), tactical satellite (TACSAT), and Link-16 with Over The Air Encryption capability emplaced on US controlled and Partner facilities will close RF communication gaps in the United States European Command (EUCOM) theater. The capability must also be postured for network accreditation to enable quick implementation to enable agile/dispersed tactical command and control (i.e. Agile Battle Management Command and Control (BMC2) mission employment). Increased ground-to-air coverage enhances the ability to distribute recognized air picture and improve overall theater indications and warning, safety of flight, and situational awareness across mission sets. Funding for this exhibit contained in PE 0304115F PE 0303248F, All Domain Common Platform (ADCP): The ADCP is an extensible cloud-based Infrastructure and Platform as a Service (IaaS/PaaS) hosting medium built to deliver highly resilient Command and Control (C2) mission applications and data to Airmen deployed around the world. ADCP is a warfighting capability that enables on-boarded users to build, deploy and monitor mission applications to the end state of production. Having applications operational in various environments ensures data is accessible as it is needed across United States Air Force (USAF) mission sets. The ADCP's collection of technologies, services, and tooling enables warfighter outcomes by abstracting away technical complexity and enabling the deployment of products onto its infrastructure. The ADCP is the primary path to production for modernized C2 software-intensive systems. Platform customers include the Air Operations Center (AOC), Intelligence Programs, the 309th Software Engineering Group, the 350th Spectrum Warfare Group, and others. ADCP is USAF's contributing platform to the DAF Battle Network and Joint All-Domain Command and Control (JADC2), meeting system resiliency requirements through the escalating phases of warfare. Funding supports hardware technology refresh kits that replace critical components within on-premise ADCP hardware suites at key site locations as they reach the end of their useful life. Funding also supports procurement of networking and compute/store equipment required to support distributed and disconnected operations requirements. Justification Strategic Command And Control

PE 0101127F B-2 Squadrons: FY2026 funding will procure B-2 Weapon System Support Center software. PE 0101316F Worldwide Joint Strategic: PAGCN: FY 2026 PB funds (27.629M) will be used to procure 2 new Ground Entry Points as to build the PAGCN capability to the level required by the Joint Requirements Oversight Council (JROC)-validated Capability Production Document (CPD). Additional information can be provided at higher classification levels. PE 0304115F Joint All Domain Command & Control (JADC2): FY 2026 procurement funds will be used to continue advancing the US Air Force's Distributed Air Battle Management System (ABMS)/Joint All Domain Command and Control (JADC2) Battle Lab communications and infrastructure technology architecture to support ABMS experimentation and integration activities required to evaluate advanced technologies such as the Air Force Research Laboratory's (AFRL) Rapid Deployable Air Operations Center (RDAOC), Air Combat Command's Project Nexus, the Maven Smart System, and other advanced C2 and intelligence, surveillance, and reconnaissance (ISR) and targeting capabilities being developed for possible inclusion in the US Air Force's Battle Network. Planned and ongoing procurements include: a. An Impact Level 6 (IL-6) Experimentation Environment for Secret experimentation activities. b. Dynamic mission replanning and instrumentation hardware, software, and support c. Commercial solutions for classified (CSfC) networking equipment to supplement the established CSfC architecture used for remote connectivity to the Air Battle Management System (ABMS) Battle Lab. d. A sensitive controlled information (SCI) Experimentation Environment for Top Secret experimentation activities. e. Capital equipment replacement (CER) of Battle Lab components reaching end-of-life/end-of-support. FY 2026 procurement funds also supports the United States Air Forces Europe and Africa (U-A) C2 architecture. European Command (EUCOM)/United States Air Forces in Europe (USAFE) requires the ability to detect and track airborne assets across the theater, both friendly and adversarial, and report the status to the EUCOM/North Atlantic Treaty Organization (NATO) leadership chains. The Sensor Fusion and Processing Hub will give USAFE the ability to ingest both partner nation and US sensors to create a Recognizable Air Picture for enhanced Air Domain Awareness. The capability will close multiple gaps that exist across the EUCOM theater with a lack of US-controlled sensors. These funds will procure 6 additional communication notes across EUCOM to reduce voice and data capability gaps. These funds will also procure one sensor fusion and processing system as part of the U-A C2 architecture. FY 2026 funding for U-A C2 increases due to a planned funding ramp to procure the necessary number of C2 sites in order to complete the required C2 architecture. PE 0303248F, All Domain Common Platform (ADCP) In FY 2026, funds will be used for tech refresh kits to replace end-of-life critical components of on-premise suites at key operational locations. Tech refresh of these components is necessary to maintain operational capability of ADCP on-premise hardware suites until such time that the ADCP operational infrastructure has been fully migrated to the cloud and cloud-connected edge devices. FY 2026 funding decreases to account for a reduced equipment requirements during ADCP's migration to a cloud-based infrastructure.
