Description — 832070 INTELLIGENCE COMMUNICATIONS EQUIPMENT
PE 0207431F Combat Air Intelligence System Activities - P-40A CAIS PROC funds in Intelligence communications Equipment is used for the procuring of Unit Level Intelligence (ULI) systems, Enhanced Geospatial Product Library (eGPL) products, and Joint Targeting Tool (JTT) systems for the targeting enterprise. UNIT LEVEL INTELLIGENCE (ULI) SYSTEMS & Center of Excellence (COE): ULI fields the Toolkit for Intelligence Targeting Analysis (TITAN) and Targeting Application Workstation (TAW) systems which are used by intelligence analysts to produce Targeting and Mission Planning materials. The ULI COE provides reach back support for the field units on hardware and software issues. The COE also provides MX/IA patch development and distribution services. Enhanced GEOSPATIAL PRODUCT LIBRARY (eGPL): eGPL provides all AF units access to digital GEOINT and targeting data products in support of targeting, intelligence and mission planning processes, including support to units deploying to Southwest Asia and North Africa. It provides the sole resource to store and immediately retrieve large digital files and mission essential GEOINT data required to conduct AF mission sets. This storage includes tape drives to ensure data survivability and rapid back-up/restoration 20 times faster than network technology, freeing units critical time to support mission tasks. JOINT TARGETING TOOLBOX (JTT): Provides JTT servers for interfacing programs to test against. Servers are needed on Unclassified, Secret, and TS/SCI environments and will require software licenses to support operations. Targeting and Geospatial-Intelligence (T&G) Program Management Office (PMO): Provides the infrastructure that enables the agile development, sustainment, and fielding of new T&G capabilities, and ensures that the technical baseline is established and controlled by the Government. Sustainment includes help desk support, documentation, information assurance, STIGs/TCNOs, software patches and fixes. Fielding supports ULI, eGPL, JTT, IOTA, and any new T&G capability not fielded via other paths. This program is part of the overarching Kessel Run portfolio PE 0305249F AF JWICS Enterprise - Provides funding for purchase of the JWICS Deployed Intelligence Combat Element (DICE) Kit procurement package provides COTS equipment, systems, virtual tools, and instructions to establish functional T-SCIFs containing classified systems, communications, power, and VTC capabilities to enable intelligence and operational functions. The system will permit wings/units to receive, process, send, and use SCI data and intelligence to support their mission from either highly austere "bare-base stand-alone location(s), or to fall-in on existing main operating bases/locations. PE 0305022F ISR Modernization & Automation Dvmt (IMAD) - P-40A IMAD develops and demonstrates technology required to implement automation and machine intelligence on ISR systems. It is an innovation-driven fund which enables new technologies, capabilities, and Airman ideas to receive "kick-start funding. SECAF directed the AF to invest in a more automated environment to relieve strain on manpower in the out years. IMAD was started to create ISR enterprise-wide effects using machine intelligence. PE 0305146F Defense Joint Counterintelligence Activities - P-40A Enables Cyber Counterintelligence and Technical Surveillance/Technical Surveillance Countermeasures (TSCM} support to counterintelligence operations conducted by the Air Force Office of Special Investigations (AFOSI) for AF and DoD entities, to detect and deter covert activities conducted by Foreign Intelligence Services seeking to compromise classified or sensitive information. The technical equipment required for these investigations is unique and complex, and is a part of the formally designated USAF TSCM weapons system and/or the Cyber Counterintelligence suite of tools. PE 0305179F Integrated Broadcast Service (IBS) - P-40A INTEGRATED BROADCAST SERVICE (IBS): The IBS is a system-of-systems designed to disseminate integrated threat warnings, blue force tracking, and intelligence information, derived from multiple sensors and sources. IBS is a joint program with the Air Force designated the lead service. IBS provides intelligence producers and information sources the means to analyze and disseminate strategic, operational, and tactical intelligence and warning information directly to the warfighter. The IBS operational baseline represents the migration, integration, and consolidation of existing tactical data dissemination into a future common architecture message format. Modernization efforts are executing to increase IBS performance and resilience by expanding the broadcast to UHF SATCOM Wide-band Code Division Multiple Access (WCDMA) and other alternate broadcasts, enhancing receiver software to drive interoperability, integrating next generation terminals at Common Integrated Broadcast Uplink sites, transitioning legacy IBS network services to a hybrid cloud architecture, and developing testing tools to perform adequate verification and validation before new capabilities are operationally fielded. Funding may be used to address Diminishing Manufacturing Sources (DMS) issues. Funding for this exhibit contained in PE 0305179F. PE 0305192F Military Intelligence Program (MIP) Activities - P-40A Will fund information recovery technology for Enterprise Service Centers increasing resiliency of the network and enabling failover to ensure data survivability. FY26 procurement funding will be used to procure servers, storage devices, associated hardware upgrades, and installation costs to ensure a robust recovery system. PE 0305221F Network-Centric Collaborative Targeting - P-40A Network Centric Collaborative Targeting (NCCT) is the Department of the Air Force's (DAF) program of record performing platform agnostic, tactical, cooperative geolocation against time sensitive targets. At its core, NCCT is a cloud-based, Joint, multi-intelligence (multi-INT) sensor network which provides the warfighter fused target locations and enables sensor command and control (C2) through machine-to-machine interfaces. Operationally, NCCT is currently deployed on a variety of DAF aircraft, the DCGS, and other DoD assets. NCCT's utilization of intelligent sensor mesh networks, multi-INT fusion, and its cross-domain information sharing and sensor C2 are key contributions to the Sensing Grid's sensing, sense making, integration, and global orchestration thrusts. NCCT includes network management software, a network messaging standard, correlation and fusion software, software supporting tactical-to-national Signals Intelligence (SIGINT) Concept of Operations (CONOPS), multi-level security hardware and software items, and operator interfaces. NCCT procurement funding supports hardware, software, software licenses, and maintenance agreements for hardware and software refreshes required to ensure on-going NCCT operations of NCCT software and program-owned hardware, and global web-enabled services, while satisfying DoD standards and Information Assurance (IA) requirements. Funding for this exhibit contained in PE 0305221F. PE 0305220F RQ-4 FY24 funds will be used to procure ground sites infrastructure needed for SATCOM modernization known as Open Remote Split Operations (RSO) Architecture (ORA). Modernization will increase capability from 8 to 28 independent links, increase reliability and resiliency. RQ-4B operates and sustains three separate SATCOM Gateway sites at Ramstein AB, Germany (EUR-2), NAS Sigonella, Italy (EUR-3), and Kadena AB, Japan (PAC-1). In addition, the RQ-4B operates from three Forward Operating Locations, one co-located with EUR-3 and two others at Andersen AFB, Guam and Yokota AB, Japan. . In total, the SATCOM Gateway sites operate over 40 Fixed Site SATCOM Terminal (FSST) antenna systems capable of providing over 300 separate communications links delivering critical Command and Control (C2) for the RQ-4B and MQ-9 remotely piloted aircraft (RPA) fleets world-wide, SIGINT and ISR to DoD and National Agencies.

Justification — 832070 INTELLIGENCE COMMUNICATIONS EQUIPMENT
PE 0207431F Combat Air Intelligence System Activities - ENHANCED GEOSPATIAL PRODUCT LIBRARY (EGPL): FY2025 funding provides for the capital equipment replacement of EGPL servers, drives, and associated equipment to ensure current, dependable data repository for intelligence threat assessment and combat mission planning support at over 260 units worldwide. UNIT LEVEL INTELLIGENCE (ULI) SYSTEMS & Center of Excellence (COE): FY2025 funding provides for the capital equipment replacement of ULI systems providing crucial capabilities to the Warfighter to include Intelligence Preparation of the Operational Environment (IPOE), data gathering and compilation, support to mission execution, intelligence reporting, targeting, weapon systems video processing, and post-mission assessment support at over 327 units worldwide. The COE is critical to the ULI mission performing all system integration work, functional testing, cyber security scans, MX/IA releases, help desk support, and fields the hardware and software components needed to successfully employ the Targeting Applications Workstation and the Toolkit for Intelligence Targeting Analysis. JOINT TARGETING TOOLBOX (JTT): FY2025 funding will be used to provide software sustainment and fielding support for existing JTT operational instances. This includes Help Desk, training, and MX/IA patch updates. In addition, funding will support the testing and fielding of the JTT software into a non-GCCS stand alone cloud environment for greater accessibility and maintenance response capability. Targeting and Geospatial Intelligence (T&G) PMO: FY2025 funding will be used to ensure the T&G PMO maintains management oversight of both the technical and programmatic aspects of existing T&G capabilities. PE 0305249F AF JWICS Enterprise - DICE kits enable sustained air operations delivering platform agnostic forward base intelligence operations in decentralized, high-risk environments while executing distributed Contingency Intelligence Network (CIN) operations and Mission Task Orders (MTO). DICE kits can be rapidly deployed in support of deployed warfighters providing remote network connectivity to the AF JWICS enterprise network. PE 0305022F ISR Modernization & Automation Dvmt (IMAD) - Starting in FY24 IMAD has requested to re-align procurement funding to meet increasing requirements for research and development activities. No funding requested for FY 2026. PE 0305146F Defense Joint Counterintelligence Activities - FY2024 funding procures the periodic refresh of equipment to provide state of the art capabilities to detect and neutralize foreign intelligence entity (FIE) and criminal activities targeted against sensitive and classified AF and DoD information and activities. PE 0305179F Integrated Broadcast Service (IBS) - IBS procurement funding utilized for equipment and support focused in the following areas: IBS Over the Air (OTA) Modernization (utilizing Primary, Alternate, Contingency, and Emergency (PACE) broadcast communications pathways), Enhancements to existing baseline OTA broadcast capabilities, IBS-Network Services (IBS-NS) Modernization (enabling increased throughput, timeliness, and portability of critical intelligence data), IBS-NS Baseline Enhancements, and IBS Enterprise Support. FY2026 funding supports: 1. IBS OTA Modernization: Modernization efforts include other broadcast communications pathways in support of IBS PACE plan. Funding procures cross domain solutions (CDS) equipment required to sanitize data and dedicated multi-protocol labeled switching (MPLS) lines for Beyond FVEY capability. In addition, funding procures enhancements to IBS downlink terminals for Line of Sight (LOS) capability as well as frequency converters for terminals. 2. IBS OTA Baseline Enhancements: Efforts include procuring Power Amplifiers for 2 of the currently fielded JTT-Senior (JTT-Sr) tactical terminals. 3. IBS-Network Services (IBS-NS) Modernization: Procures equipment, servers, and software to transition IBS network broadcast to a distributed cloud architecture comprised of a global cloud-computing layer, which provides localized filtering and processing abilities to improve network traffic flow and allows faster data processing. In addition, funding procures equipment to support Model Based Systems Engineering (MBSE) roll out to vendors. 4. IBS Enterprise Support: Provides IBS-X Lab contractor support for maintenance of the labs and associated equipment for all broadcasts to conduct future demonstrations, testing, and troubleshooting. The FY 2026 request was reduced by $0.174M for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative. PE 0305192F Military Intelligence Program (MIP) Activities - FY2026 funding will enable procurement information recovery technology for Enterprise Service Centers to increase resiliency of the network and enable failover to ensure data survivability. Funds will be used to implement development support hardware through the procurement of servers, storage devices, associated hardware upgrades, and installation costs. Funding will enable USAFE/USAFA Remote Core Service (RSC) hardware infrastructure to support remote ESC locations, add resiliency and new equipment to ensure recovery and failover operations. PE 0307577F Intelligence Mission Data (IMD) - P-40A IMD procurement activities were completed in FY22. No funding requested for FY 2026. PE 0305221F Network-Centric Collaborative Targeting - FY 2026 funding will be utilized to procure additional data guards and cross domain solutions for the purpose of storage, analysis, and sharing of intelligence data on a cloud computing infrastructure at the TOP SECRET/Secure Compartmented Information, SECRET, and UNCLASSIFIED levels. FY 2026 funding will also support continued integration of new multi-INT use cases, the continuation of rapid software deliveries and installs, and continued participation in Joint demonstrations and exercises as necessary. Due to the rapidly changing threat environment, NCCT's DevSecOps processes, and operational demand from platforms leveraging NCCT capabilities, the acquisition program manager has the authority to redirect funding as necessary to meet currently stated and/or emerging operational requirements. NCCT efforts include, but are not limited to, fielding activities such as associated system integration, assembly, test and checkout; certification; non-developmental mission system upgrades, software integration and updates, software licenses, systems engineering, test and evaluation, support equipment, and Program Support Costs (PSC). PE 0208288F IDA No funding requested for FY 2026. PE 1203400F Space Superiority Intelligence No funding requested for FY 2026.
