Description

Description LCS MCM Mission Modules

The Littoral Combat Ship (LCS) Mine Countermeasures (MCM) Mission Package (MP) counters bottom, tethered, near surface, and surface mines in the littorals without putting Sailors in the minefield. When the MCM MP is embarked, LCS is capable of conducting detect-to-engage operations (hunting, sweeping, and neutralization) against shallow and deep-water sea mine threats. The MCM MP provides these capabilities through the use of sensors and weapons deployed from an embarked MH-60S multi-mission helicopter and unmanned offboard vehicles. MCM MP achieved Initial Operational Capability in 31MAR2023. The embarked MH-60S employs the Organic Airborne Mine Countermeasures (OAMCM) systems to provide rapid and long range airborne detection and neutralization to clear operations in littoral zones, confined straits, choke points, and the Amphibious Operations Area (AOA) quickly. The Airborne Mine Neutralization (AMN) Module (MH-60S Helo + Airborne Mine Neutralization System) and Near Surface Detection (NSD) Module (MH-60S Helo + Airborne Laser Mine Detection System) achieved Initial Operational Capability (IOC) in FY 2017. The Unmanned Minesweeping (UMS) Module is composed of the MCM Unmanned Surface Vehicle (USV) and Minesweeping Payload Delivery System (PDS) and Towed Acoustic Generator (TAG). The MCM USV and Minesweeping PDS was previously known as Unmanned Influence Sweeping System (UISS) which achieved Milestone C and is currently in Low Rate Initial Production (LRIP). The Remote Minehunting (RMH) Module (MCM USV with Minehunting PDS and AN/AQS-20C) detects and identifies bottom and tethered mines. In FY 2020, the MCM USV established a mature Technical Data Package (TDP) and was used for the award of the Production contract in FY2022. The Unmanned Influence Sweep System (UISS) TDP is mature and is being leveraged to procure Minesweeping PDS in Q2FY2024 under the Multiple Award Contracts (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) USV Family of Systems Contract. In FY 2022, the Minehunting PDS will be procured via a sole source delivery order on the Raytheon IDIQ contract. A competitive production contract will be awarded for future Minehunting PDS procurements in Q3 FY2024. The Buried Minehunting (BMH) Module (Knifefish Unmanned Undersea Vehicle) detects and identifies buried mines and mines in a high clutter environment. Knifefish achieved Milestone C in FY 2019 and is currently in LRIP. The Navy is executing transition from a Block 0 to Block 1 capability. In FY 2021, Knifefish awarded a Block 1 retrofit contract that will establish a mature TDP in preparation for its production contract, and upgrade Block 0 LRIPs to Block 1. The Navy will conduct a limited validation of these capabilities during acceptance testing and sell off to the government in Q1-Q3FY24. Upon delivery of these systems to the Navy, they will be available for limited Fleet operations. The MCM MP system procurements in this BLI are critical to deliver MCM MPs with the capability of the full detect-to-neutralize sequence and replace legacy MCM platforms. The MCM MP is deployable and capable of meeting its focused mission requirements on an LCS only when it includes the full complement of Common Mission Modules Equipment (Line Item Number 1600) and the full complement of mission systems that comprise each MCM Mission Package (Line Item Number 1601). Justification LCS MCM Mission Modules

The FY 2026 request was reduced by $0.385 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." FY 2026 funding includes the following mission systems and associated MP support equipment: In FY 2026 the program will procure six MCM Unmanned Surface Vehicle (USV), two Minesweeping PDS, two Minehunting PDS, two AN/AQS-20C variable depth Minehunting Sonar and will procure MCM MP support equipment. Additionally, the program will implement Engineering Change Proposals (ECPs) on procured production MCM USVs and perform tech refreshes to address AQS-20C obsolescence. ECPs will also be implemented on both PDS's and Twin Boom Extensible Crane (TEBC). The support equipment includes; USV redesigned Surface Tow Cradles (STC-Rs), USV Stowage Cradles, LCS PMA Table Fixture Devices (TFD), and Peculiar Support Equipment (PSE) kit for USV and UISS. All MCM assets procured support MCM configured ship deployments. System procurements include the limiting factors required to deliver MCM MPs with the full complement of systems needed to perform the detect-to-neutralize sequence. These systems are critical to complete delivery of MPs to replace legacy MCM platforms.
