Description — OSA-EA Modifications
The modifications covered under this program include C-32, C-37, VC-25A, VC-25B, C-40, C-12, C-21, and Combat Flight Inspection (CFIN) Commercial derivative aircraft fleets. These modifications provide increased capability and Federal Aviation Administration (FAA) compliance. Executive Airlift (EA) supports the President, Vice President, First Lady, SECDEF, Joint Chiefs, cabinet members, combatant commanders, congressional delegations, and foreign dignitaries. Operational Support Airlift (OSA) provides support for command and unit operations. C-32: The C-32 is expected to be in service until 2038, with an average of 13 years of service remaining. C-37: The designed service life for C-37B is 40,000 hours (average of 31,360 hours remaining). C-12: The design service life is 30,000 hours with 15,950 remaining on the C-model (16), 12,200 hours remaining on the D-model (6), 12,500 on the F-model (3), 10,500 on the J-model (4). C-21: The design service life is 50 years with an average of 9 years remaining; undergoing service life extension to add another 40 years. C-40: The design service life is 35,000 flying hours with an average of 21,700 hours remaining. Funding for this exhibit contained in PE 0401314F and 0401319F. In FY 2026, BLI C01200 (C-12), C02100 (C-21), C03200 (C-32), C03700 (C-37), C04000 (C-40), CFIN00 (combat flight inspection - CFIN), and C02500 (VC-25A Mod) efforts were transferred to BLI OSAEA0, OSA-EA Modifications, in order to consolidate Budget Line Items for increased funding flexibility. The FY 2026 request was reduced by $0.166 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."

Justification — OSA-EA Modifications
This program, P-3A Mod 1019, VC-25B Block Upgrade, is a new start. FY 2026 funding will support C-12 Electronic Flight Instruments System (EFIS) Low-Cost Modification (LCM), VC-25A Block Upgrade, and VC-25B Block Upgrade. The VC-25B Block Upgrade program will manage capabilities beyond the configuration defined in the firm-fixed-price EMD contract with Boeing. FY26 funds will be used for the first major activity of architecture integration design for the Mission Communication Systems.
