Description — LRASM0
In the FY 2024 budget request, the Department is initiating a Multiyear Procurement (MYP) strategy for LRASM, under the Large Lot Procurement (LLP) concept in which individual MYPs would be executed in a concurrent and overlapping multiyear strategy so that synergies in production across different but related programs can generate efficiencies and result in greater production capacity, accelerated delivery, and lower unit costs. LLP represents an evolution of the existing MYP contracting and financing strategy, that leverages the savings generated through the use of Economic Order Quantities (EOQ) financing to procure additional lots of missiles under a Buy-to-Budget concept, to further improve efficiencies and yields. The Long Range Anti-Ship Missile (LRASM) is an ACAT 1C program and increment 1 of the Offensive Anti-Surface Warfare (OASuW) weapon development program. LRASM (AGM-158C) addresses an air-launch capability gap by providing flexible, long-range, advanced, anti-surface capability against high-threat maritime targets. LRASM (AGM-158C) achieved Early Operational Capability (EOC) in December 2018 on the USAF B-1 Lancer and EOC on the USN F/A-18E/F Super Hornet in November 2019. The USN is the lead service for the LRASM program. LRASM is highly leveraged on the design of the Joint Air-to-Surface Standoff Missile-Extended Range (JASSM-ER). LRASM and JASSM-ER have over 70% hardware commonality and share the same production assembly line. The USAF and USN jointly procure LRASMs via a USAF contract that benefits from cost savings when aligned with JASSM-ER procurements. LRASM All Up Round (AUR) unit cost and quantities in this Program Element (PE) are dependent on USN LRASM PE 0204167N and USAF JASSM PE 0207325F. In the FY 2024 budget request, the Department initiated a Multiyear Procurement (MYP) strategy for JASSM and LRASM under the Large Lot Procurement (LLP) concept. The MYP will be executed in a concurrent and overlapping multiyear strategy so that synergies in production across different but related programs can generate efficiencies and result in stabilization of the industrial base. FY 2024 Procurement fully funds the 8th production lot for the LRASM Program as well as provides Economic Order Quantities for Lots 9-12 under the MYP strategy. FY 2025 aligns the first year of LRASM MYP and Lot 9 procurement of AGM-158C (1.0/1.1) and AGM-158C-3 variants. The LRASM AGM-158C-3 variant will be a forward fit Engineering Change Proposal (ECP) to the AGM-158C, to enhance long range strike and existing OASuW capability. In FY26, the USAF will continue procuring LRASM C-1s and LRASM C-3s, until the missile inventory objective is met. LRASM C-3 (AGM-158C-3) EOC on the USN F/A-18E/F is planned by 4QCY26 while USAF C-3 integration on the B-1B is funded in FY26-28. In addition to procuring LRASM All Up Rounds, funds in this exhibit will be used for production tooling & equipment and addressing Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues through studies, bridge buys, life of type buys, supplier/parts replacement, to include electronic components used commercially and in short supply and qualification and reliability activities to preserve future production capabilities and capacities. This requirement supports performance of a full financial audit as required by Tittle 10 U.S.C. Charter 9A, Sec 240D. Funding for this exhibit is contained in PE 0207325F. The FY 2026 request for the Long-Range Anti-ship Missile (LRASM) includes $294,401 thousand of discretionary and $112,225 thousand of mandatory (reconciliation) for a total of $406,626 thousand. The mandatory funds will procure an additional 25 LRASMs in FY 2026. Justification
Justification — LRASM0
FY 2026 funding totals include $319.369M in base dollars to procure 93 missiles. FY 2025 funding (combined with the FY 2024 Advance Procurement amount $24.968 million supporting Lot 9) provides $379.067 million to procure 115 missiles. FY 2024, funding included $415.056M and procured 118 missiles at 3.517 cost per missile. Of the $415.056M, $115.92 million was Ukraine PDA replacement funds via reprogramming action. Note: Procurement quantities can change based on negotiated options/pricing bands and available funding, in accordance with Title 10, U.S. Code Section 3069 BUY-TO-BUDGET ACQUISITION.
