Description — E-11 BACN/HAG
Battlefield Airborne Communication Node (BACN) provides a Combatant Commander (CCDR) flexible, long-endurance, responsive airborne communications capability. BACN provides a dedicated airborne capability to conduct voice bridging/translation, Tactical Data Link (TDL) gateway, and TDL relay functions for beyond-line-of-sight (BLOS) data communications. Funding for this exhibit contained in PE 0207238F. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense mission, domestic emergency responses, and providing military support to civilian authorities.
Justification
Justification — E-11 BACN/HAG
BACN includes the payload, its host platforms, and associated ground systems. As mandates/ requirements emerge for new hardware and software capabilities that improve system performance, external time references, interoperability and open mission system technologies, BACN will host the integration of these and future emerging technologies, such as, but not limited to, Ka-Band Satellite Communications (SATCOM), Supplemental Type Certs (STC), and M-Code Military Global Positioning System (GPS). Funding supports program support costs including but not limited to, A&AS and assessments. The FY 2026 request was reduced by $0 for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative. Funding will be used to address Diminishing Manufacturing Sources (DMS) issues and long lead procurement. This may include modifications required for enhanced capability and improvements to system reliability and maintainability. Safety of flight considerations, including but not limited to, performance, aircraft structural integrity, availability, and continuity of service requirements for long range reference, local area reference, and landing/ terminal reference. Funding will also be used to procure a flight simulator to support aircrew currency, mission profile training, and reduce reliance on industry-provided platform training. BACN aircraft platforms need to meet standardized avionics baseline and the production of all Supplemental Type Certificates of the most up to date configurations of the fleet. This effort includes Military GPS, Advanced Position, Navigation, and Timing (PNT) systems, communication systems/capabilities and any additional mandates levied on the BACN system and platforms. Funding will also be used for fulfillment of requirements in support of alteration, conversion, and modernization of the BACN fleet. FY2026 funding will procure installation kits for both M-Code Military GPS and Multifunctional Information Distribution System Joint Tactical Radio System (MIDS JTRS) Block Upgrade 3 (BU3). M-Code will provide significantly enhanced resilience against jamming and interference, reducing risks and ensuring continued aircraft and data link operational capability. This transition is mandated to replace the vulnerable P/Y code with the more secure M-Code system. By enabling successful mission accomplishment even in contested electromagnetic environments, M-Code allows for the reliable distribution of critical data under jamming conditions. This effort encompasses software development, integration, and deployment across all seven BACN aircraft. Each aircraft requires two M-Code units - one in the cockpit and one within the payload. These units comprise an Embedded GPS Inertial Navigation (EGI), an Antenna Electronics Unit (AEU), and a Controlled Reception Pattern Antenna (CRPA). Six M-Code units will be utilized during the Research and Development phase—two for the Global Express, two for the Global 6000, and two for additional test articles. The procurement phase will ultimately acquire 20 additional M-Code units: two for each of the remaining five aircraft, plus ten spares, resulting in a total of 26 EGIs, 26 AEUs, and 16 CRPAs. MIDS JTRS BU3 is an ongoing effort to incorporate mandated Link 16 modernization that modifies the current BACN weapon system's payload and software with MIDS JTRS BU3 terminals. This effort is driven by mandates to ensure the BACN fleet is at the forefront of Link 16 advancements. The BU3 upgrade enhances data exchange speeds, improves network performance, and enables the handling of more complex tactical information, such as advanced targeting data and real-time situational awareness. The first batch of terminals have been submitted for upgrade and there are five batches remaining. Batch numbers are as follows (13, 10, 10, 10, 11, 7) for a total of 61 terminals. Decrease from FY 2025 to FY 2026 is due to procurement of one flight simulator in FY 2025, with no requirement for further quantities in FY26.
