Description — Comm Elect Mods
PE 0102412F Atmospheric Early Warning System (AEWS) of systems. Joint Surveillance System (JSS) and North Warning System (NWS) within the Atmospheric Early Warning System (AEWS) of systems, continue to age and require innovative solutions to be implemented to combat obsolescence. These solutions include Digital Array Row Transceivers (DARTs), DART cable mod kit, data register bypass cables, Radar Data Processor (RDP) (S7 and Second Edition), Frequency Synthesizer technical refresh, and Local Controller Control Unit (LCCU) technical refreshes. These efforts are necessary to reduce reliance to ensure operational availability and compliance with Authority To Operate (ATO) requirements by resolving obsolete components, mitigation of Diminishing Manufacturing Sources and Material Shortages (DMSMS) and subsequent system performance issues. Deployment of the Archer Remote Sensing System is underway and requires funding to move from prototype to production. Modernization efforts are necessary to mitigate risks associated with the use of Commercial Off The Shelf (COTS) components. A&AS personnel are also necessary to manage workload associated with the complexity of acquiring a program developed using rapid prototyping and fielding strategies. PE 0102325F Atmospheric Early Warning System (AEWS) of systems. PE 0305114F Air Traffic Control and Landing Systems (ATCALS) - Low Cost Modifications Fixed base and deployable ATCALS low cost modifications are initiated to resolve Diminishing Manufacturing Source (DMS) issues and minor system deficiencies/improvements identified through the ATCALS Weapon System Review-Executive Council (WSR-EC), policy TO 00-35D-54 Deficiency Reports, and Material Improvement initiatives. Supporting activities include, but are not limited to annual low cost modifications unforeseen sustainment activities, obsolescence scans, Diminishing Manufacturing Sources/Material Shortage studies/resolution, Technical Support Services (TSS) which includes Engineering Support, Site Specific Issue Resolution, Trouble Reports, Investigation Requests, and the Product Support Library. The return on investment for these low-cost modifications will be realized immediately through decreased unscheduled depot and field level maintenance, and enhanced performance and operational safety. The operational availability of terminal navigational aids, national airspace systems, and precision approach and landing systems are at risk if low-dollar modifications are not provided to reverse unfavorable operational availability metrics. The FY 2026 request was reduced by $0.007 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative. PE 030514F ATCALS - Air Traffic Navigation, Integration and Coordination System (ATNAVICS) ATNAVICS provides mobile, terminal area, air traffic control radar surveillance and communications during adverse weather and night conditions. The legacy (1970's-era) systems have has reached end-of-life and will be completely decommissioned by 2028. ATNAVICS will provide a limited material solution with two refurbished Army ATNAVICS systems until the 2035 timeframe when replacement by the Multi-function Tactical Radar System (MTRS), which is in development, is planned to reach FOC. During that timeframe ATNAVICS will require mitigation of obsolescence and diminishing manufacturing source issues. PE 0305137F National Airspace System (NAS) - Low-Cost Modifications NAS is a former ACAT IC Joint FAA and DoD program which transitioned from Production to the Operations and Support (O&S) phase in 2017. Since then, NAS has been responsible for the overall sustaining, maintaining, and modification efforts of NAS systems. NAS low-cost modifications are initiated to resolve DMS issues and system deficiencies/improvements identified through the Weapon System Review-Executive Council (WSR-EC), policy TO 00-35D-54 Deficiency Reports, and Material Improvement initiatives. Supporting activities include but are not limited to annual low-cost modifications for unforeseen sustainment activities, obsolescence scans, DMS/Material Shortage studies/resolution, Technical Support Services (TSS) which includes Engineering Support, Site Specific Issue Resolution, Trouble Reports, Investigation Requests, and the Product Support Library. PE 0305137F National Airspace System (NAS) Reliability and Maintainability Modifications The NAS program is a former ACAT IC Joint DoD/FAA program which entered the operations and support phase in 2017. The FAA is the overall lead for the NAS program and the Air Force is the lead for the DoD. Full rate production deliveries began in 2005 and completed in 2018. Program focus is now on mitigation of Diminishing Manufacturing Sources, Obsolescence issues, and implementation of system upgrades required to maintain standard configuration across the DoD and FAA. This allows the DoD to maintain a common baseline with the FAA and save support costs for a separate DoD baseline. NAS systems include the Digital Airport Surveillance Radar (DASR) and the DoD Advanced Automation System (DAAS) also known as the Standard Terminal Automation Replacement System (STARS). The FY 2026 request was reduced by $0.130 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative. Funding for this exhibit contained in PE 0102417F Over the Horizon (OTHR) Backscatter Radar. Efforts supported are focused on procuring hardware associated with satisfying NORAD/NORTHCOM, USINDOPACOM and Joint Emerging/Urgent Operational Needs as required. In FY26 TACMOR efforts funded in this Program Element will include but are not limited to: A complete Over-the-Horizon Radar (OTHR) system composed of a Transmit site consisting of a Highband and Lowband High Frequency [HF] Curtain Phased Array Skywave system generating and transmitting complex waveforms at high power. A Receive Site consisting of 256 digital receivers in a digital TWERP configuration to receive the reflected energy from the Transmit site. Multiple vertical and oblique sounder systems to measure the Ionosphere to determine optimum performance parameters for the OHTR system. In addition, the program is acquiring and installing support infrastructure that consist of fencing and other hardware associated with site security requirements.

PE 0102412F Joint Surveillance System (JSS), North Warning System (NWS) and Archer within the Atmospheric Early Warning System (AEWS) of systems. - FY 2026 will fund technical refresh efforts and procurement of components needed for these systems to maintain required Operational Availability (Ao) and meet lifecycle requirements. PE 0102325F Joint Surveillance System (JSS) and North Warning System (NWS) within the Atmospheric Early Warning System (AEWS) of systems - FY 2026 will fund technical refresh efforts and procurement of components needed for these systems to maintain required Operational Availability (Ao) and meet lifecycle requirements. PE 0305114F Air Traffic Control and Landing Systems (ATCALS) - Low Cost Modifications - FY 2026 funds continue ATCALS low cost modifications, to include installation and program support, as prioritized by the program office and the Weapon System Review Executive Committee (WSR-EC). PE 0305114F ATCALS - ATNAVICS - FY26 funds procure obsolescence and diminishing manufacturing source kits for two systems. Funding includes installation and program support. PE 0305137F National Airspace System (NAS) FY 2026 funds: - Continue low cost modifications, to include installation and program support, as prioritized by the program office and the WSR-EC. - Continue life cycle replacement of obsolete components and mitigation of diminishing manufacturing sources for the Digital Airport Surveillance Radar (DASR), Standard Terminal Automation Replacement System (STARS), and integration of Automatic Protocol Exchange (APEX) kits to allow interoperability with host nation automation systems. Funding includes hardware, program support costs, and installation when required - reference the P-3a exhibit for details. In accordance with Section 1815 of the FY2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
