Description — Minimum Essential Emergency Comm N
The Minimum Essential Emergency Communications Network (MEECN) portfolio modernizes the systems necessary to effectively provide assured communications connectivity between the President and the strategic deterrence forces in stressed environments. Global Aircrew Strategic Network Terminal (Global ASNT) replaces antiquated, unsustainable strategic communications equipment at bomber, tanker and reconnaissance Wing Command Posts (WCPs) and for Mobile Support Teams (MSTs). Global ASNT is a ground-based system that provides survivable, secure communication paths to receive Emergency Action Messages (EAMs), Force Management messages, and Force Direction messages and disseminates them to bomber, tanker, and reconnaissance aircrews. Global ASNT Increment 1 is being fielded in separate capability increments. All terminals are expected to be installed by 3QTR FY25. Global ASNT Increment 1 fields required Extremely High Frequency/Advanced Extremely High Frequency (EHF/AEHF) capabilities and replaces antiquated, unsustainable strategic mobile and fixed-site Single Channel Anti-jam Man-Portable (SCAMP) terminals and Secure, Mobile, Anti-Jam, Reliable, Tactical - Terminal (SMART-T) equipment. The first year of Increment 1 procurement funding supported pre-production activities. The majority of pre-production support activities were conducted in advance of the Milestone C decision. Global ASNT Increment 2 will field an Aircrew Alerting System (AAS) consisting of personal and general alerting equipment, and High Frequency (HF) and Ultra High Frequency (UHF) capabilities. Increment 2 replaces antiquated, unsustainable Electromagnetic Pulse Hardened Dispersal Communication (EHDC) systems and Aircrew Alerting Communications Electromagnetic Pulse (AACE) systems. Global ASNT Increment 1 funds support production activities including preparation and planning for depot standup, engineering activities, schedule preparation and planning, production configuration control, production roadmap activities, site installations, and Interim Contractor Support (ICS). FY26 funds will support ICS, and Program Office activities including planning for depot standup, engineering activities, schedule preparation and planning, and production configuration and control. FY2026 funds may also be used to support initial Security Classification Guide (SCG) implementation activities This program has overarching diminishing manufacturing sources (DMS) requirements and as such may need to use procurement funding to address these requirements, such as qualifying a second source for the Microwave Power Modules. Global ASNT Increment 2 will field an Aircrew Alerting System (AAS) consisting of personal and general alerting equipment, and High Frequency (HF) and Ultra High Frequency (UHF) capabilities. Increment 2 replaces antiquated, unsustainable Electromagnetic Pulse Hardened Dispersal Communication (EHDC) systems and Aircrew Alerting Communications Electromagnetic Pulse (AACE) systems. Global ASNT Increment 2 funds support production and deployment requirements including procurement, installation, and check-out of 20 non-High-Altitude Electromagnetic Pulse (HEMP) systems, 70 HEMP-hardened systems, and 20 HEMP Mod Kits to retrofit the non-HEMP systems; also included are hosting operator and maintainer training courses, site surveys in advance of installations, initial spares, ICS, CLS, Program Office support, Government test support, and Other Government Costs (OGC). FY2026 funds will support installation and checkout of non-HEMP systems and procurement of HEMP systems; funds will also support change orders, hosting operator and maintainer training courses, site surveys in advance of installations, initial spares, ICS, DMS hardware replacements, system modifications, Program Office Support, Government Test Support, and OGC.
