Description

Description Strategic Mission Planning & Execution System

This budget line funds Strategic Mission Planning and Execution System (SMPES) Program Element (PE). Legacy PEs 0101324F Integrated Strategic Planning & Analysis Network (ISPAN) and 0301112F Nuclear Planning & Execution System (NPES) / National Leadership Command Capability (NLCC) Decision Support Service (DSS) have been consolidated into one SMPES PE 0304100F. SMPES is an integrated enterprise solution software system providing the U.S. Air Force (USAF) and U.S. strategic nuclear forces' principal nuclear planning and analysis tools; including tools for consequence analysis and deliberate, adaptive, and crisis action planning for strategic deterrence. SMPES consolidates the following six independently managed programs into one system: 1) Mission Planning and Analysis System (MPAS); 2) Global Adaptive Planning Collaborative Information Environment (GAP-CIE); 3) NLCC DSS - Nuclear Command and Control (NC2) conference module component; 4) NPES Recapitalization (NPES Recap); 5) Force Status Readiness (FSR); and 6) Force Survivability Analysis and Management (FSAM). SMPES includes automated data processing equipment (ADPE); multiple networks; software, training, and associated deployable and distributed data processing nodes; a test/development environment; and subsidiary systems. NPES Recap develops software to facilitate NC2 adaptive planning and execution at fixed and mobile sites in real time. NPES Recap provides communication interfaces with software development, data management, software re-engineering, and operations to include requirements validation and training. GAP-CIE is a web-based, collaborative, joint operation planning (JOP) application that enables combatant commanders and strategic leaders to rapidly coordinate on course of action development. The GAP-CIE planning environment provides deliberative planning, crisis action planning, decision support tools, and the Global Situational Awareness Tool (GSAT), supporting combatant commanders' visual of geospatial, temporal, and relational planning data. SMPES will use a four-year life-cycle replacement plan for Cyber Investments to procure required Commercial Off-The-Shelf (COTS) hardware (e.g. servers, storage devices, workstations, peripherals and other network components) for installation at all fixed/distributed nodes. Justification

Justification Strategic Mission Planning & Execution System

FY2026 funds will procure hardware, software, and Program Management Administration (PMA) support for Strategic Mission Planning and Execution System (SMPES). PRISM procurement includes an analytical model of air and missile warfare used for scenarios ranging from few on few to many to many. Performs conventional simulations. Global Adaptive Planning Collaborative Information Environment (GAP-CIE) procurement includes a production system on Secure Internet Protocol Router (SIPR) network, Joint Worldwide Intelligence Communications System (JWICS), and at an alternate location.
