Description

Description Theater Air Control Sys Improvemen

The AN/TSY-7 Control and Reporting Center (CRC) is a mobile, ground-based battle management command and control (BMC2) theater air control system (TACS). It is a modular, transportable, and persistent tactical level weapon system which provides direct command and control to air assets in an assigned Area of Responsibility (AOR) and reports back to the Joint Force Air Component Commander (JFACC). The CRC is composed of the following subsystems: AN/TYQ-23A(V)1 Tactical Air Operations Module (TAOM), the AN/TSC-250 communication Data Link System (CDLS), the AN/TRC-213/214 Remote Radio Secure Voice System (RRSVS), the AN/TPS-75 organic sensor, and associated mission support equipment. The CRC Capability Roadmap provides for the modernization of the CRC subsystems and will be programmed into phased updates through 2037 to further advance current and future battlespace awareness and tactical battle management command and control capabilities. In FY 2026, the CRC will continue to align and integrate the Department of the Air Force (DAF) Battle Network efforts to modernize and standardize deployable data flows, provide technology agnostic reach-back communications, and incorporate modern Advanced Battle Management System (ABMS) standards and components. These efforts include the production of the RRSVS Major Release 2 (MR2) which was previously referred to as block upgrade, the procurement and integration of Deployable Digital Infrastructure (DDI) and Remote Digital Infrastructure (RDI), and the procurement and integration of MILSATCOM and Proliferated Low Earth Orbit Commercial Satellite Communication (PLEO SATCOM) systems. FY 2026 request was reduced by $0.043 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, implementing the President's Department of Government Efficiency Cost Efficiency Initiatives. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. Funding for this exhibit contained in PE 0207412F. This requirement (or modification) supports performance of a full financial audit as required by title 10 U.S.C. Chapter 9A, Sec 240-D.

The FY 2026 funding decrease is due to the planned procurement profile of the Remote Radio Secure Voice System (RRSVS) modernization effort. The majority of this procurement occurred in FY 2025. This investment supports the future Joint Force digital infrastructure by eliminating legacy system obsolescence, incorporating Advanced Battle Management System (ABMS) standards and components, and meeting other critical operational mandates.
