Description — Runway Snow Remov And Cleaning Equ
This program procures snow removal vehicles and commercial sweepers used on all airfield surfaces to remove snow and help prevent foreign object damage (FOD) to aircraft engines and tires. Snow removal equipment includes front mounted brooms, multi-purpose blowers, and plows. These vehicles provide critical mission support to airfield operations because fighter aircraft cannot land or take off with ice on the runway. Multi-purpose vacuum sweepers maintain airfields, roads, and grounds. Vacuum sweepers provide equally important support at all air bases due to the high cost of FOD and the potential for loss in FOD-related engine accidents. These assets are critical to the Air Force mission. They are the primary equipment used for snow, ice, and debris removal from runways and taxiways year-round. The vital functions of these vehicles prevent the closing of airfields due to debris and/or snow and ice buildup. Justification — Runway Snow Remov And Cleaning Equ
- BASIS FOR FY 2026 BUDGET REQUEST: FFY2026 procurement dollars in the amount of 11.045M will procure, but not be limited to, 20 vehicles in support of installation and unit mission requirements for Air Force personnel. Quantities are based on current requirements provided by the 441 Vehicle Support Chain Operations Squadron (VSCOS) IAW the process outlined in AFI 24-302, Vehicle Management. The requirements are generated from the priority buy model that is used to support the Planning, Programming, Budgeting and Execution (PPBE) process. The model calculates vehicle requirements by fund year by BPAC using end of life projections based on depreciation and service life of the vehicle, cumulative sustainment cost and mission priority. Quantities reflected on the PDOCs show current requirements for each year supporting Active Duty, Air Force Reserve Center (AFRC), Air National Guard (ANG), Rapid Airfield Damage Repair (RADR), Regional Base Cluster Prepositioning Kits (RBCP) for PACOM, and other initiatives as they arise. As the model applies the life expectancy/sustainment cost/mission priority logic in generating requirements, there can be gaps in individual vehicle type (NSN) requirements from year-to-year. Unit Cost is subject to change from year-to-year based on buy quantities, CONUS/OCONUS locations, inflation and additional requirements (options required by users). Examples of options include, but are not limited to, specialized trailer towing packages, export (non-Ultra Low Sulfur Diesel) engines, and mission specific specialized attachments for construction vehicles. Unit cost is also subject to change based on fluctuations in contract pricing. FY26 request was reduced by .010M for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, implementing the President's Department of Government Efficiency Cost Efficiency Initiatives. Increase/Decrease narrative: Recent quotes for snow removal equipment indicate unit cost increases compared to previous years. For instance, the cost of a Front Rotary Sweeper increased from 95,555.56 in FY23 to 107,022.80 in FY25, reflecting a 12.00% rise. Similarly, one of the Air Force's largest snow removal assets (MLTPU 3000) rose from 650,000.00 in FY23 to 742,886.10 in FY25, marking a 14.29% increase. The 45K Reversible Snow Plow also saw a rise, from 586,884.00 in FY23 to 658,036.68 in FY25, resulting in a 12.12% increase. This pattern continues to be the case with a 27% rise in Snowplow Vehicles from FY25 to FY26. Contributing factors are not unlike other similar efforts within the Vehicle portfolio with economy and supply chain issues being the most common drivers. Snow removal equipment, although commercial-off-the-shelf, is also considered specialized equipment, with limited vendor sources/competition also contributing to higher unit costs.
