Description — Materials Handling Vehicles
This program includes various material handling vehicles with an individual item procurement value of less than 5M. These vehicles consist of Forklifts, Container Handlers, Baggage Conveyors, Warehouse Tugs and Warehouse Cranes critical to Depot and Base Supply Operations. Locomotive procurement is accomplished on an as needed basis to assist in DoD's mission to replace the ones nearing end of service and to modernize the aging railroad infrastructure. FIAR Compliance Statement: - This requirement (or modification) supports performance of a full financial audit as required by title 10 U.S.C. Justification
Justification — Materials Handling Vehicles
- BASIS FOR FY 2026 BUDGET REQUEST: FY2026 procurement dollars in the amount of 18.552M will procure, but not be limited to, 140 vehicles in support of installation and unit mission requirements for Air Force personnel. Quantities are based on current requirements provided by the 441 Vehicle Support Chain Operations Squadron (VSCOS) IAW the process outlined in AFI 24-302, Vehicle Management. The requirements are generated from the priority buy model that is used to support the Planning, Programming, Budgeting and Execution (PPBE) process. The model calculates vehicle requirements by fund year by BPAC using end of life projections based on depreciation and service life of the vehicle, cumulative sustainment cost and mission priority. Quantities reflected show current requirements for each year supporting Active Duty, Air Force Reserve Center (AFRC), Air National Guard (ANG), Rapid Airfield Damage Repair (RADR), Regional Base Cluster Prepositioning Kits (RBCP) for PACOM, and other initiatives as they arise. As the model applies the life expectancy/sustainment cost/mission priority logic in generating requirements, there can be gaps in individual vehicle type (NSN) requirements from year-to-year. Unit Cost is subject to change from year-to-year based on buy quantities, CONUS/OCONUS locations, inflation and additional requirements (options required by users). Examples of options include, but are not limited to, specialized trailer towing packages, export (non-Ultra Low Sulfur Diesel) engines, and mission specific specialized attachments for construction vehicles. Unit cost is also subject to change based on fluctuations in contract pricing. Subcategories regrouped to provide more accurate average costs. Increase/Decrease narrative: Unit cost increases can be attributed to a significant decline of technically acceptable quotes from some vendors. As an example, the Air Force solicited offers for a 10K All-Terrain Forklift. Several offers from industry did not meet minimum requirements including safety, visibility, and air transportability. Even these insufficient offerings contained unit cost increases starting at 17%. The unit cost increase for the lowest technically acceptable quote was 190%. The 10K All-Terrain Forklift is not unique in this regard, other vehicles experiencing unit cost increases include the 25K Halverson (29% increase) and 15K Forklift (23% increase) due to higher manufacturing, delivery and supply chain costs. Due to new GSA Blanket Purchase Agreements, higher unit costs are projected for the following vehicles: - 13K Forklift - 27% increase - 4K WHSE Tug - 23% increase Vehicles purchased through DLA contracts have also seen price increases averaging 10% due to inflation, far above forecast inflation projections of 3-5%.
