Description — Special Purpose Vehicles
The Special Purpose Vehicles group consists of various vehicles for flightline, maintenance, and facility operations used for a variety of purposes. Examples of these vehicles include the IW 40 tractor, an assortment of wreckers and refuse trucks, potable and non-potable water distribution trucks, refueling vehicles, deicers, staircase trucks, lavatory service trucks, high reach maintenance trucks, glycol recovery vehicles, disabled patient vehicles, high lift trucks, specialized trailers, fuel trailers, digger derrick trucks, liquid/nitrogen trucks/trailers and tow tractors. Tow tractors are used to tow aircraft, munition trailers, and ground support equipment. The IW 40 tractor is a small farm tractor used primarily to pull a mower and for other light tasks; the wreckers are used to move disabled vehicles, haul vehicles or to deploy a heavy-duty winch. The refuse trucks in this group include one which tilts and dumps a payload and one which compacts refuse prior to discharge. Aircraft refueling vehicles refuel and defuel all military aircraft. Potable water distribution trucks provide drinking water to personnel; non-potable water distribution trucks are used primarily to wet down and control dust at construction sites. Justification
Justification — Special Purpose Vehicles
- BASIS FOR FY 2026 BUDGET REQUEST: FY2026 procurement dollars in the amount of 68.242M will procure, but not be limited to, 268 vehicles in support of installation and unit mission requirements for Air Force personnel. Quantities are based on current requirements provided by the 441 Vehicle Support Chain Operations Squadron (VSCOS) IAW the process outlined in AFI 24-302, Vehicle Management. The requirements are generated from the priority buy model that is used to support the Planning, Programming, Budgeting and Execution (PPBE) process. The model calculates vehicle requirements by fund year by BPAC using end of life projections based on depreciation and service life of the vehicle, cumulative sustainment cost and mission priority. Quantities reflected show current requirements for each year supporting Active Duty, Air Force Reserve Center (AFRC), Air National Guard (ANG), Rapid Airfield Damage Repair (RADR), Regional Base Cluster Prepositioning Kits (RBCP) for PACOM, and other initiatives as they arise. As the model applies the life expectancy/sustainment cost/mission priority logic in generating requirements, there can be gaps in individual vehicle type (NSN) requirements from year-to-year. Unit Cost is subject to change from year-to-year based on buy quantities, CONUS/OCONUS locations, inflation and additional requirements (options required by users). Examples of options include, but are not limited to, specialized trailer towing packages, export (non-Ultra Low Sulfur Diesel) engines, and mission specific specialized attachments for construction vehicles. Unit cost is also subject to change based on fluctuations in contract pricing. Subcategories regrouped to provide more accurate average costs. FY26 request was reduced by .003M for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, implementing the President's Department of Government Efficiency Cost Efficiency Initiatives. Increase/Decrease narrative: Staircase Trucks (10%) and Wrecker Trucks (10%) reflect a unit cost increase greater than 6%. Price increases can be attributed to parts shortages, inflation, a worldwide chip shortage and rising transportation/delivery costs associated with increased fuel prices. In addition, higher demand due to a shortage of vehicles from stagnant production during the pandemic also played a key role in unit cost increases and quotes coming back higher than forecasted.
