Description — Shipboard Tactical Comms
Funding provides for the procurement and installation of Integrated Waveform (IW) and Mobile User Objective System (MUOS) Digital Modular Radio (DMR) systems and IW and MUOS upgrade kits. DMR Upgrade kits are the components required to enhance formerly fielded systems with the IW and MUOS capability. DMR is a four-channel software defined radio that provides 18 satellite communications and Line of Sight (LOS) waveforms across the High Frequency (HF), Very High Frequency (VHF) and Ultra High Frequency (UHF) spectrum. DMR systems and DMR Upgrades Kits provide primary command and control communications capabilities to surface, submarine, and shore facilities. This variant of the DMR, including upgrade kits, provides hardware to support the IW/MUOS capability, which is the replacement to the end-of-life UHF Follow-On satellite (UFO) constellation. This system is formally specified by both Fleet Commanders as a threshold capability for global maritime command, control, and communications in a Distributed Maritime Environment to execute current warfighting plans and is required for National Command and Control capability. The aging Legacy UHF SATCOM constellation should not be counted on for continued voice and data, past the currently projected end-of-life dates. Furthermore, the NSA has directed all HAIPE platforms to upgrade to the Advanced Cryptographic Capability to address advancing Cyber threats. Funding will also be used for NSA-mandated cryptographic modernization requirement for MUOS waveform 3.2. DMR is funded to field DMR enhancements for Dynamic Local Scanning (DLS) and Single Channel Ground and Airborne Radio System (SINCGARS) upgrade capabilities (DMR eDSu). DMR eDSu supports NSA-mandated cryptographic modernizations in order to keep pace with rapidly evolving cyber security threats and meet emerging operational demands. These technical insertions include DMR v6.5.6, which delivers an NSA-mandated Single Channel Ground and Airborne Radio System (SINCGARS) 3.1 software upgrade to the DMR systems with a hardware component to support the fleet with Dynamic Local Scanning (DLS) capabilities. DLS is a feature for MUOS transmit, which scans the local spectrum and prevents signal interference during MUOS transmissions and is required per MIL-STD 188/187A. SINCGARS provides VHF-FM low band anti-jam frequency hopping communications ISO joint USMC-USN operations.

Justification — Shipboard Tactical Comms
The FY 2026 request was reduced by $0.870 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.620 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." FY2026 funding provides for: - Procurement of six (6) DMR IW & MUOS Afloat radios with thirty-six (36) pieces of ancillary equipment for installation in FY 2028. - Installation of five (5) DMR IW & MUOS Afloat Radios. These units were procured in FY 2024 for installation in FY 2026. - Procurement of one (1) DMR IW & MUOS Upgrade Kit with ten (10) pieces of ancillary equipment, for installation in FY 2028. - Installation of one (1) DMR IW and MUOS Upgrade Kit. These units were procured in FY 2024 for installation in FY 2026. - Procurement of six(6) DMR enhancements for Dynamic Local Scanning (DLS) and Single Channel Ground and Airborne Radio System (SINCGARS) upgrade (DMR eDSu), for installation in FY27.
