Two official figures, one label— reconciled below
Fiscal Receipts uses P-1/R-1 workbook total obligation authority (TOA) as the headline figure sitewide. The workbook TOA includes budget rows that the R-2/P-40 J-book program line excludes — advance procurement in an ordinary year, and in FY2026 the one-time reconciliation appropriation as well. Each row below names the one it is. How the two bases relate →
FY26 Request · $2.60B TOA − $0 J-book line (a zero-dollar XML line) = 2.60B (2,600.0 − 0.0 = 2,600.0) — $2.60B of one-time FY2026 reconciliation money accounts for this gap — not advance procurement
Figures in the sentence are rounded for reading; the parenthesised arithmetic is the same subtraction in USD millions, at the precision where it closes.

Description
Description — Shipboard Tactical Comms
Funding provides for the procurement and installation of Integrated Waveform (IW) and Mobile User Objective System (MUOS) Digital Modular Radio (DMR) systems and IW and MUOS upgrade kits. DMR Upgrade kits are the components required to enhance formerly fielded systems with the IW and MUOS capability. DMR is a four-channel software defined radio that provides 18 satellite communications and Line of Sight (LOS) waveforms across the High Frequency (HF), Very High Frequency (VHF) and Ultra High Frequency (UHF) spectrum. DMR systems and DMR Upgrades Kits provide primary command and control communications capabilities to surface, submarine, and shore facilities. This variant of the DMR, including upgrade kits, provides hardware to support the IW/MUOS capability, which is the replacement to the end-of-life UHF Follow-On satellite (UFO) constellation. This system is formally specified by both Fleet Commanders as a threshold capability for global maritime command, control, and communications in a Distributed Maritime Environment to execute current warfighting plans and is required for National Command and Control capability. The aging Legacy UHF SATCOM constellation should not be counted on for continued voice and data, past the currently projected end-of-life dates. Furthermore, the NSA has directed all HAIPE platforms to upgrade to the Advanced Cryptographic Capability to address advancing Cyber threats. Funding will also be used for NSA-mandated cryptographic modernization requirement for MUOS waveform 3.2. DMR is funded to field DMR enhancements for Dynamic Local Scanning (DLS) and Single Channel Ground and Airborne Radio System (SINCGARS) upgrade capabilities (DMR eDSu). DMR eDSu supports NSA-mandated cryptographic modernizations in order to keep pace with rapidly evolving cyber security threats and meet emerging operational demands. These technical insertions include DMR v6.5.6, which delivers an NSA-mandated Single Channel Ground and Airborne Radio System (SINCGARS) 3.1 software upgrade to the DMR systems with a hardware component to support the fleet with Dynamic Local Scanning (DLS) capabilities. DLS is a feature for MUOS transmit, which scans the local spectrum and prevents signal interference during MUOS transmissions and is required per MIL-STD 188/187A. SINCGARS provides VHF-FM low band anti-jam frequency hopping communications ISO joint USMC-USN operations.
Description — LPD Flight II
For the LPD Flight II Program, the Department requests a total of $2,600,000 thousand and a total quantity of one. This request includes $0 thousand of discretionary funding and $2,600,000 thousand and quantity of 1 of mandatory funding for a total FY 2026 request of $2,600,000 thousand and a quantity of 1. The mandatory funds support the contract award of one FY 2026 ship, LPD 34 ($2,129,963 thousand), incremental funding for the FY 2025 ship, LPD 33 ($195,037 thousand), and Advance Procurement for the future LPD 35 ($275,000 thousand). Further information for this reconciliation request will be provided in Section 20002 (Shipbuilding) of the Reconciliation Exhibit. The LPD 17 Flight II is expected to functionally replace LSD-41 Class ships and LSD-49 Class ships for embark, transport, control, insert, sustainment, and extract of Marine Air-Ground Task Force elements and supporting forces by helicopters, landing craft, and amphibious vehicles. Per signed Acquisition Decision Memorandum, LPD 17 Flight II will meet the Capabilities Development Document for LX(R) and shall subsume all previous LX(R) efforts. Name change endorsed in JROCM 093-21, from "Amphibious Ship Replacement LX(R)" to "LPD 17 San Antonio Class Amphibious Transport Dock FLT II." LPD 30 is the first ship of LPD 17 Flight II. The Navy has awarded a Multi-Ship Procurement (MSP) contract in September 2024 for 3 ships (LPD 33, 34, and 35). In total, the 4-ship agreement was awarded simultaneously for LHA 10 and LPD 33-35 and included Advanced Procurement (AP) to acquire Long Lead Time Material (LLTM) and full funding.

What it is
- LPD Flight II is a U.S. Navy program that funds construction of amphibious transport dock ships, a class of vessel used to carry Marines, their equipment, and landing craft for amphibious operations.
- The program is categorized as shipbuilding and is funded through the Shipbuilding and Conversion, Navy account.
Why it matters
- In fiscal year 2024, the program recorded actual spending of $500,000 thousand (about $500 million).
- For fiscal year 2026, the program's requested total rises to $2,600,000 thousand (about $2.6 billion), more than five times the 2024 actual level — a substantial increase reflecting the high cost of building large amphibious ships.
