Description — Undersea Warfare Support Equipment
NOTE: Effective FY 2026, all funding and programs within OPN Budget Line Item (BLI) 2176 moved into OPN BLI 2136 in support of the Program Element (PE)/BLI consolidation initiative prescribed within the 'DoD Implementation Plan from the Commission on Planning, Programming, Budgeting and Execution (PPBE) Reform Final Report', to facilitate the effort to rapidly increase Navy Lethality in the Submarine and Surface Fleet. This Budget Line Item (BLI) consists of three separate and distinct programs, the OPNAV N98 sponsored Aircraft Carrier Tactical Support Center (CV-TSC) program, the OPNAV N96 sponsored Sonar Dome Rubber Windows (SDRW) program, and the OPNAV N2N6 sponsored Undersea Warfare Decision Support System (USW-DSS) program. Program Descriptions: AIRCRAFT CARRIER TACTICAL SUPPORT CENTER (CV-TSC) (Cost Code VM301): The AN/SQQ-34 Aircraft Carrier Tactical Support Center (CV-TSC) program delivers Anti-Submarine Warfare (ASW) and Surface Warfare (SUW) combat capability to the Aircraft Carrier supporting Aircraft Carrier, Nuclear power (CVN) Tactical Action Office (TAO) and embarked Carrier Strike Group (CSG) Sea Combat Commander. The program provides validation and certification of Engineering Changes (ECs) fielded on CVNs and provides hardware/software changes/upgrades to previously fielded and in-production CV-TSC systems required to correct deficiencies identified through Fleet use, upgrade unreliable/unsupportable components, replace obsolete components, and resolve Information Assurance (IA) issues. The program maintains interoperability with current and future interfaces to stay within the current performance envelope, supports mission data exchange, improves ASW/SUW track/sensor processing and analysis techniques, improves mission planning, improves data recording, reconstruction, and distribution, improves embedded simulation and training capabilities and implements cyber-security measures to effectively employ overall CVN Self Ship Defense System (SSDS) capabilities. CV-TSC integrates sensor data from organic Aircraft (MH-60R), organic platform sensors and tracks via Ship Self Defense System Product Line Architecture (PLA) and non-PLA, Link-16 track data, Global Command and Control System (GCCS) Over-the-Horizon track data, and Environmental and Threat Databases to assess the threat and assist the Tactical Action Officer and Carrier Strike Group to effectively employ overall CVN self-defense capabilities. CV-TSC generates real-time ASW/SUW information and recommendations, tactical planning and employment of ASW/SUW assets, ASW/SUW sensor data processing and analysis, and distribution of tactically significant data. Aircraft supported include: MH-60R/S Seahawk, P-8 Poseidon, MQ-4C Triton, and future ASW/SUW non-organic supporting platforms. SONAR DOME RUBBER WINDOWS (SDRWs) (Cost Code VM401): AN/SQS-53 Sonar Dome Rubber Windows (SDRWs) are installed on all CG47 and DDG51 class ships (Initial Capabilities Document (ICD) for ASW, AN/SQQ-89(V) Operational Requirements Document (ORD) (#667-76-05 dated August 2005). This program provides emergency replacement, wire-reinforced, pressurized rubber acoustic windows and attachment hardware, which experience failure due to corrosion, fatigue, and impact damage. Ships with a severely damaged SDRW need to be dry-docked, so continually monitoring status of SDRWs and maintaining a ready inventory of replacement assets is a priority in order to keep ships on mission. The SDRW significantly improves the surface ship sonar performance by reducing flow-induced self-noise and by providing increased source level receiving and sensitivity resulting from reduced attenuation. This program provides production engineering in support of technical evaluations, failure analysis, implementation of the in-water one-side backscatter X-ray program, Government Furnished Equipment (GFE) refurbishments of production systems and field service engineering; and completion of engineering design work and material tests. This program also provides drawings, configuration management information, incorporation of new design and fabrication technology, incorporation of lessons learned and required testing, and constructs sub-elements to confirm single-stage cure of the SDRW production process. UNDERSEA WARFARE DECISION SUPPORT SYSTEM (USW-DSS) (Cost Code VM601): USW-DSS is the Navy Program of Record ASW Command and Control (C2) Net-Centric system supporting the warfighter. USW-DSS provides an integrated, near-real time, net-centric ASW Common Tactical Picture (CTP) and Common Operational Picture (COP) for the Carrier Strike Groups (CSGs). USW-DSS is a C2 capability identified in the ASW Initial Capabilities Document (ICD), for the Sea Combat Commander (SCC) and Theater USW Commander (TUSWC). USW-DSS enables effective planning and execution of Undersea Warfare (USW) operations, optimizes placement of sensors for exploitation of the environment, manages available resources, balances operations versus risk, and provides a clear vulnerability assessment of the operational environment. USW-DSS shortens C2 decision processes for detection-to-engagement across multiple platforms, including those with low bandwidth communications or intermittent connectivity. Tactical data such as tracks, environmental, and sensor processing data is ingested into USW-DSS through platform specific interfaces such as the AN/SQQ-89(V) Surface Ship ASW Combat System, the Global Command and Control System - Maritime (GCCS-M), and Aircraft Carrier Tactical Support Center (CV-TSC). USW-DSS processes this and other tactical data and supports intelligent dissemination of the data to unit level and theater level platforms in support of an enhanced USW tactical picture. USW-DSS provides USW Commanders with an expanded, net-centric USW collaborative capability across CSG platforms (CVNs, CGs, DDGs) as well as supporting shore nodes to include: Theater Undersea Warfare Command Headquarters (TUSWCHQ), the Naval Oceanographic Processing Facility (NOPF), and Tactical Operations Center (TOC) and Mobile Tactical Operations Center (M-TOC). On afloat platforms, USW-DSS processing software is virtualized for portability and is hosted on the Integrated Shipboard Network System (ISNS) and Consolidated Afloat Networks and Enterprise Services (CANES) systems and implements a Service-Oriented Architecture (SOA) with display generation and operator interfaces provided via USW-DSS hardware. For support and ashore nodes, USW-DSS processing software is hosted on Commercial Off The Shelf (COTS) hardware. USW-DSS capability improvements are phased to deliver timely and cost-effective software improvements to the warfighter via the Build / Fleet Capability Release (FCR) process funded under the USW-DSS RDT&EN Program Element (PE) 0604518N Project 3094 development program, for transition and fielding via the USW-DSS OPN BLI 2176 program. USW-DSS procurements are installed on CSG platforms and supporting shore nodes via permanent Ship Alterations (SHIPALTs). Workstation procurements are required to support ISNS and CANES configured ships as well as shore nodes. See the following for a description of all P-40a cost items that comprise this budget: [P40A / CV-TSC Technology Insert/Refresh & ECP Implementation]: Item Number 1.1 - Consists of Engineering Change Proposals (ECPs) and hardware/software changes/upgrades to previously fielded and in-production CV-TSC AN/SQQ-34 systems. Funding used to implement ECPs to correct deficiencies identified through Fleet use; upgrade unreliable components; replace obsolete components; and address Information Assurance (IA) issues. [P40A / SDRW Procurement]: Item Number 2.1 - Procure SDRWs, shipping fixtures, and fairing angles for emergency replacement on all CG47 and DDG51 class hulls. This line provides emergency replacement, wire-reinforced, pressurized rubber acoustic windows and attachment hardware, which experience failure due to corrosion, fatigue, and impact damage. [P40A / SDRW Production Support]: Item Number 2.2 - Funding is provided for production engineering in support of technical evaluations, failure analysis, implementation of the in-water one-side backscatter X-ray program, Government Furnished Equipment (GFE) refurbishments, and field service engineering; and complete engineering design work and material tests. This program also provides drawings, configuration management information, new design and fabrication technology, incorporation of lessons learned and required testing, and construct sub-elements to confirm single-stage cure. [P40A / USW-DSS Shore Sites and Tactical Trainers]: Item Number 3.1 - Reflects the procurement of USW-DSS Build 2 technical training environments and Build 3 shore systems to include theater, maritime operations centers, tactical operations centers, and training centers, hosted via general services secret and top-secret networks. Systems consist of the necessary computational hardware, servers, network architecture, software, user licenses and workstations to support from 2-10 simultaneous users. [P40A / USW-DSS Tech Refresh]: Item Number 3.2 - Tech Refreshes are defined as hardware and software upgrades to existing USW-DSS systems and include upgrades to both legacy USW-DSS Build 2 Revision 3 (B2R3) afloat systems and Build 3 ashore systems. Starting in FY 2025, this line will include Tech Refreshes for Build 3 afloat systems. Through USW-DSS Tech Refreshes, targeted architecture improvements developed under USW-DSS RDT&EN Program Element 0604518N Project 3094 via Build 3 Fleet Capability Release (FCR) will facilitate the migration of key components of USW-DSS onto existing installed systems for Fleet use. USW-DSS Tech Refreshes will include the latest cybersecurity patches, mitigate/resolve obsolescence issues, and improve software scalability, while installing the latest integrated, near-real time, netcentric ASW Common Tactical Picture (CTP) and Common Operational Picture (COP) on an electronic Master Tactical Plot (eMTP). Each year, USW-DSS is required to perform Tech Refreshes for afloat B2R3 systems to stay compatible with the Consolidated Afloat Network and Enterprise Services (CANES) hosting environment when CANES undergoes system upgrades to prevent loss of functionality. Each year, USW-DSS Build 3 ashore systems at Theater USW Command Headquarters (TUSWCHQ) sites are updated to provide additional capability, bug fixes, and cybersecurity upgrades. Starting in FY 2025, USW-DSS Build 3 afloat systems will also receive additional capability, bug fixes, and cybersecurity updates biennially. [P40A / USW-DSS Engineering Changes (ECs)]: Item Number 3.3 - Consists of Engineering Change Proposals (ECPs) and hardware/software changes/upgrades. Funding will be used to support Reliability, Maintainability, and Availability (RM&A) modifications, correct deficiencies identified through Fleet use, and upgrade of unreliable components. [P40A / USW-DSS System Technical Support]: Item Number 3.4 - Funding is for USW-DSS program Software Support Activity (SSA) efforts in performing the following functions: generation/assessment of Software Problem Reports (SPRs)/Software Trouble Reports (STRs); responding to Fleet software change requests; Configuration Management (CM); software Quality Assurance (QA); software installation automation; and software recovery support. [P40A / USW-DSS Production Support]: Item Number 3.5 - Consists of on-site engineering support; Consolidated Afloat Network and Enterprise Services (CANES) Integrated Product Team (IPT) Support; Information Assurance (IA) certification support; production quality assurance; system sustainability support; Integrated Logistics Support (ILS) product updates/support; status reporting and technical briefings; program office support; and all other production support efforts directly related to delivery of USW-DSS to both the Integrated Shipboard Network System (ISNS) and CANES systems, and ultimately to the Fleet. [P40A / USW-DSS CANES Software Shipsets]: Item Number 3.6 - Consists of initial loads of the USW-DSS Build 2 Revision 3 (B2R3) afloat system on new Consolidated Afloat Network and Enterprise Services (CANES) equipped ships. The last USW-DSS B2R3 system was procured in FY 2024. [P40A / USW-DSS Theater ASW (TASW) Build Out]: Item Number 3.7 - Consists of the initial fielding, commencing in FY 2024, of the latest USW-DSS Build 3 baseline loaded on Consolidated Afloat Network and Enterprise Services (CANES) equipped ships that did not have USW-DSS previously installed. Hosting USW-DSS Build 3 on the CANES shipboard network reduces hardware costs while improving system sustainment. This line also reflects the additional requirement, also commencing in FY 2024, to upgrade legacy USW-DSS Build 2 Revision 3 (B2R3) systems to the Build 3 baseline. The USW-DSS Build 3 system is more complex and incorporates additional tactical data links than the legacy B2R3 baseline. Build 3 data is shared at the general services Secret and Top-Secret level, creating additional complexity. This expanded list of tactical data allows for better communication and expanded data fusion for ship-to-ship, ship-to-shore, shore-to-shore, and shore-to-aircraft information sharing. These added tactical data links require additional effort to establish and validate during system delivery.
