Description
Description — LCS SUW Mission Modules
The Surface Warfare (SUW) Mission Package (MP) increases firepower and offensive/defensive capabilities against large numbers of highly maneuverable, fast, small craft threats, giving Littoral Combat Ships (LCS) the ability to protect the sea lanes and move a force quickly through a choke point or another strategic waterway. With the SUW MP embarked, LCS has enhanced detection and engagement capability against enemy small craft and similar littoral surface threats. The SUW MP is composed of the Gun Mission Module (GMM), Maritime Security Module (MSM), Surface-to-Surface Missile Module (SSMM), and an Aviation Module. The SUW MP with the GMM, MSM, and Aviation Module (with the MH-60R) achieved Initial Operational Capability (IOC) in FY 2014. The GMM comprises two high velocity 30mm cannons to augment the ship's 57mm gun and the MSM supports the embarkation of visit, board, search, and seizure (VBSS) teams. The inventory objective of ten deployable SUW MP has been delivered to the Fleet. Fleet requirements for SSMM has been met with five (5) SSMM production assets. A SUW MP is deployable and capable of meeting its focused mission requirements on an LCS only when it includes the full complement of Common Mission Modules Equipment (Line Item Number 1600) and the full complement of mission systems that composed the LCS SUW Mission Module (Line Item Number 1603). The program has increased the capability of the SUW MP with the addition of the MQ-8 Fire Scout Vertical Take-off Unmanned Aerial Vehicle (VTUAV) for the detection, identification, and classification of surface contacts, and a Surface-to-Surface Missile Module (SSMM) to meet the in-close engagement capability against surface threats. The SSMM achieved IOC in FY 2019. Each SSMM is composed of one MK 61 MOD 0 SSMM Enclosure and one MK 210 Launcher Set. Other Related Budgets: BLIs: OPN 1600, WPN 4221, RDT&E 0603596N [P40A / SU001 - GUN MODULE]: The Gun Mission Module (GMM) comprises two high velocity 30mm cannons to augment the ship's 57mm gun, and embarked support aircraft (MH-60R helicopter with Hellfire missile and the MQ-8B Fire Scout Vertical Take-off and Landing Tactical Unmanned Aerial Vehicle (VTUAV)) for the detection, identification, and classification of surface contacts. [P40A / Gun Module Modernization/Technology Refresh]: Procures modernized Gun Module Remote Control System (GMRCS) and Gun User Interface Device (GUID), each contain computational equipment (including critical MAGIC-1s and Maintenance Station laptops) that are end-of-life and can no longer be procured. The rugged small form factor MAGIC1 display computer combines state-of-the-art CPU technology with the latest graphics processing units (GPUs) to deliver unprecedented levels of performance for GMM video and non-video applications. [P40A / SU002 - SURFACE-TO-SURFACE MISSILE MODULE (SSMM)]: The SSMM provides the LCS ship, the ability to prosecute sea-based and shore-based threats in the littorals using surface-to-surface missiles. The SSMM uses the Army's Longbow Hellfire missile, which is currently in DoD inventory. The SSMM consists MK 61 MOD 0 SSMM Enclosure and MK 210 Launchers. When combined, the SSMM is a launcher system with self-contained technical fire control, electronics, and software for remote operations. The missile design is capable of engaging Fast Attack Craft/Fast In-shore Attack Craft (FAC/FIAC) threats, thereby, providing the LCS a standoff engagement capability. [P40A / SU003 - MARITIME SECURITY MODULE]: The Maritime Security Module (MSM) provides LCS with the capability to conduct Level II Visit, Board, Search and Seizure (VBSS) operations and the ability to conduct anti-piracy and maritime interdiction missions. This budget line procures hardware for a full MSM that includes two 11 meter Rigid Hull Inflatable Boats (RHIB), two boat cradles, a VBSS Allowance Equipment List (AEL) for communications and tactical equipment and support containers. Funding also includes production, assembly, installation and checkout of all mission system components. [P40A / SU004 - SUW MP Obsolete/Tech Refresh]: Funding provides the replacement of obsolete Commercial off-the-Shelf (COTS) that require modernization including NUVO computer, (ATACNAV), Heating, ventilation, and air conditioning (HVAC) components, air flow sensor, thermal couple, signal conditioner, Freon detector etc. The full complement of GMMs and MSMs, and 5 SSMMs that will be in service by FY24 will face major obsolescence and sparing challenges if not funded. [P40A / SU900 - CONSULTING SERVICES]: Provides program management support, engineering and technical support, studies, analysis and evaluation on mission module systems.
Justification
Justification — LCS SUW Mission Modules
In FY 2026, funding is requested for Surface-To-Surface Missile Module (SSMM) and SUW MP Obsolescence/Tech Refresh. These efforts fund modernization, sparing, and obsolescence/tech refresh requirements that are necessary to continue deploying the Navy's 10 SUW MPs with GMM and MSM, and 5 SSMM. The FY 2026 request was reduced by $.004 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
