Description LCS Common Mission Modules Equipment

Littoral Combat Ship (LCS) focused mission packages provide the operational commander with capabilities to perform Mine Countermeasures (MCM) operations, and a Surface Warfare (SUW) detect-to-engage capability to counter small boat threats. A Mission Package (MP) is a combination of warfare Mission Modules (MM) with specialized crew, support equipment, and vehicles, including embarked manned helicopters, unmanned aircraft and maritime systems. MMs are packaged in a modular fashion so that they can be quickly swapped in and out pier side on any LCS platform. The Common Mission Modules Equipment line funds the procurement of MCM and SUW MP support containers and C5I equipment that is common across the mission packages (Mission Package Computing Environment (MPCE), Technology Refresh of the Multi-Vehicle Communications System (MVCS), and Training Equipment). MCM and SUW support containers do not comprise a MP and are deployable only as part of a Mission Module (MM). A MM is deployable and capable of meeting its focused mission requirements on a LCS only when it includes the full complement of Common Mission Modules Equipment combined with all the required mission systems. Other Related Budgets: BLIs: OPN 1601, OPN 1602, OPN 1603, OPN 4248, OPN 2622, OPN 2624, WPN 4221, WPN 4225, RDT&E 0603596N, SCN 2127 [P40A / LM008 - MPCE]: Commercial Off The Shelf (COTS)- Based Common Computing environment will support legacy Mission Package (MP) Command & Control (C2) applications and transition to Modular Open Systems Approach (MOSA) & Navy Open Architecture Computing Environment (OACE). It also provides a common computing environment to support the execution of Mission Package Application Software (MPAS), the shipboard tactical software associated with each mission package that enables execution of its focused mission. Includes installation and checkout on-board the seaframe. In addition, Mission Package Portable Control Stations (MPPCS) are required to support pre-deployment checkouts, to support shore-based and vessels of opportunity operations of mission packages and off-board vehicles. [P40A / MPCE 2.X Lethality and Survivability (MPCE 2.0)/Non-L&S (MPCE 2.1)]: MPCE 2.X improves data extraction, data encryption, cybersecurity enhancements, and virtualization capabilities needed for all three Mission Packages (MPs). [P40A / LM012 - TRAINING EQUIPMENT]: Procurement of LCS Mission Module training systems for LCS crews to learn the safe and effective use of Mission Package equipment (mission systems, support equipment, and support containers). LCS MM Training is planned for several training sites including the LCS Training Facility (LTFs) Pacific in San Diego, CA and LFT Atlantic in Mayport, FL for all MPs; the Surface Combat Systems Training Command (SCSTC) in Dam neck, VA for the SUW MP; and at the Mine Warfare Training Center (MWTC) in San Diego, CA for the MCM MP. The LTFs provide tactical watch team training as well as crew certifications using Common Mission Package Trainers (CMPT) in combination with the Integrated Tactical Trainers (ITTs). The LTFs also provide full scale replications of LCS mission bays where launch, recovery, and handling procedures for LCS MM systems is taught and practiced. LCS MM training covers various functions including operations, maintenance, tactical employment, and hands-on skills to achieve the key performance parameter objective of Train to Qualify and Train to Certify. CMPTs are used to train individuals in a team environment (Train to Qualify) and are also used to certify watch teams (TYCOM Training for Certification) during off hull periods at LTF. The LCS Integrated Tactical Trainer (ITT) uses the CMPT for mission package operations. Six CMPTs were procured and delivered from FY11-FY21to support three ITTs at LTF Mayport (LCS-1 configuration) and three ITTs at LTF San Diego (LCS-2 configuration). One ITT with CMPT in the LCS-1 configuration was decommissioned in FY 22 following decisions to reduce the overall training requirements. Full MCM and SUW integrated team training exists at LTF San Diego and full SUW capability in Mayport. MCM ITT functions with USV capability was procured in FY 2019 and delivered to each LTF in FY 2021. MCM USV with Mine Hunt capability as procured in FY 2022 for delivery to LTF Pacific and Mine Warfare Training Center in FY 2025. MCM MP: All unmanned vehicles, sensors, and systems in support containers to demonstrate Launch & Recovery (L&R) and maintenance tasks. Training involves operations, maintenance, tactical employment and physical movement of all unmanned vehicles, sensors, and systems with their associated support containers. Surface Training Advanced Virtual Environment for LCS (STAVE-LCS) (virtual reality) is planned to allow team training LCS Launch and Recovery of Unmanned Systems (USV and UUV) in FY 2024. Procurements are aligned to meet Fleet training throughput demands. [P40A / LM015 - CONTAINERS (SHIPPING & SUPPORT)]: Each MP variant uses a base Support Container (SC) which is an International Organization for Standardization (ISO) compliant shipping container, and comes in two variants: Type I and Type II. The Type I container is a 20-foot ISO container with nominal dimensions of 20' x 8' x 8'. The Type II container is a 10-foot ISO container with nominal dimensions of 10' x 8' x 8'. In both cases the base SC is constructed of high strength steel or aluminum to reduce the overall weight and features a number of standard configuration items. Mission systems fit inside standard ten- or twenty-foot ISO SCs, or on ISO compliant flat racks and vehicle cradles. The LCS MP zones inside each seaframe mission bay are configured to accommodate the SCs. [P40A / MCM SUPPORT CONTAINER]: Unit price for the MCM Support Containers is an average cost that does not reflect the actual cost of each container. Individual containers for each of the different MCM mission systems have unique requirements and vary in cost. Support containers store all the tools, spares, peculiar support equipment (PSE), consumables and personal protection equipment (PPE) required to maintain and operate the MP systems while on LCS deployment. [P40A / LM016 - MVCS]: The Multiple Vehicle Communications System (MVCS) provides the Littoral Combat Ship (LCS) Mission Modules with the capability to simultaneously communicate with multiple Unmanned Surface Vehicles (USVs) and surfaced Unmanned Undersea Vehicles (UUVs) by providing a common data link and network communication services. These services include both line of sight and satellite link establishment, link management, communications fail-safes, Emissions Control (EMCON) handling, encryption, data routing and protection, packet shaping, isolation via cross domain solution. Priority of Service (PoS), and automated communications system configuration. MVCS establishes a common interface for these services in the form of hardware and message definitions to maximize the usefulness of limited radio equipment onboard the LCS seaframe. [P40A / LM017 - Mission Module Display Modernization]: The Mission Module Display Modernization mitigates console hardware obsolescence and provides monitor resolution required to support the Mission Package operations. [P40A / LM900 - CONSULTING SERVICES]: Provides program management support, engineering and technical support, studies, analysis and evaluation on mission package systems.

Justification LCS Common Mission Modules Equipment

The FY 2026 request was reduced by $2.424 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." FY 2026 funding in LM008 (MPCE) supports the continued technology refresh of the MPCE. In FY 2026, the program continues the procurement of MPCE 2.X (MPCE 2.0 for Lethality and Survivability (L&S) and MPCE 2.1 for Non-L&S hulls) to address obsolescence, cyber security enhancements, and performance improvements in the MPCE baseline. Also, MPCE 2.X improves data extraction, data encryption, and virtualization capabilities which reduces the rack space needed for Post Mission Analysis (PMA) for all Mission Packages (MPs). LM012 CMPT/MPTS Tech Refresh/Modernization: Funds the technology refresh of five CMPTs at the LCS Training Facilities (LTFs) in San Diego, CA / Mayport, FL. CMPT tech refreshes support the operation of MPCE version 2.0 software requirements. This line also supports technology refresh for the Mission Package Training System in LTF Atlantic in Mayport, which delivers SUW Mission Package and Surface-to-Surface Missile Module operations training. MCM Total Ship Training Capability (TSTC), funded out of Strategic Laydown Decision FY 2024, will deliver an onboard training capability to the LCS 2 Variant ships in the Mine Countermeasures (MCM) configuration TSTC funding in FY 2025 will address an initial procurement for shore-based testing and certification prior to installation on the first ship to transition to the Forward Deployed Naval Force (FDNF). FY26 are the procurements for the remaining fourteen LCS 2 Variant ships with installation to occur in a future FY. LM015 supports the procurement of MCM Support Containers required to outfit LCS MCM configured Ships. Support containers are deployed on the ship with an embarked MP to store spares, tools, support equipment, and consumables required to maintain and operate the mission system and aircraft when deployed. LM016 (MVCS) supports procurement of MVCS Tech Refresh equipment including beyond-line-of-sight communications, software defined radio, and anti-jamming capabilities/approvals to include new Cross Domain Solution hardware to meet National Security Agency (NSA) mandated security requirements. LM017 (MP Console Obsolescence) The LCS Mission Package Consoles are a common console used by all of the LCS Mission Packages. Current consoles are provided as permanently installed equipment by the LCS seaframe vendor. The seven Mission Package consoles provide an interface for MP sailors to operate the mission package tactical software and conduct MP operations. The current Mission Package consoles are no longer supportable due to lack of available COTS parts. In addition to obsolescence, the tech refresh consoles will provide additional capability required by the MCM MP to conduct post mission analysis, display resolution and CPU processing that the existing consoles do not support. FY26 decrease due to five fewer procurements in FY26 than in FY25.
