Description

Description Senior Leader C3 System - Aircraft

The SLC3S-A Enhancements effort provides the capability to rapidly acquire, integrate in the Systems Integration Lab (SIL), modify, install, and test new airborne communications technologies for two (2) VC-25A, four (4) C-32A, four (4) C-40B, and sixteen (16) C-37A/B Executive Airlift aircraft. These modifications consist of Top Secret/Sensitive Compartmented Information (TS/SCI), Secret (S), and Unclassified voice/data/video architecture enhancements enabling Senior Leaders to make time critical decisions and manage crisis actions while airborne. These efforts ensure National Senior Leaders have redundant, protected, survivable, and secure global wideband satellite, air-to-air, and air-to-ground communications for modern business enterprise systems and Command and Control functions while airborne. In addition to the aforementioned modifications, this funding implements National Leadership Command Capability Senior Leader Communications Council actions to correct mission communication system failures and address imminent capability and/or training deltas. This funding may include, but is not limited to, emerging modification requirements to support program support costs (PCS), advisory & assistance services (A&AS), systems integration lab, trainers, support equipment, other government costs, and Senior Leader Communications System modernization efforts. SLC3S-A unit kit costs are dependent on the starting configuration of each aircraft before modification, the communication upgrades required in the budget year, and the associated installation costs. Funding may be used to address Diminishing Manufacturing Sources (DMS) issues. The FY 2026 request was reduced by $0.423 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." Funding for this exhibit is contained in PE 0401314F.

Justification Senior Leader C3 System - Aircraft

FY 2026 funding will support 2x C-32A and will receive Senior Leader Communications enhancements consisting of, but not limited to, bandwidth aggregation, In-flight Information (IFI), Commercial Wi-Fi, Airborne Executive Phone-Enhanced (AEP-E), provisioning for Mobile User Objective System (MUOS), Low Latency World-Wide Data Connection and Link Resiliency. FY 2026 funding will support 2x C-37A/Bs and will be upgraded with Senior Leader Communications enhancements consisting of, but not limited to, multi-Domain Wi-fi, Ka SATCOM capability, Airborne Executive Phone-Enhanced (AEP-E), and cybersecurity modifications. FY 2026 funding will support 2x C-40Bs and will receive Senior Leader Communications enhancements consisting of, but not limited to, M3 Modem, bandwidth aggregation, In-flight Information (IFI), Commercial Wi-Fi, Airborne Executive Phone-Enhanced (AEP-E), provisioning for Mobile User Objective System (MUOS), and Low Latency World-Wide Data Connection.
