Description
Description — Long Range Stand-Off Weapon
The purpose of this program is to conduct and support United States Air Force (USAF) and Joint Department of Defense (DoD) / Department of Energy (DOE) acquisition activities for the modernization of nuclear weapons. The Long Range Stand-Off (LRSO) Cruise Missile is a long-range survivable stand-off weapon capable of delivering lethal nuclear effect on strategic targets. The LRSO weapon system will replace the currently fielded Air Launched Cruise Missile (ALCM) and will be integrated on both legacy and future bomber aircraft. The LRSO weapon system will be capable of penetrating and surviving advanced Integrated Air Defense Systems (IADS) from significant stand-off range to prosecute strategic targets in support of the Air Force's global attack capability and strategic deterrence core function. Threshold and objective aircraft are defined in the program's Capabilities Development Document (CDD) approved by the Joint Requirements Oversight Council (JROC) in August 2020. Funds may be used to address emerging or short-notice Diminishing Manufacturing Sources and Material Shortage (DMSMS), and supply chain issues. The program is conducting Engineering and Manufacturing Development (EMD) tasks to meet validated requirements to support Development and Operational Testing and Production Readiness. The LRSO program will include prime contractor development and production/delivery of cruise missiles, applicable support equipment, data, flight test hardware and infrastructure, and training systems while examining and mitigating risk during the ALCM to LRSO transition. The program includes necessary nuclear surety and certification activities, and vulnerability assessments. FY2023-2026 procurement funds are required to purchase ancillary equipment, warhead support equipment and field trainers required to be in place for Initial Nuclear Surety Inspection (INSI). The INSI must be accomplished prior to fielding the weapon system and attaining Initial Operational Capability. FY2025 and FY2026 procurement funds have been and will be used to purchase components required for Radiation Lot Acceptance Testing (RLAT) in conjunction with the long lead components purchased with Advance Procurement. Additionally, FY25 and FY26 procurement funds will be used for activities related to RLAT and Advance Procurement. FY26 funds will be used for the first production shipsets of Bomber Weapon Interface Equipment (BWIE). The BWIE is aircraft support equipment for LRSO integration on the threshold platform to enable operational employment. The 20M increase in ECO costs are associated with addressing known and unknown DMSMS and supply chain issues. Advance procurement is required for the purchase of long lead items for the LRSO cruise missile prior to entry into Milestone C. Funding for this exhibit contained in PE 0101238F.

The LRSO program has achieved Milestone B and has entered Engineering and Manufacturing Development (EMD). It is conducting EMD tasks to verify and validate requirements prior to production initiation and includes necessary nuclear surety and certification activities, and vulnerability assessments. FY 2026 procurement funds will purchase ancillary equipment, warhead support equipment and field trainers required to be in place for initial Nuclear Surety Inspection (INSI). The INSI must be accomplished prior to fielding the weapon system and attaining Initial Operational Capability. Funds may be used to address emerging or short-notice Diminishing Manufacturing Sources and Material Shortage (DMSMS), and supply chain issues. The Air Force is making a Life of Program Buy through the Department of Energy (DOE) for support equipment and handling items associated with the warhead. Additional detailed information is classified and can be provided at higher classification levels.
