DescriptionDefense of Guam Procurement

The fiscal year (FY) 2026 request for Defense of Guam Procurement includes $11.4 million of discretionary and $56.5 million of mandatory (reconciliation) for a total of $67.9 million. The mandatory funds provide for the procurement of S-band Missile Communication Radar and Cooperative Engagement Capability System. Further information for this reconciliation request is provided in Section 20003 (Missile Defense) of the Reconciliation Exhibit. In addition, FY 2026 Pacific Deterrence Initiative (PDI) funding has increased by $45.249 million. The Missile Defense Agency (MDA) in coordination with the Guam Defense System Joint Program Executive Office is developing a Missile Defense System for Guam defense against a range of missile threats. The Department of Defense has undertaken studies on a range of missile defense architecture options, emphasizing effectiveness, survivability, and flexibility against an evolving threat. The majority of the large material purchases needed for Aegis Weapon System; Command, Control, Communications, Computers and Intelligence (C4I) equipment; and Vertical Launching Systems (VLS) were purchased in FY 2022 - FY 2024. The activities in FY 2026 include development and integration efforts between MDA, United States (U.S.) Army, U.S. Navy , and U.S. Air Force systems, which includes a 360 degree persistent integrated air and missile defense Aegis Guam System with distributed Mk-41 Vertical Launching Systems, and a single Tactical Array Unit Army Navy/Transportable Radar Surveillance and Control-6 and missile uplink/downlink communications system for the Defense of Guam. The Guam Architecture will be commanded and controlled from the Joint Command Center with additional Integrated Air and Missile Defense Battle Command System; Aegis Guam System; Command and Control, Battle Management and Communications mission node and Tactical Operations Center - Light providing local continuity of operations. Initial Aegis Guam System capability was demonstrated on Guam in calendar year (CY) 2024. Aegis Guam System with additional Terminal Defense capability will be delivered in CY 2029.

JustificationDefense of Guam Procurement

This effort is part of the PDI. The FY 2026 request for Defense of Guam Procurement includes $11.4 million of discretionary and $56.5 million of mandatory (reconciliation) for a total of $67.9 million. The mandatory funds provide for the procurement of S-band Missile Communication Radar and Cooperative Engagement Capability System. Further information for this reconciliation request is provided in Section 20003 (Missile Defense) of the Reconciliation Exhibit. FY 2026 Procurement includes the procurement of the Cooperative Engagement Capability System. FY 2025 Procurement includes the material purchases to support the Defense of Guam architecture to support the initial deployment on the island in early FY 2025. Components include: - Ancillary equipment to include inertial navigation system tech refresh and spares. - Aegis Weapons System components to support Integrated Air and Missile Defense delivery in CY 2032 to include additional fire control system; identification, friend or foe system equipment; and spares. - C4I to include shipping containers and spares. FY 2024 Procurement included: - VLS to include launcher module enclosures, launcher control units, and support equipment. - Ancillary equipment to include power converters, data distribution system, inertial navigation system, gigabit Ethernet data multiplex system, universal control console, shipping containers, and support/test equipment. The above procurement quantity reflects procurement of a single overarching Aegis Guam System made up of multiple weapon system components. "Procurement Quantity" represents the Aegis Guam System that consists of Aegis Weapon System Equipment, Ancillary Equipment, C4I, and VLS.
