Description — E-4
This line item funds modifications to the four (4) aircraft E-4B fleet. The four (4) engine E-4B is a highly modified Boeing 747 Model 200 (747-200) airframe which supports the National Airborne Operations Center (NAOC) mission. NAOC provides national civilian and military leadership with a worldwide, survivable, and enduring communications node of the National Military Command System (NMCS). The modifications listed within this document provide updates to maintain Federal Aviation Agency (FAA) airframe flight worthiness certification and provide additional capabilities to the aircraft flight control, navigation and communication systems, as well as the primary mission equipment to ensure the E-4B is able to execute its various missions. These modifications also enhance operational capability while improving flight safety, reliability, and maintainability. The current Boeing estimated design service life of the Boeing 747-200 E-4B airframe is 115K hours and 30K cycles. It is estimated this limit will be reached by the early 2030s. However, as the aircraft age, depot periods need to be extended due to maintenance issues associated with an aging fleet, thus limiting the E-4B's ability to support the NAOC mission due to aircraft non-availability. The age of the four (4) E-4B aircraft fleet presents Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues involving primary mission equipment, and to a lesser extent the airframe. Airframe DMSMS and issues associated with the non-availability of FAA certified parts are expected to increase due to the dwindling world-wide number of Boeing 747-200 aircraft because of the international commercial airline industry removing aging aircraft from their inventories. Funding also supports emerging modification requirements, Government travel, Advisory and Assistance Services Contract (A&ASC), Federally Funded Research and Development Contract (FFRDC) support and equipment as required. FY 2026 funds the Advanced Extremely High Frequency/Presidential National Voice Conferencing (AEHF/PNVC), Mobile User Objective System (MUOS), Survivable Super High Frequency (SSHF), Touchscreen Executive Phone-Airborne (TXP-A), Crisis Management System (CMS) efforts, as well as Service Bulletins and Low Cost Modifications. The AEHF/PNVC modification installs a Family of Advanced Beyond Line-Of-Sight Terminals (FAB-T) / PNVC system and removes the currently installed Military Strategic Tactical Relay (MILSTAR) / Survivable Emergency Conferencing Network (SECN) systems. This modification is required to meet existing Presidential Policy Directive (PPD)-35, and National Security Presidential Directive (NSPD)-51/Homeland Security Presidential Directive (HSPD)-20 requirements and to ensure continued connectivity and interoperability as satellite and communications infrastructure evolves. FAB-T Command Post Terminals replaces the MILSTAR Terminal and provides access to protected wideband Advanced Extremely High Frequency (AEHF) satellite networks. PNVC replaces SECN, which will not be supported once the AEHF satellite network is in place. The Low Frequency Transmit System (LFTS) program replaces the legacy Very Low Frequency/Low Frequency (VLF/LF) Transmit system on the four aircraft E-4B fleet. The legacy system had been on the E-4B for over 35 years and was unsustainable. System replacement was required in order to meet existing Presidential Policy Directive (PPD)-35 requirements and ensure constant and consistent connectivity between National Leadership and Military Forces in all phases of conflict. The E-4B National Airborne Operations Center (NAOC) Capability Development Document (CDD) is the relevant requirements document with the LF requirement which was revalidated in Oct 2013 for LFTS by the Air Force Requirements for Oversight Council (AFROC). LFTS consists of three primary equipment groups: a Power Amplifier/Coupler (PA/C) group, a Trailing Wire Antenna (TWA) group, and a Control group. FY 2024 was the last year of funding for this program. The Survivable Super High Frequency (SSHF) modification project modernizes the E-4B aircraft's communication capabilities to maintain secure connectivity in the evolving technological landscape. This upgrade directly addresses the requirements outlined in Presidential Policy Directive 35, National Security Presidential Directive 51, and Homeland Security Presidential Directive 20. The program replaces aging and obsolete components within the existing Jam-Resistant Secure Communications (JRSC) system, ensuring continued interoperability as the reliance on the Defense Satellite Communications System (DSCS) transitions. Expected modifications include, but are not limited to, component and sub-system upgrades and replacement of portions of the current SHF system that are obsolete or near end of service life. The program will be acquired in 2 increments and each increment will be split into multiple installs to expedite fielding and reduce impact to Aircraft Availability. Increment 1A will upgrade the existing Ka-band system. Increment 1B will include technical solutions such as upgrading the existing modems and systems integration lab. Increment 2A will include new modem technology and common workstation. Increment 2B will include a new Ku-band system upgrades to the X-band system. Due to Air Force priorities, the X-band requirements will be deferred. This two-phased approach ensures a seamless transition while maximizing the lifespan of existing viable components. The Mobile User Objective System (MUOS) program upgrades the E-4B's Ultra-High Frequency Radio transmitters to be MUOS capable to meet E-4B Capability Development Document (CDD) and CJCSI 6250.01F requirements. MUOS provides securable data and full duplex voice communications while simultaneously monitoring a second frequency. The MUOS upgrade provides switchable capability between current legacy waveform and MUOS waveform for voice and data communications and with other nuclear and national C2 centers and aircraft by replacing the legacy USC-42 UHF SATCOM radios with a MUOS capable radio. Expected modifications include, but are not limited to, component and sub-system upgrades, replacement of the current UHF system, and installation on all (4) E-4Bs. Touchscreen Executive Phone - Airborne (TXP-A) effort replaces the existing secure obsolete touch screen phones for senior national leaders to maintain multi-level security. The TXP-A upgrades computing capabilities of the secure phone and durability of various components such as processors and touch screen displays. The integration of CMS-Next and the replacement of the TXP-A phones will allow the NAOC to continue to meet Presidential Policy Directive (PPD)-35 requirements across the full spectrum of crisis. Crisis Management System (CMS) effort integrates the CMS Program Office provided solution which may combine government off-the-shelf (GOTS)/Commercial off-the-shelf (COTS) solutions to allow continued secure communications via the TXP-A, and/or other carry-on solutions. CMS-Next is the latest version of CMS network. The integration of CMS-Next and the replacement of the TXP-A phones will allow the NAOC to continue to meet Presidential Policy Directive (PPD)-35 requirements across the full spectrum of crisis. Funding may be used to address Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues. This funding may include emerging modification requirements to support PMA, A&AS, equipment and other government cost. The FY 2026 funding request was increased by 10.9 million consisting of a 2.400 million decrease in response to proposed deletion of FAB-T Antenna installation and an increase of 13.300 million to fund the addition of a new programs, TXP-A and CMS.

This program, P-3A Mod 3412, CMS Crisis Management System, is a new start. This program, P-3A Mod 3505, TXP-A (Touchscreen Executive Phone-Airborne), is a new start. Detailed justification for individual modifications is provided in the P-3A exhibits to follow. -SSHF FY 2024 is projected to support Increment 1 installation costs for one aircraft, Increment 2 hardware procurement for one aircraft, and support costs. -SSHF FY 2025-2027 is projected to support Increment 2 hardware procurement for two aircraft, installation activities, and support costs. -AEHF FY 2024 is projected to support retrofit kit installation costs for one aircraft and PMA. -AEHF FY 2025-2027 is projected to support PMA and SECN removal. -MUOS FY 2026 Supports retrofit NRE/installations to support waveform switch capability. -TXP-A FY 2026 funding supports equipment costs -CMS FY 2026 funding supports initial integration and equipment costs.
