Description
Description — Compass Call
Compass Call is the Air Force's wide-area, standoff, Airborne Electromagnetic Attack (AEA) Command and Control Warfare/Information Operations (C2W/IO) weapon system. The employment of this weapon system interrupts the adversary's use of the electromagnetic battlespace and is a key active component in the information battlespace and prosecution of current ground and airborne threats. Compass Call's sophisticated electromagnetic attack system is capable of surgical denial and/or disruption of adversary Radio Frequency (RF) communications, radar and sensor systems. Procurement funds are required for aircraft purchase, modification kit production (hardware, firmware, and software), installation, integration engineering, certification and test on an EA-37B re-host platform in accordance with the spiral baseline upgrade schedule. In FY 2017, the Compass Call re-host program was initiated prompting transition of mission capabilities from the legacy EC-130H airframe to an EA-37B airframe. The re-hosted Compass Call platform is based on a commercial derivative G550 aircraft holding Federal Aviation Administration (FAA) Supplemental Type Certificates (STCs) for airworthiness. The platform will undergo modifications to host Compass Call's Prime Mission Equipment (PME) and antenna arrays and will receive additional STCs and Military Type Certificates (MTCs). The EA-37B aircraft will re-use PME from the EC-130H aircraft that will be upgraded to the latest Baseline. Due to the age of the EC-130H fleet, re-hosting of the PME is crucial to ensuring the longevity of this critical capability. In an effort to put capability into the warfighter's hands as soon as possible, the EA-37B program pursues concurrent developmental and production activities. Transitioning to the re-host effort, the program of record has procured ten (10) commercial derivative aircraft to date. The first five (5) EA-37B aircraft, procured in FY 2017-FY 2020, will be delivered in the Baseline 3 (BL3) configuration. The remaining EA-37B aircraft, procured in FY 2021 and FY 2023, will be delivered in the Baseline 4 (BL4) configuration. The strategy for modifying aircraft with future spiral baseline upgrades will optimize delivery of warfighter capability required to meet Combatant Command needs. The current Compass Call EA-37B program of record includes the following: ten (10) EA-37B aircraft, two (2) Compass Call Mission Crew Simulators (CCMCS), and one (1) Weapon System Trainer (WST). Due to rapidly changing threat environment and operational demand leveraging Compass Call capabilities, the acquisition program manager may redirect funding as necessary to meet current stated and emerging/evolving Combatant Commander requirements. EA-37B re-host procurement and integration of the BL3 and BL4 PME modification kits onto the ten (10) air vehicles are performed under line item CALL00 / Modification Number 1003 / COMPASS CALL Baseline Modifications. Procurement and installation of future spiral baseline upgrade kits (beyond BL3 and BL4) are performed under line item CALL00 / Modification Number 1004 / COMPASS CALL Baseline Upgrades. Procurement of the air vehicles for re-host was performed under the Aircraft Procurement, Air Force appropriation, Budget Activity 04, Budget Sub Activity 05 under P-1 line item CALL00 / COMPASS CALL. Modification of the EC-130H aircraft was historically performed under line item CALL00 / Modification Number 1001. Funding may be used to address obsolescence and Diminishing Manufacturing Sources (DMS) issues. Funding for this exhibit is contained in PE 0207253F. Compass Call modification efforts include, but are not limited to, activities associated with aircraft system integration, assembly, test and checkout; change management; engineering change orders; certification; non-developmental mission system upgrades; simulation and training system upgrades and modifications; external communications upgrades and modification; software integration and updates; systems engineering; test and evaluation; training; support equipment; obsolescence; Program Support Costs (PSC); aircraft PME upgrades; baseline upgrades and enhancements; and used aircraft modifications. The FY 2026 request for Compass Call includes 0 thousand of discretionary and 167,369 thousand of mandatory for a total of 167,369 thousand. The mandatory funds increase EA-37B production by procuring and installing BL3, BL4, and future Baseline kits onto ten air vehicles. The FY2026 funding increase allows for the Weapon System Trainer, System Integration Lab enhancements, advanced capabilities automation improvement, and testing for airborne electronic attack superiority.
