Description — C-130
This line item funds modifications to the C-130H and Special Mission C-130 aircraft. The four-engine C-130H provides theater airlift and carries either 92 troops, 64 paratroopers, 74 litter patients, or six (6) standard 463-L pallets. The Air Force currently has 117 C-130Hs and 10 LC-130Hs, all operated by the Air National Guard and Air Reserve Component. These totals will drop to 61 C-130Hs and 10 LC-130Hs by 2029 after accounting for all the C-130Js appropriated by Congress to date that have not yet delivered. The remaining C-130Hs at that time will range in age between 35-40 years old. However, Center Wing Box (CWB) replacements extend the C-130H service life into the 2100s. Additionally, modifications like Avionics Modernization Program (AMP) Increment 2 modernize the aircraft, keeping it viable for the foreseeable future. Funding provides weapon system modifications and upgrades to meet USAF mission requirements for the LC/C-130H fleets. FY 2026 primary efforts include: C-130 Avionics Modernization Program (AMP) Increment 2 (Exhibit 8515), Center Wing Box (CWB) replacement (Exhibit 8578), NP2000 8-Bladed Propeller (Exhibit 3773), and Low Cost Modifications (Exhibit 99999X). In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. Funding may be used to address Diminishing Manufacturing Sources (DMS) issues. Funding for this exhibit is contained in PE 0401115F. The FY 2026 request was reduced by $3.767 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."

This program, P-3A Mod 8578, C-130 SYSTEMS/STRUCTURE (PHASE II MODERNIZATION), is a new start. FY 2026 primary efforts include: C-130 Avionics Modernization Program (AMP) Increment 2 (Exhibit 8515), Center Wing Box (CWB) replacement (Exhibit 8578), NP2000 8-Bladed Propeller (Exhibit 3773), and Low Cost Modifications (Exhibit 99999X): - C-130H AMP Increment 2 will procure 21 kits between two procurement Lots: Lot 1 - 8 kits for installation in 1QFY2027, and Lot 2 - 13 kits for installation in 1QFY2028. The prime contractor has prepositioned 8 kits, thus eliminating the 18-month procurement period for the Lot 1 kits. This action enables the program to procure the 13 Lot 2 kits upon MS C approval. The Lot 2 kits will be ready for installation upon completion of the Lot 1 kits. - CWB replacements will resume in 2026 with the procurement of 2 kits for installation in 2028. The contract supporting CWB procurement and installation will award in May 2026. - NP2000 8-Bladed Propeller completed installations on 90 C-130H aircraft in June 2025. The 2026 funding supports Interim Contractor Support for this modification.
