Description
Description — Advanced Pilot Training T-7A
The Advanced Pilot Training (APT)/ T-7A Red Hawk program will replace the Air Education Training Commands (AETC) aging T-38C fleet with new aircraft, Ground Based Training Systems (simulators, training devices, computer based training systems, academics, etc.), Maintenance Training Systems (which will be procured via a separate contracting action), and support infrastructure currently used in the fighter/bomber advanced Specialized Undergraduate Pilot Training (SUPT) track as well as in the Introduction to Fighter Fundamentals (IFF) program. The APT/T-7A Red Hawk program acquisition strategy was approved by OSD (AT&L) in early FY 2017 (December 2016). The Program completed source selection evaluations and Milestone B in September 2018 and awarded a Fixed Price Incentive Firm Indefinite Delivery /Indefinite Quantity contract to The Boeing Company on 27 September 2018. Critical Design Review was completed in August 2020. Milestone C is currently projected for 2Q FY26 with the first Low-Rate Initial Production deliveries anticipated in 2Q FY27. Funding Contained in this platform's documentation directly aids AETC flying training enterprise to continue its overall pilot production increase to reduce the USAF Pilot Shortage. This requirement supports performance of a full financial audit as required by title 10 U.S.C. Chapter 9A, Sec 240-D. Funding may be used to address Diminishing Manufacturing Sources/Material Shortages (DMSMS) issues. Funding for this exhibit contained in PE 0804701F.
Justification
Justification — Advanced Pilot Training T-7A
FY 2026 will procure Lot 1 aircraft, Ground Based Training System (GBTS), support equipment, interim contractor support, other government costs, and associated support. Interim contractor support is a priced contract option for peculiar support which requires activation in FY26 to allow contractor sufficient lead-time to ensure capabilities, processes, and resources are in place to support the delivery of the first production aircraft. FY26 aircraft procurement quantity reduced from 23 to 14 due to a Milestone C shift to FY2026 and the adoption of a new acquisition strategy, including a phased Milestone C approach to expedite the completion of the EMD phase and support production efforts.
