Description — FAMILY OF PERSISTENT SURVEILLANCE CAP.
Persistent Surveillance Systems - Tethered (PSS-T) is a highly persistent and flexible multi-sensor information collection platform that integrates with other aerial and unattended ground sensor systems to provide slew-to-cue capability. The PSS-T retains medium and large aerostat platforms for persistent intelligence, surveillance, and reconnaissance (ISR), information collection, force protection and as a platform for Army Aerial Layer Network Transport. Both medium and large platforms provide 360-degree detection, surveillance, monitoring, and targeting capabilities through real-time full motion video, electro-optic/ infrared (EO/IR) and wide area detection of moving vehicles and dismount targets. Video collected by PSS-T is distributed to the Forward Operating Base and division commander information center as well as to quick reaction forces via Tactical Operations Center (TOC) Extension Kits, providing tactical commanders enhanced battlefield situational awareness. Additionally, it is capable of performing tactical missions with tactical class systems that are smaller in size in comparison to the PSS-T Medium; however, are still part of the PSS-T Family of Systems (FoS) which ranges from tactical class platform aerostat to the Large platform. Large Platform (PTDS, 34M) - The baseline configuration includes the U.S. Army Research Lab's Unattended Transient Acoustic Measurement and Signature INTelligence (MASINT) System (UTAMS) which operationally cues the PSS-T MX series sensors to slew onto a target. The UTAMS is an acoustic sensor design consisting of sensor stations linked via radio to a base station. Each sensor station includes microphone arrays, signal processor, and display. The baseline PSS-T also includes the Tactical Common Data Link (TCDL) transmitter that transmits MX series video stream to ground forces equipped with One System Remote Video Terminal. Expendable-Unattended Ground Sensor (E-UGS) enhances the PSS-T ability to detect enemy vehicle and pedestrian traffic and provides improved situational awareness and facilitates tactical response. PSS-T continues to meet other urgent theater needs through system upgrades: adding High Antennas for Radio Communications (HARC) radio, the PRC-117G wide band radio, Tactical Targeting Network Technology (TTNT), Highband Networking Radio (HNR) as part of the aerial layer network extension architecture; transmitting weather data directly to Air Force Weather Agency (AFWA) via weather relay kits; added dual sensor capability; additional ground moving target indicator STARLite, VISTA radar, and wide area motion imagery (WAMI) Kestrel Block II (KBII) sensors, Persistent Surveillance Systems (PSS) Slew to Cue, coded laser target designation, and Survivability enhancements. Medium Platform (PGSS, 22M, 28M) - The medium platform has been a highly successful example of quickly delivering urgently needed capabilities to the Warfighter at remote forward operating bases (FOBs). PGSS continues to meet other urgent theater needs through system upgrades: adding HARC radio, the PRC-117G wide band radio, Quint Networking Technology (QNT), and micro-Enhanced Position Location Reporting System (EPLRS) as part of the aerial layer network extension architecture; adding dual sensor capability; adding additional VISTA, KBII, and wireless identification sensing platforms (WISP) sensors, PSS Slew to Cue, Precision Fires, coded laser target designation, and Survivability enhancements. Additionally, Expendable-Unattended Ground Sensor (E-UGS) enhances the PGSS ability to detect enemy vehicle and pedestrian traffic and provides improved situational awareness and facilitates tactical response. Other sensors and payloads capabilities include WAMI KBII sensors, MX camera series, and UTAMS. These sensors provide critical long range, multi-sensor imaging and lasing payload options and are utilized on every PSS-T aerostat system. Without these sensors our systems would be designated as Non-Mission Capable (NMC). Reduced operations will result in potential loss of life, serious injury and compromised mission effectiveness due to continued insurgent activities, including Improvised Explosive Device (IED) emplacement, IED networks and other ground-based threats against U.S. and Coalition Forces. Overseas Operations Costs (OOC) funds this requirement in FY 2026.
Justification
Justification — FAMILY OF PERSISTENT SURVEILLANCE CAP.
FY 2026 Base procurement dollars in the amount of $15.382M supports the replacement of realized combat losses due to battle damage in Operation Inherent Resolve: 2 - MX Sensors, 3 - KBIIs and 2 envelopes. Replacements are needed to ensure operations and sustainment of deployed systems in support of combat or direct combat support expenses in support of OIR (Non-Enduring). This is an increase of $2.157 million from the FY 2025 request.
