Description — Network Management Initialization and Services
This funding supports the Army's Next Generation Command Control (NGC2) initiative to modernize the Command and Control (C2) systems Infrastructure Layer to secure battlefield superiority. NGC2 is one of the Army's highest modernization priorities and will enhance the Army's ability to conduct multi-domain operations by integrating advanced technologies, improving interoperability, and increasing the speed and accuracy of decision-making processes. The Network Management Initialization and Services (NMIS) program supports the Army's objective of an integrated Network Operations capability. There are four components to the program: Joint Network Management System (JNMS), B99318, this specific funding supports Joint and Next Generation Command and Control (NGC2) initiatives to modernize Command and Control (C2) systems. The JNMS project provides training and logistics activities for Joint Enterprise Network Manager (JENM) / Joint Network Management Software planning applications and radio planner prototyping efforts, which provide Lower Tactical Tier Network planning, configuration, monitoring and troubleshooting and other Army Capability Manager (ACM) approved applications supporting the Unified Network (UN) and its emerging requirements. JNMS funding provides critical support to all Army warfighting functions Division/Brigade Combat Teams (BCTs), U.S. Army support elements, ITN experimental units, and Security Forces Assistance Brigades (SFABs). Network Management Systems (NMS), BA9312: FY 2025 and beyond Base dollars have been realigned to Networked Radio Planners BU8100 / B98112 funding line. Unified Network Operations (UNO), B99418: This project supports the Army's NGC2 Infrastructure Layer by providing the infrastructure, services and support critical to establishing a unified, network-centric battlefield that empowers commanders with unprecedented situational awareness and control, enabling rapid planning, resource allocation, and execution through robust applications, infrastructure, and resilient communication networks. The Army's NGC2 initiative fundamentally transforms Army operations by moving beyond isolated systems to integrate all warfighting functions - Command and Control (C2), Information Advantage, Movement and Maneuver, Intelligence, Fires, Protection, Sustainment, and Network Operations (NetOps) - into a cohesive ecosystem. This integrated approach empowers commanders with unprecedented situational awareness and control, enabling rapid planning, resource allocation, and execution through robust applications, infrastructure, and resilient communication networks. Built upon a Zero Trust Architecture, NGC2 will continuously verify all users and devices before granting access to resources, minimizing the impact of potential breaches, and ensuring data integrity across the NGC2 environment. Data Products, BA9315: This project supports the NGC2 Infrastructure Layer. Data Products are a critical component in enabling the following 5 capabilities: (1) a converged Mission Command Network that operates seamlessly worldwide in any environment; (2) end-to-end network centric connectivity and interoperability across the Mission Command Network by enforcing and implementing standards-based technologies and providing the device configuration instructions required by digital systems to communicate with each other; (3) the integration of disparate networks/systems capabilities across multiple domains and environments; (4) network resiliency through path diversity and dynamic routing to ensure tactical units can communicate in hostile environments; (5) the planning and initialization of combat systems which enable and/or enhance capabilities such as Command and Control, Common Operational Picture, Long Range Precision Fires, Next Generation Combat Vehicles, Future Vertical Lift, Army Network, Air and Missile Defense, and Soldier Lethality. Justification — Network Management Initialization and Services
FY 2026 funding in the amount of $244.403 million represents Army funding prioritization and consolidation to support the Next Generation Command and Control (NGC2) initiative to modernize command and control (C2) systems. Base procurement dollars supports the following NGC2 Infrastructure Layer efforts: Joint Network Management Systems (JNMS), B99318: FY 2026 Base dollars in the amount of $1.967 million funds Field Support Engineering (FSE) personnel training and logistics to support Soldiers' ability to plan, configure, monitor, manage, and sustain the radio network. JNMS will utilize Network Management Reference Implementation Laboratory (NM RIL) for help desk support, software updates, and software integration onto the deployed hardware platform. Network Management Systems (NMS), BA9312: FY 2025 and beyond Base dollars have been realigned to Networked Radio Planners BU8100 / B98112 funding line. Unified Network Operations (UNO), B99418: FY 2026 Base dollars in the amount of $233.345 million provides soldiers with Army's NGC2 Infrastructure Layer, which deploys, enables and supports critical warfighting functions and network operations capabilities (developed under PE 0604818A / Army Tactical Command & Control Hardware & Software, Project EJ6 and EK9). Includes C2 Infrastructure Program Management / Systems Engineering, C2 Infrastructure Component Hardware, Software Licensing and Support, Software Deployment Platform and Support, and Post Deployment Software Sustainment (PDSS). The NGC2 Infrastructure Layer capabilities will minimize reliance on manual intervention, high-signature infrastructure, and wired connections, maximizing relative decision advantage through a streamlined, low-infrastructure network that delivers crucial information tailored to operational requirements and empowers commanders to right-size data use and accelerate decision-making at all echelons. Data Products, BA9315: FY 2026 Base dollars in the amount of $9.091 million provides government support services, and contractor support services to conduct the activities required to create Data Products in support of the entire Mission Command Network, across multiple software versions, to include current baselines, baselines in sustainment, and emerging or future baselines. Data Products are a vital element to achieve multiple objectives within the Army by enabling Command and Control (C2) capabilities in support of Army 2030/2040 initiatives, Network modernization and experimentation, and the 2024 Army Force Structure Transformation Initiative. Data Products are created in accordance with HQ DA G3/5/7 priorities, stakeholder requirements, and other top Army priorities for deployment, training, and reset. Additionally, Data Products dollars also fund continual modernization of Automated Initialization Manager (AIM) and Initialization Tool Suite (ITS) to integrate new or emerging requirements and capabilities, update training, and provide technical support of the entire Data Product portfolio. AIM is the tool utilized to create and manage Data Products while the ITS capability allows Soldiers the necessary flexibility to customize the Data Product to meet Commander's intent or mission requirements. Historical trends show growth in Data Product requirements, complexity, and quantity as the Mission Command Network continues to evolve. Data Products are an essential part in achieving interoperability across multiple domains, environments, disparate networks/systems capabilities, enabling tactical digital messaging such as Variable Messaging Format (VMF), enabling and informing the Common Operational Picture (COP) and other automated C2 functions. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
