Description

Description Installation Info Infrastructure Mod Program

This funding enables the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems. This funding line is in support of Army 2030/2040 efforts and is a key enabler of the HQDA G6 Infrastructure modernization priorities to achieve an Army Global Unified Network (Army's Software Defined Network (SDN) Solution), Global Secure Network (GSN), and Unified Network (UN) utilizing Zero Trust based principles. This infrastructure supports the Army Unified Network Plan for 2030 by synchronizing multiple efforts and leveraging emerging technologies that allow secure global transport of extensive amounts of data from home stations throughout the Department of Defense Information Network-Army. The Enterprise Transport Modernization (ETM) Program approved in 2024, provides a comprehensive approach to lifecycle network modernization for the U.S. Army's telecommunications infrastructure to support Multi-Domain Operations (MDO) and enhance Mission Command from Afar across all components, Active Army, Army National Guard, and Army Reserve. ETM consists of four key capabilities: Installation Campus Area Network (ICAN) Modernization, Inside Plant (ISP), Outside Plant (OSP), and Army Enterprise Transport (AET). ICAN Modernization includes upgrading network equipment such as switches, routers, and fiber optic cables to provide robust Internet Protocol (IP) connectivity across Army installations. ISP and OSP efforts modernize internal infrastructure (e.g., racks, power, HVAC) and external infrastructure (e.g., fiber optic cabling) to ensure secure, reliable connectivity. Last, AET serves as the Army's Gateway to enhance connection between local users and the Department of Defense Information Network (DODIN-A) Wide Area Network (WAN). Note: On previous years' P-forms, AET was referred to as Technical Control Facilities (TCF). ETM provides the necessary network infrastructure to enable Unified Capabilities (UC), Unified Network Operations (UNO) Installation Infrastructure, Joint Information Environment (JIE), Synthetic Training Environments (STE), and decommissions outdated systems such as Time Division Multiplexers (TDM) to ensure the Army's communication systems meets modern operational demands securely. Modernizing the Army's telecommunications infrastructure will enable a Unified Network to support a range of critical capabilities, including a Global Secure Network (GSN), cloud-based services, and large-scale communications systems. The goal is to reduce management and maintenance costs, improve the Army's operational efficiency, and increase the reliability and security of Army communications, both within the continental United States (CONUS) and Outside the Continental United States (OCONUS). These efforts align with the broader strategic Army Global Unified Network (AGUN) effort, Cryptographic Hardware Modernization, and efforts to support mobility and wireless communications. The ETM program represents a critical investment in enabling the Army to remain agile, secure, and capable of executing multi-domain operations effectively. B00540 / I3MP-SWA: I3MP-SWA delivers comprehensive lifecycle network modernization to refresh the existing legacy network's infrastructure, voice, video, data, and Mission Command from Afar capabilities. I3MP-SWA delivers capabilities associated with the Global Secure Network (GSN), including Secure-Consolidated Security Suite (S-CSS) hardware & integration, Multiple Independent Levels of Security (MILS) hardware and integration, and End User Devices (EUDs). I3MP-SWA delivers capabilities associated with Army Global Unified Network (AGUN) (Army's SDN Solution), including Consolidated Security Suite (CSS) hardware and integration, SDLAN hardware and integration, and SDN device provisioning. BU0510 / I3MP-Europe: I3MP-Europe delivers comprehensive lifecycle network modernization to refresh the existing legacy network's infrastructure, voice, video, data, and Mission Command from Afar capabilities. I3MP-Europe delivers capabilities associated with the GSN, including S-CSS hardware & integration, MILS hardware and integration, and EUDs. I3MP-Europe delivers capabilities associated with AGUN (Army's SDN Solution), including CSS hardware and integration, SD-LAN hardware and integration, and SDN device provisioning. Overseas Operation Cost (OOC) funds this requirement in FY 2026. BU0520 / I3MP-Pacific: I3MP-Pacific delivers comprehensive lifecycle network modernization to refresh the existing legacy network's infrastructure, voice, video, data, and Mission Command from Afar capabilities. I3MP-Pacific delivers capabilities associated with the GSN, including S-CSS hardware & integration, MILS hardware and integration, and EUDs. I3MP-Pacific delivers capabilities associated with AGUN (Army's SDN Solution), including CSS hardware and integration, SD-LAN hardware and integration, and SDN device provisioning. BU0530 / I3MP-CONUS: I3MP-CONUS delivers comprehensive lifecycle network modernization to refresh the existing legacy network's infrastructure, voice, video, data, and Mission Command from Afar capabilities. I3MP-CONUS delivers capabilities associated with the GSN, including S-CSS hardware & integration, MILS hardware and integration, and EUDs. I3MP-CONUS delivers capabilities associated with AGUN (Army's SDN Solution), including CSS hardware and integration, SD-LAN hardware and integration, UNO Installation Infrastructure, and SDN device provisioning. BU2000 / Terrestrial Transmission (TT): The Terrestrial Transmission program provides hardware modernization for the Army's Special Access Program Enterprise Portal (ASEP). This is a Top Secret / Secured Compartmented Information (TS/ SCI) accredited network supporting operational intelligence and acquisitions for Special Access Programs (SAPs). It also continues the upgrade of power, timing, and alarm systems for the European Transmission Systems. The Army Special Access Program Enterprise Portal (ASEP) is the Army's only Top Secret compartmented wide area network providing a secure communications capability (email, video, teleconferencing, document storage/sharing, voice over internet protocol and instant messaging) for the transmission of highly classified Special Access Required (SAR) information between the Army Operations Center (AOC), the Army staff, Army Commands, Army Service Component Commands, Army SAPs and Army Sensitive Activities (SAs). Overseas Operations Cost (OOC) funds this requirement in FY 2026.

BU0510 / I3MP-Europe: FY 2026 Base procurement dollars in the amount of $22.656 million enables the Project Manager to expand the Army Global Unified Network (AGUN) (Army's SDN Solution) in FY26, capabilities in Europe. Funding provides the hardware and integration for the global orchestrator, regional controllers, Software Defined-Wide Area Network (SD-WAN) Edge sites, Software Defined-Local Area Network (SD-LAN) orchestrator, Next Generation Firewall (NGFW) with Secure Access Service Edge (SASE) capabilities, remote access capabilities, and the cybersecurity accreditation required to achieve Authority to Operate (ATO) associated with the AGUN capability. $1.449 million in Overseas Operation Cost (OOC) funds this requirement in FY 2026. BU0520 / I3MP-Pacific: FY 2026 Base procurement dollars in the amount of $32.781 million enables the Project Manager to expand the AGUN (Army's SDN Solution) in FY 2026, in the Pacific. Funding provides the hardware and integration for the global orchestrator, regional controllers, SD-WAN Edge sites, SD-LAN orchestrator, NGFW with SASE capabilities, remote access capabilities, and the cybersecurity accreditation required to achieve ATO associated with the AGUN capability. Funding will deliver comprehensive lifecycle network modernization (COMPMOD) to multiple locations including Bonifas, Busan Pier 8, Casey, CSOCC-K, K-16 Airbase . BU0530 / I3MP-CONUS: FY 2026 Base procurement dollars in the amount of $380.526 million enables the Project Manager to deliver comprehensive lifecycle network modernization (COMPMOD) to multiple locations including Camp Roberts, SOUTHCOM, Fort Johnson, Fort Irwin, Fort Meade, Aberdeen PG, Corpus Christi AD, Fort Leonard Wood, Picatinny, Fort Detrick, Rock Island, Letterkenny, Carlisle, Presidio, Fort Novosel, RRMC, Tobyhanna AD, Detroit Arsenal, and MOTSU. COMPMOD will modernize, expand, enhance, and upgrade IT infrastructure, IT systems, IT support systems, communications systems, and associated infrastructure, hardware, and software. COMPMOD includes modernizing the Installation Campus Area Network (ICAN) consisting of network equipment (e.g. switches, routers, fiber optic cable, wireless connection devices, copper cable) and associated transport on each Army installation that provides Internet Protocol (IP) connectivity to the users; Inside Plant (ISP), which includes infrastructure modernization (e.g. racks, power & grounding, HVAC, cable management); Outside Plant (OSP), which supports the ICAN's outside portion of the telecommunication infrastructure and includes installing fiber optic cabling and associated accessories between networked buildings; the Army's DODIN-A gateway, which connects local users to the DODIN-A Wide Area Network (WAN); and voice modernization, which includes Voice over Internet Protocol (VoIP) and other voice services to installations and tenants. Additionally, the funding allows the PM to deliver and implement hardware and software for the SIPR-Consolidated Security Suite (S-CSS) capability associated with the Global Secure Network (GSN) nodes at Joint Base Lewis McCord (JBLM) and Fort Bragg; deliver and implement hardware and software for Multiple Independent Levels of Security (MILS) at JBLM and Fort Bragg; deliver and integrate Multi-Site Connectivity (MSC) capability hardware and software forming outlying Army organization connections to the GSN nodes while enabling the divestment of expensive Type 1 NSA encryption devices; and End User Device (EUD) hardware and software for CONUS GSN end users. B00540 / I3MP-SWA: There is no planned FY 2026 funding in the SWA theater. BU2000 / Terrestrial Transmission (TT): FY 2026 Base procurement dollars in the amount of $3.410 million funds hardware modernization for the Army's Special Access Program Enterprise Portal (ASEP). It also funds the upgrade of power, timing, and alarm systems for the European Transmission Systems.
