Description — BASE EMERGENCY COMMUNICATION
This program is included in the OPA Budget Line Consolidation. In FY 2025 the Base Support Communications (BU4160) and Emergency Management Modernization Program (BU8000) programs were consolidated into the Base Emergency Communications (B74000) program. This funding enables the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems. Base Emergency Communications System (BECS) capabilities refer to the standardized suite of capabilities that provide modernization for first responders Command and Control (C2) comprised of: Land Mobile Radio (LMR), Computer Aided Dispatch (CAD), Next Generation 9-1-1 (NG 911), Enterprise Mass Warning Notification (EMWN), and First Responder Broadband Network (FRBN). BECS program modernizes these capabilities at 288 worldwide Installations, Depots, and Activities (I/D/A). The BECs program was established to increase interoperability amongst the capabilities and fielding efficiency. BECS comprises a diverse array of hardware and software components requiring seamless interoperability to ensure efficient and effective operations within the mission and with Mutual Aid Partners including Federal, State, Local, Tribal, and Territorial (FSLTT) dispatch centers. Emergency dispatchers depend on these to receive emergency Calls for Service (CFS), dispatch first responders, create incident records, and manage incidents through resolution and closure to prevent loss of life, minimize injury, and mitigate incidents. B74111 Base Support Communication provides real-time mission-critical voice and data communications for I/D/A first responders (Military Police, Fire Departments, and Emergency Medical), public safety, force protection, homeland security, pre-deployment logistics support, and Installation management missions via the Army LMR network in support of the Army's 2030/2040 objectives. LMR includes network infrastructure, dispatch and management consoles, and portable and mobile radios per the LMR Basis of Issue Plan (BOIP), to ensure synchronized, timely, and effective emergency response. Modernized LMR systems will be interoperable with other BECS capabilities. LMR will transition from stand-alone, to regional, to a centralized interoperable capability in the BECS-enabled public safety communication enterprise architecture with Internet Protocol Infrastructure as mandated by public law 110-283. Centralizing LMR maximizes cost-effectiveness and cyber security. LMR site requirements at each I/D/A vary based on the geography; number of end users, radio frequency towers, mutual aid partners; and Installation dispatch concept of operations. Site specific requirements are determined by government surveys and stakeholders' coordination. B74222 Emergency Management Modernization Program (EM2P) was a single integrated acquisition program for the design, procurement, fielding, new equipment training, and life-cycle management of emergency management capabilities in support of Army Installations. EM2P consisted of Mass Warning and Notification (MWN) technologies, Alert!, Enhanced 911 (E-911), and CAD. Public Safety Answering Point (PSAP) Modernization now encompasses NG-911, CAD, and EMWN capabilities in support of the Army's FY 2030/2040 objectives. PSAP supports procurement of Commercial Off-The-Shelf (COTS) Non-Developmental Items (NDI) to modernize NG-911 infrastructure, CAD, Geospatial Information Systems (GIS), and Location Information Services (LIS) at Army I/D/A worldwide. PSAP includes CAD and associated hardware and software to implement NG-911 call-handling and routing to rapidly location of the emergency. NG-911 is a digital, Internet Protocol (IP)-based system that replaces aged analog 911 infrastructure. It enhances emergency number services by streamlining voice, video, data, and text messages to flow seamlessly to the 911 network. NG-911 also improves PSAP's ability to help manage call overload, natural disasters, and 911 calls transfer based on caller location. NG-911 public laws include: 1. Public Law 110-283, Section 102, directs State and Federal Agencies to migrate to an IP-based emergency infrastructure. 2. Public Law 115-127, known as "Kari's Law Act of 2017," requires multi-line telephone systems to directly dial 911 without having to first dial a code (e.g., #9). 3. Public Law 115-141, Section 506 and H.R. 4986, known as "Ray Baum's Act of 2018," directs Automatic Number Identification (ANI) and Automatic Location Identification (ALI) for all 911 calls. PSAP Modernization is required at 197 I/D/A worldwide (123 in the Americas and 74 OCONUS). Within these locations there are 38 Tier I PSAPs where 911 calls are directly routed to Army I/D/A for response. Implementation of NG-911 entails more than just hardware and software, it requires coordination of a variety of emergency communication capabilities, public safety, legislative and governing entities, and other critical elements. Many states and localities are planning for and transitioning to NG-911. The Army must align PSAP Modernization to support uninterrupted services and meet applicable laws. CAD, an integral part of PSAP Modernization, is a central hub to dispatch, log, and track calls for service. CAD will interoperate with existing Force Protection systems, EMWN, and Law Enforcement authoritative data sources as well as mutual aid partner emergency communications. EMWN is a network-centric, mission-critical C2 capability to produce, disseminate, and track information through network alerts, beacons, Giant Voice, and telephone alerts for at-risk military communities experiencing no-notice threats, hazards, and other emergencies. EMWN is composed of two subsystems: (1) GOVT Alert!, an enterprise cloud-based GOTS system providing timely hazard event notifications to applicable DoD contacts and (2) Giant Voice is a COTS system that provides I/D/A outdoor mass notifications. NG-911, CAD, and EMWN enterprise solutions are required to be interoperable with other BECS capabilities.

This program is included in the OPA Budget Line Consolidation. In FY 2025, this program consolidates the Base Support Communications (BU4160) and Emergency Management Modernization Program (BU8000) programs into the Base Emergency Communications (B74000) program. B74111 Base Support Communication FY 2026 Base procurement funding in the amount of $25.810 million supports LMR Modernization at (1) Sierra Army Depot, CA; (2) Ft. Devens, MA; and (3) Ft. Irwin and National Training Center, CA. This modernization will converge legacy stand-alone LMR systems at each location into a regionalized architecture, provide CAD interoperability for applicable modernized Tier 1 PSAPs, and enable synchronization with FRBN, CAD, NG-911, and EMWN sites where capabilities currently exist. B74222 Emergency Management Modernization Program (EM2P) FY 2026 Base procurement funding in the amount of $24.367 million supports PSAP Modernization and upgrade of I/D/A in the Americas with Tier I PSAPs to ensure critical emergency communications exist and align with state NG-911 migration efforts and to meet policy and statutory compliance. Installations include (1) West Point, NY;(2) Ft. Huachuca, AZ; (3) Ft. Hunter Ligget, CA; (4) Red River Army Depot, TX; (5) Pine Bluff Arsenal, AR; (6) Detroit Arsenal, MI; (7) Ft. Eustis, VA; and (8) Ft. Sill, OK. Note: Funding also procures hardware/software and necessary cybersecurity requirements to interoperate and provide secure and reliable digital communications to assist military and civilian emergency personnel with emergency management operations. Hardware and software components include towers, speakers, switches, routers, gateways, and relays that leverage BECS capabilities to modernize and optimize CAD, NG-911, LMR, FRBN, and EMWN for greater interoperability including with multiple mutual aid partners and federal agencies.
