Description
Description — Emergency Management Modernization Program
This program is included in the OPA Budget Line Consolidation. In FY 2025 Base Support Communications (BU4160) and Emergency Management Modernization Program (BU8000) were consolidated into the new Base Emergency Communications (B74000) program. The Emergency Management Modernization Program (EM2P) was a single integrated acquisition program for the design, procurement, fielding, new equipment training, and life-cycle management of emergency management capabilities in support of Army installations, Soldiers and their Families, civilians, and contractors. EM2P provided capabilities that increased situational awareness, decreased response time, and allowed for quicker warning and notification of personnel during the management of an active incident. EM2P consisted of Mass Warning and Notification (MWN) technologies, Alert! Enhanced 911 (E911) solutions, and an enterprise Computer Aided Dispatch (CAD) capability. EM2P now encompasses Next Generation 911 (NG-911), Computer Aided Dispatch (CAD) and Enterprise Mass Warning and Notification (EMWN) capabilities in support of the Army's FY 2030/2040 objectives. This program supports the procurement of Commercial Off-The-Shelf (COTS) Non-developmental Items (NDI) to implement NG-911 infrastructure and Public Safety Answering Point (PSAP) modernization that will be fielded to Army installations worldwide. PSAP includes CAD and associated hardware and software to implement NG-911 call-handling and routing equipment to rapidly identify Geospatial Information Systems (GIS) and Location Information Services (LIS) data. GIS and LIS data is provided when calls are placed enabling resource allocation for rapid response. NG-911 is a digital, internet protocol (IP)-based system that will replace the analog 911 infrastructure that's been in place for decades. It is designed to enhance emergency number services by creating a streamlined system that allows voice, video, data and text messages to flow seamlessly from the public to the 911 network. NG-911 will also improve public safety answering points' ability to help manage call overload, natural disasters, and transfer of 911 calls based on caller location data. The capability is entirely digital, operating on an IP based infrastructure that is mandated by several public laws with key congressional statutes being: 1. Public Law 112-96, Section 158, directs State and Federal Agencies to migrate to an Internet Protocol (IP) based emergency infrastructure. 2. Public Law 115-127, known as "Kari's Law Act of 2017," requires multi-line telephone systems to directly dial 911 without having to first dial a code (e.g., #9). 3. Public Law 115-587, known as "Ray Baum's Act of 2018," directs Automatic Number Identification (ANI) and Automatic Location Identification (ALI) for all 911 calls. The Army has 197 installations worldwide comprised of 123 in the Americas and 74 OCONUS where NG-911 Infrastructure and PSAP modernization will be required. Within these locations the Army possesses 38 Tier I PSAPs where 911 calls are directly routed to Army installations for processing and resource allocation. The implementation of NG-911 involves much more than just new computer hardware and software, it requires the coordination of a variety of emergency communication capabilities, public safety, legislative and governing entities, and other critical elements. Many states and localities are planning for and making the transition to NG-911 now. The Army must align its efforts to switch from an analog to IP infrastructure to allow for continued services that remain uninterrupted and meet the laws identified. CAD is a system used by dispatchers and first responders to log, track, dispatch, and assign calls for service and is an integral part of PSAP Modernization, is a central hub capable of dispatching law enforcement/fire/medical services. CAD will interoperate with existing Army Force Protection systems, EMWN via Giant Voice Technology, and Law Enforcement (LE) authoritative data sources as well as mutual aid partner emergency communications capabilities. CAD is a technical software/hardware system which assists dispatchers, call- takers, and 911 operators in tracking, monitoring, and rapid dispatching of first responders using GIS/ LIS technology and pre-programmed protocols to quickly get the nearest responders to critical incidents, while maintaining records of these responses. EMWN is a network-centric, mission critical command & control system that provides the capability to produce, track, and disseminate information through network alerts, beacons, Giant Voice, and telephone alerts for at-risk military communities experiencing no-notice threats, hazards, and other emergencies. The EMWN system is composed of two subsystems: (1) GOVT Alert! is an enterprise cloud-based Government-off-the-shelf (GOTS) system that provides timely hazard event notifications to pre-determined DoD contacts and (2) Giant Voice is a commercial-off-the-shelf (COTS) system that provides DoD installations outdoor mass notifications. NG-911, CAD and EMWN are required to be an enterprise solution and must be interoperable with other Base Emergency Communications System (BECS) capabilities, which include Land Mobile Radio (LMR) and the First Responder Broadband Network (FRBN).

This program is included in the OPA Budget Line Consolidation. In FY 2025 Base Support Communications (BU4160) and Emergency Management Modernization Program (BU8000) were consolidated into the new Base Emergency Communications (B74000) program. Note: Funding will also procure the hardware/software along with necessary cybersecurity requirements to interoperate and provide secure and reliable digital communications to assist military and civilian emergency personnel with emergency management operations. Hardware and software components include towers, speakers, switches, routers and relays and leverages BECS capabilities to modernize and optimize CAD, NG-911, LMR, FRBN, and EMWN for interoperability with multiple mutual aid partners and federal agencies.
