Description
Description — COLLECTION CAPABILITY
The Collection Capability (CC) consists of the Next Generation Biometric Collection Capability (NXGBCC) program and the Counterintelligence (CI) / Human Intelligence (HUMINT) Equipment Program - Army (CIHEP-A). The Next Generation Biometric Collection Capability (NXGBCC) program will procure, test, field, and sustain biometric collection devices to support Army force protection and identity intelligence operations. NXGBCC is the replacement for the current Biometric Automated Toolset-Army (BAT-A) program of record that is reaching obsolescence. The program will leverage commercial technology to provide a software-based solution to collect, submit, and match face, finger, iris, and voice biometric modalities. NXGBCC is a key enabler for joint forces to conduct force protection and identity intelligence activities including identification of combatants, management of enemy prisoners of war, and to account for detainees, displaced persons, and refugees during Large Scale Combat Operations. The Counterintelligence (CI) / Human Intelligence (HUMINT) Equipment Program - Army (CIHEP-A) will provide CI and HUMINT collectors a full set of expeditionary capabilities to answer Commanders' intelligence requirements and protect the force. CIHEP-A is intended to be a scalable and modular equipping program which includes but is not limited to: Computing systems from the Joint common hardware Mounted Family of Computer Systems; Capability to connect to/utilize alternate sources of power; Communications package that provides Beyond Line of Sight systems; Mission support package that enables management of teams, and downward reinforcement of teams with advanced collection and security equipment; and Team support package that provides CI and HUMINT teams with required capabilities to conduct their respective functions. This program is included in the OPA Budget Line Consolidation. This line transfers funding from the Biometric Tactical Collection Devices (BK5300) and CI AND HUMINT Intelligence (HUMINT) Capabilities (B75200).
Justification
Justification — COLLECTION CAPABILITY
NXGBCC - FY 2026 base procurement dollars in the amount of $0.840 million supports deploying, training, and fielding of Next Generation Biometric Collection Capability (NXGBCC). This funding also supports the procurement of 27 devices. CIHEP -A - FY 2026 base procurement dollars in the amount of $2.095 million supports the procurement of 28 kits comprised of Commercial off the Shelf (COTS) and Government off the Shelf (GOTS) components for fielding. This program is included in the OPA Budget Line Consolidation. In FY 2025, the CI/HUMINT EQUIPMENT PROGRAM-ARMY (CIHEP-A) (B75200) and BIOMETRICS AUTOMATED TOOLSET - ARMY (BAT-A) (BK5300) were consolidated into the COLLECTION CAPABILITY (B87000) program. In accordance with section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110 - 181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
