Description — AIR & MSL Defense Planning & Control Sys
This funding line supports the Air and Missile Defense, Army Modernization Priorities. The Air Missile Defense Planning and Control System (AMDPCS) provides integration of air and missile defense operations at all echelons. AMDPCS is comprised of the following major subsystems: Air Missile Defense Work Station (AMDWS) ensures updated interfaces for interoperability between Air Defense and the rest of the force, allowing the Commander the visibility and situational understanding of the airspace; other tools in AMDWS affords Soldiers horizontal and vertical collaborative planning with adjacent units. Common Data Link Interface-Module (CDLI-M) serves as a joint tactical data-link gateway/air picture. Forward Area Air Defense (FAAD), correlates the joint and local air picture and when displayed on AMDWS, provides a near real time, three-dimensional air picture for the Commander. Joint Tactical Terminal (JTT) provides Soldiers Theater Ballistic Missile (TBM) early warning allowing them to take appropriate actions. AMDPCS are currently fielded to Army Air and Missile Defense Commands (AAMDC), Air Defense Artillery Brigades, (ADA BDE), Air and Missile Defense Battalions (AMD BN) and Terminal High Altitude Area Defense Batteries (THAAD BTRY). Air Defense Airspace Management (ADAM), a variant of AMDPCS, are fielded to Corps, Divisions, Brigade Combat Teams (BCTs) and multi-functional support brigades. As part of the capability and technology reuse, AMDWS external interfaces are being leveraged by Integrated Battle Command System (IBCS) to avoid redevelopment of existing capabilities. AMDWS and FAAD are core components of the Air and Missile Defense system-of-systems currently deployed in combat zones. The Approved Acquisition Objective (AAO) for AMDPCS shelter systems is 503. FY 2026 Base procurement dollars support Maneuver Short Range Air Defense (M-SHORAD) Battalions and Grow the Army (GTA) requirements.
Justification
Justification — AIR & MSL Defense Planning & Control Sys
FY 2026 Base procurement dollars in the amount of $33.103 million procures the following AMDPCS shelters: one (1) AMDPCS-B shelter system, two (2) Air Battle Management Operations Centers (ABMOCs) shelters, and one (1) Sensor C2 Node shelter for Army National Guard M-SHORAD Battalions. Base dollars also procure net ready hardware for five (5) AMDPCS-A & B shelter systems, fourteen (14) ADAM shelters in conjunction with Engineering Change Proposals (ECPs) and Modification Work Orders (MWOs), and 228 AMDPCS workstations and associated software and support (AMDWS, FAAD and CDLI-M) for AMDPCS shelter systems. Finally, these procurement dollars include program management, shipping/fielding costs, and New Equipment Training (NET). In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing the military support to civil authorities. Decrease from FY 2025 to FY 2026 reflects a reduction in AMDPCS shelter procurement quantity.
