Description — COUNTER SMALL UNMANNED AERIAL SYSTEM INTERCEPT

This funding line provides support to the Air and Missile Defense Army Modernization Priority. Interceptors, such as the Coyote kinetic and non-kinetic interceptors, are key components of the Counter-small Unmanned Aircraft Systems (C-sUAS) system-of-systems. C-sUAS was initiated in JUN 2016 in response to Joint Urgent Operational Need (JUON) CC-0558, to detect, track, classify, evaluate, and defeat Groups 1 and 2 UAS threats. On 19 NOV 2021, the Army Requirements Oversight Council approved C-sUAS Capability Development Document (CDD) Increment 1 for a C-sUAS capability at Operational Divisions (now C-UAS Batteries). On 1 FEB 2022, the Chief of Staff of the Army (CSA) accelerated C-sUAS procurement into FY 2022 (from FY 2023) and specified the systems and quantities for each battery. This CSA guidance was documented in a 2 FEB 2022 Department of the Army Military Operations Fires Division (DAMO-Fires) memorandum; Coyote is one of the systems designated by the CSA. In a 30 MAR 2022 Acquisition Decision Memorandum (ADM), the Army Acquisition Executive (AAE) authorized use of the Major Capability Acquisition (MCA) pathway for five separate Acquisition Category III programs, including Coyote, to meet the C-sUAS CDD requirements. Following an 8 MAY 2024 program initiation briefing to the Milestone Decision Authority, the Coyote program was approved for entry into the MCA pathway at post-Full Rate Production (FRP). The Coyote is a ground-launched, radar-guided interceptor (kinetic and non-kinetic variants), designed to defeat Groups 1-3 UAS threats. The kinetic variant has a turbine engine, forward-firing warhead, and on-board radio frequency seeker, which provides high speed and maneuverability against Groups 1-3 UAS threats. The non-kinetic variant is designed to defeat multiple Groups 1 & 2 UAS threats during a single engagement. The Coyote system includes the interceptor and launcher, configured for expeditionary and mobile platforms. Prior C-sUAS Intercept procurement funding resides in line items 0173BZ0501 (Indirect Fire Protection Family of Systems) and 0219AD0500 (Counter-small Unmanned Aerial System). FY 2026 funding was transferred from Budget Activity (BA) 2, C82200 COUNTER SMALL UNMANNED AERIAL SYSTEM INTERCEPT to OTHER PROCUREMENT, ARMY (OPA) BA 6, I24000 COUNTER-SMALL UNMANNED AERIAL SYSTEM (C-SUAS) in support of Agile Portfolio Management.
