Description — Information Systems
All Information Technology (IT) procurements consist of Commercial-off-the-Shelf COTS solutions; all quantities and unit costs vary by project, system configuration, and site. This program provides engineering, quality assurance, and IT infrastructure (common user voice, data, audio/visual systems and networks) in support of Military Construction Army (MCA) and Sustainment, Restoration, and Modernization (SRM) projects. It supplies non-tactical telecommunications equipment and engineering services for Army base operations. When required due to MCA or SRM projects, this program provides upgrades to regional or Theater IT infrastructure, as well as physical plant infrastructure that directly support those IT assets. This program delivers standardized operational processes and procedures, providing the Army with consistent integration, synchronization, and delivery of voice, data, imagery, applications, and network capabilities down to the individuals in both the operating force and generating force Army- wide. In conjunction with MCA or SRM projects, this program also provides funding for organization-specific command and control IT requirements necessary to equip a new or modernized facility to a mission- ready state ahead of the physical relocation of the occupant organization. PROPONENT/MISSION IT-MCA/PHYSICAL RELOCATION (B31510): This program funds organization-specific mission unique command and control IT requirements necessary to relocate and equip an organization in conjunction with MCA or SRM projects. These may include specific IT requirements to facilitate connectivity from building infrastructure to end user equipment, items for classrooms, computers, teleconferencing systems, display/knowledge walls, telephone equipment, and other mission partner or above SIPR networks. This program consolidates individual organizational requirements to provide a deliberate planned programmatic approach to procure mission essential IT equipment and includes the following large-scale projects. INTELLIGENCE & SECURITY COMMAND (INSCOM): This provides for mission unique IT equipment supporting the renovation of the Nolan Building Phase IV at Fort Belvoir, Virginia to provide Sensitive Compartmented Information Facility (SCIF) space for INSCOM HQ, Military Intelligence Readiness Command (MIRC), and the 1st Intelligence Operations (IO) Command. The renovation will include specialized operations space, equipment storage, classrooms, conference rooms, office and admin support, MIRC visitor control and SCIF entry port area, loading dock and material management areas. US ARMY CYBER COMMAND (ARCYBER): This provides for the IT fit-out of a new Information Systems Facility at Fort Johnson, Louisiana. Additionally provides for Facility Infrastructure-Mission Unique Equipment (FI-MUE) upgrades to ancillary equipment such as Heating, Ventilation, and Air Conditioning (HVAC), Computer Room Air Conditioning (CRAC), Uninterruptible Power Supply (UPS) equipment, generators, and other power sources required to support operational NETCOM-owned IT that supports installation-wide voice and data network services worldwide. US ARMY MATERIEL COMMAND (AMC): This provides for mission unique IT equipment supporting the Army Materiel Command's (AMC) scheduled construction of a Powertrain Facility at Corpus Christi Army Depot in Texas, Barracks, Child Development Centers, Fire Stations, and Physical Fitness Centers across the Army. These projects support base operations, critical infrastructure, Soldier and family wellness, and the Army's Organic Industrial Base, generating readiness and operational capability. US FORCES KOREA COMMAND (USFK): This provides for mission unique IT equipment requirements supporting the Command and Control Facility at Command Post Theater Air Naval Ground Operations (CP TANGO), Republic of South Korea. This funding supports specific IT requirements to provide state-of-the-art training and infrastructure, responsive quality of life programs, and fully capable mobilization and deployment operations. US ARMY PACIFIC COMMAND (USARPAC): This provides for the mission unique IT requirements for Multi-Domain Task Force facilities at Helemano Military Reservation, Hawaii. This funding will support specific IT requirements to provide state-of-the-art infrastructure to enable training, mobilization and deployment operations. US ARMY MILITARY ACADEMY (USMA): This provides for mission-unique IT equipment supporting the Academic Building Upgrade Program (ABUP). The US Military Academy Cyber & Engineering Center (CEAC) is an educational facility that will house the engineering laboratory functions of the Departments of Civil & Mechanical Engineering, Electrical Engineering & Computer Science, and Systems Engineering together under one roof. Cullum Hall will provide modernization for Cadet Clubs and will serve as the new home for the USMA archives. Lincoln Hall modernization will house the Directorate for Admissions, the USMA Staff Judge Advocate, Audio, Visual and Media support, and the Cadet Store. Building 606/Math & Systems Engineering Center will become the new Math and Systems Engineering Center (MSEC), which will serve as the new home for the Departments of Mathematical Sciences and Systems Engineering and feature classrooms and collaborative spaces. These upgrades will allow USMA to realize new and innovative ways to deliver programs and facilitate intellectual development on levels that are commensurate with, or ahead of, peer institutions. INFORMATION SYSTEMS (MCA SUPPORT) (BB1400): This program provides the worldwide IT infrastructure requirements for common user voice and data in support of the MCA Program. It supplies non-tactical information systems equipment and services in support of Army base operations, Unified Capabilities, common user, and physical plant infrastructure to support IT assets. It provides standardized operational processes and procedures, enabling the Army consistent integration, synchronization, and delivery of voice, data, imagery, applications, and network capabilities down to the individuals in both the operating force and generating force Army-wide. INFORMATION SYSTEMS (CONUS/WESTERN HEM) (BB8700): This program provides the worldwide IT infrastructure requirements for common user voice and data in support of the SRM Program. It supplies non-tactical information systems equipment and services in support of Army base operations, Unified Capabilities, common user, and physical plant infrastructure that supports IT assets. It provides standardized operational processes and procedures, enabling the consistent integration, synchronization, and delivery of voice, data, imagery, applications, and network capabilities down to the individuals in both the operating force and generating force Army-wide. In accordance with Section 1815 of FY 2008 National Defense Authorization Act (P.L. 110-181), these items are necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.

PROPONENT/MISSION IT-MCA/PHYSICAL RELOCATION (B31510): FY 2026 procurement dollars in the amount of $162.297 million support PROPONENT/MISSION IT-MCA/PHYSICAL RELOCATION with procurement of commercial-off-the-shelf (COTS) end-user devices (including telephones, soft phones, computing devices), associated licensing, secure data switches and gateways for classified and unclassified connectivity. It also supports information systems for classrooms, computers for traditional business users and Warfighters, teleconferencing systems, display/knowledge walls, secure telephone equipment, and physical plant infrastructure to support those information system assets. Procurements include network infrastructure engineering, acquisition, installation, security, and quality assurance to support the planning, design, implementation, and completion of a multitude of MCA and SRM projects. Installation of the Mission Unique Equipment (MUE)/end user equipment is dependent upon construction timelines as it is the final phase of an MCA or SRM project. MUE is required to ensure new/renovated buildings are complete and usable, mission capable and ready for unit/Soldier occupancy. Specific breakdown of Base projects listed below: FY 2026 Base procurement dollars in the amount of $2.470 million supports INSCOM MUE such as switches, virtual desktop systems, computers, monitors, hard and soft phones, printers, large screen displays, cameras, video codecs, microphones, speakers, and other supporting IT equipment. FY 2026 Base procurement dollars in the amount of $149.673 million supports ARCYBER MUE such as routers, switches, virtual desktop systems, computers, data storage, hard and soft phones, cabling, cameras, sound and video mixers, display panels, speakers, and other IT equipment. FY 2026 Base procurement dollars in the amount of $0.344 million supports AMC MUE such as switches, virtual desktop systems, computers, data storage, phones, cabling, cameras, sound and video mixers, display panels, speakers, and other IT equipment. FY 2026 Base procurement dollars in the amount of $1.408 million supports USFK MUE such as routers, switches, virtual desktop systems, computers, data storage, hard and soft phones, cabling, cameras, sound and video mixers, display panels, speakers, and other IT equipment. FY 2026 Base procurement dollars in the amount of $3.166 million supports USARPAC MUE such as switches, virtual desktop systems, computers, hard and soft phones, cabling, cameras, sound and video mixers, display panels, speakers, and other supporting IT equipment. FY 2026 Base procurement dollars in the amount of $5.236 million supports USMA MUE such as routers, switches, computers, phones, cabling, cameras, sound and video mixers, display panels, speakers, and other IT equipment. INFORMATION SYSTEMS (MCA SUPPORT) (BB1400): FY 2026 Base procurement dollars in the amount of $46.770 million supports IT infrastructure such as Unified Capability systems, voice/data switches, common user network transport infrastructure, end-user instruments (including telephones, soft phones, and computing devices), associated licensing, secure data switches, and gateways for classified network connectivity. This funding also procures the network infrastructure engineering, acquisition, installation, security, and quality assurance to support the planning, design, and implementation of IT requirements associated with MCA projects. Funding is required to ensure that these projects have all necessary IT infrastructure and equipment to make the facility fully usable. FY 2026 Base procurement dollars in the amount of $46.770 million supports Active Army, Army Reserves, and Army National Guard with common user NIPRNet, SIPRNet, other IT services and equipment. INFORMATION SYSTEMS (CONUS/WESTERN HEM) (BB8700): FY 2026 Base procurement dollars in the amount of $0.311 million supports SRM projects with Unified Capability switches; common user network transport infrastructure; end-user instruments which include telephones, soft phones, computing devices as well as associated licensing; secure data switches and gateways and for classified network connectivity. This funding also procures the network infrastructure engineering, acquisition, installation, security, and quality assurance to support the planning, design, and implementation of Information Systems requirements. This program ensures these projects have all necessary IT infrastructure and equipment to make the facility fully usable.
