Description — COTS Communications Equipment
This funding supports the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. BU8100 COTS Communication Equipment (CE) is the Parent Line to Low Cost Tactical Radio Replacement (B08105), Tactical Communications Components (B08111), Communication Gateways (B98111), Networked Radios Planner (B98112), Cross Domain Solution PEO C3T (B98113), Contingency Communications (B98115), High Frequency (HF) Radios (B98120), and Small Unit Locator and Evader Locator Communications (B98121). COTS CE procures non-developmental items (NDI) and services in support of the Army's Network Modernization Strategy by providing interoperability and continuity through the procurement of tactical communication enhancement equipment, ancillaries, and related services. Components supported under COTS CE include but are not limited to: HF radios (TOC, Vehicular and Dismount), Link 16 radios, communication gateways, line-of-sight (LOS) radios, beyond line-of-sight (BLOS) radios and radio gateway tactical integration kits. These items provide resilient software-defined communication systems and operational utility and adaptability through simplified and protected communications and are enablers to the Integrated Tactical Network Capability Set (CS) fielding concept in support of the Army Network Modernization Strategy. The Integrated Tactical Network (ITN) family of radios capability fills critical communications gaps and allows the Army to pivot strategically to changes in combatant environments. ITN provides assured tactical network transport; reduced complexity; security requirements; reduced cost, and Size, Weight and Power (SWaP) for dismounted soldiers; Secure but Unclassified-Encrypted (SBU-E) network; expeditionary command posts not reliant upon mounted assets; and simplified and reduced NetOps toolset capability. Low Cost Tactical Radio Replacement (LCTRR) (B08105) supports the replacement and modernization of legacy Single Channel Ground and Airborne Radio System (SINCGARS) to address emerging threats and meet National Security Agency (NSA)/Office of Secretary Defense mandated cryptographic modernization requirements. LCTRR's Non-Developmental Item (NDI) radio solution, the Combat Net Radio (CNR), is critical to meeting SINCGARS Modernization for the ARMY and provides resilient and secured communications for Army ground forces to conduct Multi-Domain Operations (MDO) over extended mission ranges. Capabilities will provide reliable, secure, and easily maintained long distance, fixed, on the move, ground-to-air communications, and modernizes Communications Security (COMSEC). Tactical Communications Components (B08111) provide for several communication components in support of the ITN which integrates the Army's current tactical applications, services and communications with commercial network components and transport capabilities to form a more flexible, resilient network environment for tactical warfighting with joint and coalition partners. Components include but are not limited to: Link 16, LOS, BLOS, and Advanced Networking Waveforms (ANWf) capable radios (e.g. TSM). Tactical Communications Components supports capability set procurements, platform integration and fielding. Communication Gateways (B98111) provide critical voice and data communication bridging across multiple echelons. The Link 16 Gateway is a rapidly deployable Air/Ground LOS and satellite communication (SATCOM) system. Radio gateway tactical integration kits are for routing and switching between various waveforms. Gateway functions in Tactical Operations Centers. The communication gateways support capability set procurements, platform integration and fielding. The Networked Radios Planner (NRP) (B98112) delivers the Ruggedized Applications Platform - Tactical Radios (RAP-TR) hardware platform and integrated software applications, enabling Network Operations (NetOps) in support of the Army's family of tactical radios. These capabilities provide critical support for Tactical Radio planning, management, and provisioning. Additionally, RAP-TR enables the management and monitoring of the Tactical Radio Integration Kit and ensures compliance with Crypto Modernization requirements. RAP-TR provides NetOps functionality, including the planning, management, monitoring, loading, and configuration of Software-Defined Radios and waveforms. This project supports the Army's Command Control (C2) Applications strategy. Cross Domain Solution (CDS) (B98113): This project supports the infrastructure layer of the Army's Command and Control (C2) Architecture. CDS is an integrated information assurance system composed of specialized software and hardware that is designed to enforce domain separation. It typically includes some form of content filtering, which is used to designate information that is unauthorized for transfer between security domains or levels of classification. This could be between different military divisions, intelligence agencies, or other operations that critically depend on the timely sharing of potentially sensitive information. CDS is a core enabler of the Mission Partner Environment (MPE) and configuration set capability. Contingency Communications (B98115) Procures, integrates, and fields assured multi-path communications for senior Department of Defense leaders while traveling in different platforms. Integration of commercial off-the-shelf (COTS) SATCOM/Cellular Internet communications to enable secure communications and TS/SCI voice teleconferences. HF Radios (B98120) support the long distance, wide area voice and data communications for ground, air-to-ground, and fixed position mission command while at the halt or on the move. HF can augment or replace SATCOM in operational environments where SATCOM is degraded or denied. The existing COTS NDI radios are used to perform a technology refresh of the current HF Radio/Transmitter (R/T) to mitigate crypto-modernization and obsolescence issues.

This funding supports the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems. FY 2026 Base procurement dollars in the amount of $207.402 million procures equipment in support of Low Cost Tactical Radio Replacement (B08105), Tactical Communications Components (B08111), Communication Gateways (B98111), Networked Radios Planner (B98112), Cross Domain Solution PEO C3T (B98113), Contingency Communications (B98115), and High Frequency (HF) Radios (B98120), in accordance with Army's Command Control (C2) Radios, Infrastructure, and Applications strategy. Low Cost Tactical Radio Replacement (B08105) FY 2026 Base procurement dollars in the amount of $78.035 million supports the procurement of Low Cost Tactical Radio Replacement (Combat Net Radio (CNR)) hardware, data, non-recurring integration, depot facilitization, logistics support, risk management framework (RMF) support, fielding and SEPM. Tactical Communications Components (B08111) FY 2026 Base procurement dollars in the amount of $13.872 million supports NGC2 integration efforts. Communication Gateways (B98111) FY 2026 Base procurement dollars in the amount of $11.215 million supports NGC2 integration efforts. Networked Radios Planner (B98112) FY 2026 Base procurement dollars in the amount of $16.043 million in procurement and fielding of Ruggedized Applications Platform - Tactical Radios (RAP-TR) hardware, software licenses and support, and spares. Additionally, funds will support program management and systems engineering, integration and testing, depot, help desk and logistics /training support activities. The RAP-TR will be fielded in direct alignment with tactical radio fielding requirements to provide the required Network Operations (NetOps) capabilities for planning, management, monitoring, loading, configuration of tactical radios. This Program Element (B98113) supports the Army's Command and Control (C2) Infrastructure strategy. Cross Domain Solution (CDS) FY 2026 funding in the amount of $12.633 million will be used to: procure 88 Non-Developmental Item (NDI) Tactical Cross Domain Solution (TACDS) quantities for fielding (4) Brigade Combat Teams (BCTs) supporting Army's Command and Control (C2) infrastructure and Integrated Tactical Network (ITN) capability updates, spares, and replacement of obsolete quantities that require upgrades to latest version. Funding also supports: TACDS repairs, battery replacement and TACDS license upgrades, Mission Command Support Center (MCSC) CDS hardware tech refresh in support of ongoing Army tactical operations, High Threat Network (HTN) and High Speed Guard (HSG) initial system procurements with license and service agreement purchases, systems engineering to enable ITN and C2 cross functionality and Raise The Bar (RTB) National Security Compliance requirements, and National Cross Domain Strategy & Management Office (NCDSMO) risk assessments. Contingency Communications (B98115) FY 2026 Base procurement dollars in the amount of $5.216 million procures Cell and SATCOM services, Spectrum Supportability Risk Assessments (SSRAs), Field Service Representatives (FSR), and SEPM. HF Radios (B98120) FY 2026 Base procurement dollars in the amount of $70.388 million will support the procurement of HF radios, initial spares, fielding, and SEPM.
