Description
Description — Fire Support C2 Family
This funding line supports the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems and directly aligns to the Army Long Range Precision Fires (LRPF) modernization priorities. Fire support is the effect of lethal and non-lethal weapons (fires) that directly support land, maritime, amphibious and special operations forces who engage enemy forces, combat formations and facilities in pursuit of tactical and operational objectives. Fire Support Command and Control (FSC2) systems automate the planning and execution of fire support operations, so appropriate munitions are paired with suitable weapons or group of weapons to adequately cover targets. All three FSC2 programs under this funding line are software only programs executing under Continuous Integration/Continuous Delivery (CI/CD) approach to software development and capability deployment. The CI/CD approach enables incremental capability deliveries to add to value and meet Warfighter needs. B28511 - Joint Targeting Integrated Command and Coordination Suite (JTIC2S) software will provide critical fires/targeting capability for Joint and organic Army fire support management and a Joint fires/targeting common operational picture (COP) for Joint and Coalition partners, as well as at echelon for target development. JTIC2S will replace the fielded legacy Joint Automated Deep Operations Coordination System (JADOCS), which is approaching end of useful life and is facing obsolescence issues due to outdated software architecture and code. It will enable commanders to functionally integrate targeting efforts in a federated method. JTIC2S users at echelon will utilize the functions within the software for a synchronized targeting tactical picture with Army and Joint Fires COP to support Joint All Domain Command and Control and Multi Domain Operations (MDO) against a near-peer adversary. JTIC2S development efforts began in FY2024 and provides leave behind working software for select units at Division and above for DEVSECOPS and soldier feedback to shape design and functionality. B28620 - Advanced Field Artillery Tactical Data System (AFATDS) provides the Army and Marine Corps automated fire support command, control and communications and supports Hypersonic and LRPF capabilities by 1) serving as the key sensor-to-shooter link for the Army and Marine Corps; and 2) providing fully automated support for planning, coordinating, controlling and executing fires and effects. The LRPF capabilities include Extended Range Guided Multiple Launch Rocket System (ER-GMLRS), Precision Strike Missile System (PrSM), Joint Targeting support to MDO, and emerging sensor-to-shooter initiatives. AFATDS is used to plan, execute, and deliver lethal and non-lethal effects and provides Joint/Coalition Situational Awareness for fires execution and mission management. The system interoperates and integrates with over 80 different battlefield systems, including Navy and Air Force command and control weapons systems. As a member of the Artillery System Cooperation Agreement (ASCA), AFATDS is interoperable with 17 coalition partner nation fire support C2 systems. The program is currently fielding the AFATDS 6.8 baseline, which automates the planning, coordination, and control of all fire support assets (field artillery, mortars, close air support, naval gunfire, attack helicopters, offensive electronic warfare, fire support meteorological systems, forward observers, and fire support radars). AFATDS modernization efforts are executed under the auspices of Artillery Execution Suites (AXS) utilizing a data centric model postured for deployment to a variety of hosting environments (e.g., cloud, laptop, tables, server), setting conditions for C2 application strategy implementation. AXS software development provides leave behind working software to select units at multiple echelons for DEVSECOPS and soldier feedback shaping software design and functionality. BZ9851 - Precision Fires-Dismounted/Mounted (PF-D/M) provides the dismounted and mounted Forward Observer (FO) and Fire Support Teams (FISTs) the ability to execute fire missions. PF-D is a software application operating on the Nett Warrior End User Device (EUD) that provides the dismounted FO and FISTs the ability and functionality to locate ground targets accurately and rapidly process a Call for Fires, which is the act of requesting a fire mission against the identified ground target. PF-D answers the Mobile/Handheld Computing Environment requirement that all handheld applications reside on the Nett Warrior EUD. PF-M replaces the Lightweight Forward Entry Device's (LFED) Forward Observer Software (FOS) at the maneuver company FIST, allowing them to identify ground targets and request fire missions. PF-M answers the Mounted Computing Environment (MCE) requirement to reside on the Mounted Family of Computing Systems (MFoCS).

FY 2026 Base procurement dollars in the amount of $3.389 million supports the following efforts: B28511 JTIC2S base procurement funding in FY 2026 and beyond was realigned to Line BA9301 Network Management Initialization and Services, Item Number B99418 Unified Network Operations, in support of the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems. This capability, along with its resources and requirement will transition under the overarching NGC2 capability to eliminate stove-piping, reduce duplication of effort, and provide capability within a single NGC2 core architecture B28620 AFATDS base procurement funding in FY 2026 and beyond was realigned to Line BA9301 Network Management Initialization and Services, Item Number B99418 Unified Network Operations, in support of the Army's NGC2 initiative to modernize C2 systems. This capability, along with its resources and requirement will transition under the overarching NGC2 capability to eliminate stove-piping, reduce duplication of effort, and provide capability within a single NGC2 core architecture BZ9851 FY 2026 Base procurement dollars in the amount of $3.389 million will procure PF-D/M ancillary equipment/hardware (consisting of modems, cables and hubs) in support of PF-D/M fielding/training, and Contractor/Matrix PMO support. This funding enables the Army's NGC2 initiative to modernize C2 systems. In accordance with section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110 - 181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
