Description
Description — Modification Of In Svc Equip
This budget line funds Modifications of In-Service Equipment to the Tactical Wheeled Vehicle fleet to include trailers and enablers. It is used to develop material solutions and also to procure hardware, materials, and the hardware installation cost required to complete the modification. Modifications are performed to correct safety deficiencies; increase mission capabilities and interoperability; extend the useful life; improve supportability; upgrade existing technology; increase efficiency; improve readiness; address obsolescence issues; and to meet new and/or changing statutory and regulatory requirements. By modifying existing equipment, the Army maintains a ready, supportable inventory of equipment that meets current requirements and regulations at a cost considerably below that of buying new equipment. The Joint Light Tactical Vehicle (JLTV) and High Mobility Multi-purpose Vehicle (HMMWV) modifications support safety related efforts associated with vehicle power distribution, fire suppression systems, shelter integration, command and control, anti-lock braking and electronic stability control, hardware obsolescence, and emerging technologies which are addressed through design modifications and/or field retrofits. The JLTV and HMMWV Modification of in-Service Equipment is part of the Army Transformation Initiative. The Modification Hardware funding line supports ISV kits, field retrofits, and capability upgrades to support Army's initiative and close capability gaps. Kits can include but not limited to winch, windshield, power, litters and covers. ISV enables infantry squads to operate dispersed and cover greater distances that will achieve positions of advantage and enables platoons and companies to transport and power enabling capabilities at the speeds, distances, and survivability required to support ISV enabled infantry squads. The Family of Heavy Tactical Vehicles (FHTV) line funds M1070A1 tractor to M1300 tractor modifications, consisting of light-weighting the tractor and installing powertrain upgrades. Existing M1070A1 HETS tractors will be modified to M1300 tractors in order to meet the EHETS Capability Development Document (CDD) requirements, achieving a payload capacity of a maximum of 90 tons while maintaining a capacity of 78.5 tons with operational road permits in the European theater of operations. The M1300 will be the designated prime mover for both the M1302 EHETS trailer and the M1311 Medium Equipment Trailer (MET) to transport the heaviest (EHETS Trailer) and the tallest (MET) tracked vehicles. This modification will ensure a flexible theater posture, and freedom of maneuver for joint forces on the current dynamic battlefield. Both the M1300 and M1070A1 configurations allow for the use of the HETS Urban Survivability Kit (HUSK) armored cab. This line also funds modifications for active safety, autonomy, modernization, Modification Work Orders (MWOs), and Predictive Logistics Kits. The Family of Medium Tactical Vehicles (FMTV) modifications supports both retrofit applications, and capability upgrades for multi-mission protected vehicle systems. These modifications to in-service FMTVs develop and procure material solutions to modernize platforms and enhance warfighter capabilities which aligns to the executive order "Modernizing Defense Acquisition and Spurring Innovation in the Defense Industrial Base". Specifically, these upgrades improve system transportation and reduce logistical burden, contributing to critical operational goals for Large Scale Combat Operations (LSCO) and Multi-Domain Operations (MDO). The resulting improvements will enhance vehicle performance in contested environments by reducing engine idle fuel consumption and increasing multi-faceted export power availability. Efforts include expanding the Joint Force's long-range, ground-launched anti-ship strike capability and antiballistic missile batteries, through PM THAAD (Terminal High Altitude Area Defense), enhancing mobility and agility for rapid deployment and relocation of operations and fire support, enabling support for advanced weapon systems, missile defense, command posts, and directed energy weapons (Long Range Precision Fire (LRPF), High Mobility Artillery Rocket System (HIMARS), Air & Missile Defense, and Directed Energy Counter-Unmanned Aircraft System (C-UAS)). Achieving silent watch and mobility, extending operational range, enabling dispersed operations, building resilient formations, and reducing the need for ancillary power generation.

The FY2026 Joint Light Tactical Vehicle (JLTV) Mod-in-Service funding of $5.875 million supports safety and obsolescence retrofits for the JLTV A0/A1 vehicles in the field. The costs include: $5.119 million for Multiplexed Vehicle Electrical Center (mVEC) kits; and $756 thousand for obsolescence retrofits. The FY2026 Modification Hardware funding of $45.422 million supports safety and obsolescence retrofits for the JLTV A0/A1 vehicles in the field. The costs include: $19.104 million for Driver Side Display Unit (DSDU) upgrades; $10.493 million for Multiplexed Vehicle Electrical Center (mVEC) retrofits; $10.764 million for Shelter Emergency Egress Kits; $3.261 million for Starter Ground modifications; and $1.800 million for an Electronic Stability Control (ESC) modification. The FY 2026 Family of Heavy Tactical Vehicle (FHTV) Base procurement dollars in the amount of $47.431 million provides for 184 M1300 tractor modifications to pair with new production trailers.
