Description — Tactical Wheeled Vehicle Protection Kits
The Medium Tactical Vehicles (MTV) Protection Kit Suite includes Long Term Armor Strategy (LTAS) FMTV (Family of Medium Tactical Vehicles) A1P2 B-kits (Side Armor), FMTV A1P2/A2 C-kits (Underbody Armor Kit (UAK)), and a Fuel Tank Fire Suppression (FTFS) kit. The B-kit consists of applique armor panels that are mounted to the FMTV A-Cab exterior to further improve occupant survivability from attack. The C-kit provides enhanced protection against underbody blast threats and consists of an underbody deflector plate, underbody armor panels, and energy attenuating seats and floor mats. The FTFS is a ballistic fire protection system designed to cover the fuel tank on the LTAS FMTV. The MTV Protection Kit Suite provides occupant protection through enhanced tactical vehicle ballistic protection. ISO containers are inclusive to facilitate long term storage. The Army Procurement Objective (APO) for Medium Tactical Vehicles (MTV) Protection Kits is 18,612 each B-kit and C-kit. The Heavy Tactical Vehicle (HTV) Protection Kit program provides Armor Survivability protection in alignment with the Global Operating Model of combat-credible capabilities that enhance our ability to compete during conflict. The Heavy Equipment Transporter System (HETS) Urban Survivability Kit (HUSK) armored replacement cab is a monocoque design, fully dressed cab weighing over 1 ton less than the original HET A1 cab with Add on Armor. It provides EHETS CDD (9 APR 20) KPP Force Protection Requirements for the Enhanced Heavy Equipment Transporter System (EHETS) tractor (M1300) and HET tractor (M1070A1) to mitigate Soldier's risk of wartime threats. The HET M1070A1 and EHETS M1300 Tractors, equipped with a HUSK cab, will be capable of transporting heavy equipment in support of Large Scale Ground Combat Operations (LSCO). The Armor Survivability Suite provides occupant protection through enhanced tactical vehicle ballistic fortification. HTV Protection Kits include Long Term Armor Strategy B-Kits (top and side armor for truck cabs), C-Kits (underbody armor for truck cabs), Fuel Tank Fire Suppression (FTFS), and Tank Armor Module (TAM) to enhance survivability. The protection kits are mounted to an A-Kit Heavy Tactical Vehicle; which includes Heavy Expanded Mobility Tactical Truck (HEMTT), Palletized Load System (PLS), and Line Haul configurations to address numerous threats that the Department of Defense has identified. The Army Procurement Objective (APO) for HUSK is 469, Armor Kits is 12,955, FTFS Kits is 9,168. The Joint Light Tactical Vehicle (JLTV) Explosively Formed Penetrator (EFP) kit can be installed on all variants of the JLTV A0/A1/A2 vehicles. The kit replaces stock door assemblies with an upgraded door fitted with explosively formed penetrator (EFP) armor in order to provide an added level of protection and defeat EFP threats. Additionally, the JLTV EFP Kit includes a door assist system to aid occupants during ingress and egress due to the additional weight of the doors with the EFP armor installed. The Tactical Wheeled Vehicle Protection Kit program contributes to Army modernization efforts in support of the National Defense Strategy by providing protection against lethal combat formations during movement of Soldiers. Protection kits were previously part of D15500 (Family of Medium Tactical Vehicles) and DA0500 (Family of Heavy Tactical Vehicles).
Justification
Justification — Tactical Wheeled Vehicle Protection Kits
Heavy Tactical Vehicles (HTV): FY 2026 Protection Kits Base procurement funding of $2.660 million procures four (4) each Heavy Equipment Transporter System (HETS) Urban Survivability Kits (HUSK) to support Active Army units and Army Pre-positioned Stocks (APS). This program supports the National Defense Strategy with Dynamic Force Employment to prioritize maintaining the capacity and capabilities for major combat by providing Soldier protection to tactical vehicles that are an essential combat enabler in all Brigade Combat Team (BCT) formations. Add on Armor (AoA) enhance crew survivability during Multi Domain Operations (MDO) and Large-Scale Combat Operations (LSCO) by providing Mine Resistant, Ambush Protected (MRAP) level protection. The HUSK is the armored replacement cab for the HETS M1070A1 and Enhanced Heavy Equipment Transporter System (EHETS) M1300 Tractors that has an increased payload to provide the ability for the transport, recovery, and evacuation of the heaviest, oversized combat equipment such as the M1 Abrams Series and M88 Recovery Vehicle to support flexible theater postures and enhance the ability to compete and provide freedom of maneuver during conflict. This procurement will bring HTV closer to the Army Tactical Wheeled Vehicle (TWV) Strategy of 30% armor kits on hand and gives the Army greater flexibility to react to a contingency with the knowledge that Soldiers will have the best protection available. Matrix Functional Support is required to address/augment Engineering and Logistic functions, capabilities and gaps to supplement core employee competencies. System Engineering oversight and multiple functions of Logistics support such as management, fielding, tracking, and documentation is required during the acquisition process. Medium Tactical Vehicles (MTV): No FY 2026 funding request. Joint Light Tactical Vehicles (JLTV): No FY 2026 funding request. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
