Description
Description — GATM Rollup
Global Air Traffic Management (GATM) provides the equipment, training, and procedures mandated by Civilian Air Traffic Control (ATC) authorities in order to operate within 21st century airspace. GATM requirements are driven by civil aviation authorities and are not under DoD control. Meeting the worldwide GATM requirement will entail the upgrade and procurement of the Common Transponder (CXP) for rotary wing and Unmanned Aircraft System fleets. GATM provides Army aircraft with improved capabilities to allow them to continue to operate in civil controlled airspace. Identification Friend or Foe (IFF) Mode 5 provides enhanced security and greatly improved performance and also improves compatibility with civil Air Traffic Control by providing less interference. GATM is also necessary since Europe currently mandates Mode S, a Secondary Surveillance Radar process, and plans expansion of the ability for Air Traffic Controllers to communicate with more aircraft in controlled airspace in high volume traffic areas. Army aircraft will not be allowed to transit through or operate in European airspace affected by these mandates unless the necessary GATM upgrades are made. Benefits of GATM include allowing for operations in worldwide civil controlled airspace and improving safety and operational efficiency while meeting emerging security requirements. FY 2024 was the final year of APX-123A procurement. FY 2025/FY 2026 funding will integrate a backwards compatible next generation transponder.
Justification
Justification — GATM Rollup
FY 2026 Base Procurement dollars for $4.651 million supports Next Generation transponder procurement (Qty-85 out of 213 needed) to support AH-64E Apache and UH-60M Blackhawk production lines, along with fielding the new capability to CH-47F Chinook, MQ-1 Gray Eagle, and Special Operations Aircraft fleets. FY 2025 to FY 2026 funding decrease due to Army reprioritization of funding. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
