Description
Description — Aviation ASSURED PNT
Prior to FY 2021, Aviation ASSURED PNT (Army Aviation Systems) funding was executed out of Budget Line Item 8659AA0723, Communications, Navigation, Surveillance. Assured-Position, Navigation, and Timing (A-PNT) provides Army Aviation with unhindered access to trusted Position, Navigation, and Timing information within contested environments. To meet near term A- PNT modernization requirements, Army Aviation is currently pursuing critical near-term capabilities for the enduring fleet. A-PNT will enable aircrews to access and trust PNT information required to conduct PNT dependent tasks and ultimately provide alternate, contingency, or emergency PNT solutions to allow the aircrew to complete the mission or recover safely. To provide the most robust solution, platform level A- PNT includes layers of assurance such as modernized Global Positioning System (GPS) receivers, improved resiliency functions in GPS receivers, navigation equipment, and anti-jam antenna systems. Alternate PNT (ALT-PNT) capabilities (non-GPS) and/or complimentary PNT solutions will be evaluated and implemented into the Embedded GPS Inertial Navigation System (EGI)/Enhanced Aviation Global air-traffic management (GATM) Localizer Performance with Vertical Guidance (LPV) EGI (EAGLE)/EAGLE-M as standalone or blended navigation functions. The implementation will be configurable to accept position, velocity, and time measurements from other PNT solutions. EAGLE-M integration and procurement introduces the capability to receive and process the new military code (M-Code) GPS signal security, significantly enhancing A-PNT capability. It supports the requirement to maintain A-PNT throughout operations and requires assessment and follow-on upgrade to the EGI navigation system. EAGLE-M will support future capabilities such as ALT-PNT and additional system upgrades enabling Multi-Domain Operations (MDO) in contested GPS environments. EAGLE-M enables LPV allowing precision navigation and approach capabilities in the national airspace. The Multi-platform Anti-jam GPS Navigation Antenna (MAGNA) integration and procurement introduces a GPS anti-jam adaptive antenna system capability that receives legacy and modernized GPS satellite signals. The MAGNA reduces the effect of GPS jamming by rejecting the interfering signals before they disrupt the GPS receiver enabling the Warfighter continued access to GPS-provided Position, Navigation, and Timing (PNT) in a GPS degraded environment. This exhibit is for a budget line that procures multiple items and does not have a single Army Acquisition Objective.
Justification
Justification — Aviation ASSURED PNT
Prior to FY 2021, Aviation ASSURED PNT (Army Aviation Systems) funding was executed out of Budget Line Item 8659AA0723, Communications, Navigation, Surveillance. FY 2026 Base funding in the amount of $21.271 million supports limited integration and installation of EAGLE-M throughout the Army Aviation Air Vehicle Enterprise. The EAGLE-M product line is procured in three core baseline configurations. These EAGLE-M configurations vary in cost based on system capabilities and enhanced air vehicle functionality. Subject to funding availability, this line also supports the procurement of EAGLE-M retrofit kits. The retrofit kit acquisition approach enables recurring realized cost savings, which aids in the procurement of increased EAGLE-M quantities. FY 2026 Base funding in the amount of $28.204 million supports the procurement, integration, and installation of MAGNA B-kits. This line also funds A-kit procurement and integration for this product which varies in cost by platform type, due to individual platform requirements. Costs for MAGNA B Kits are based on the quantities being procured. Any funding reductions will delay fielding critical A-PNT requirements resulting in Army Aviation's inability to operate in a GPS degraded/denied environment. System Test and Evaluation activities past FY 2024 are delineated as non-recurring costs. In accordance with Section 913 of the FY 2011 National Defense Authorization Act (P.L. 111-383), DoD limits the use of funds for purchasing GPS user equipment beyond FY 2017 unless the equipment is capable of receiving M-Code. The FY 2026 request was reduced by $0.607 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." Aviation ASSURED PNT is part of the Army Transformation Initiative.
