Description — Comms, Nav Surveillance
Funding for the Army Navigation Systems programs was realigned to the new Budget Line Item 8662A01006, Aviation Assured-Position, Navigation, and Timing (A-PNT) in FY 2021. The current Army Aviation Navigation Systems provide aircraft with extremely accurate and secure navigation and timing, assists in situational awareness, and aids in prevention of fratricide. The Global Positioning System (GPS) includes the Doppler GPS Navigation Set (DGNS), which is used for the Non-bussed Utility and Cargo helicopters, and the Embedded GPS Inertial Navigation System (EGI), which is integrated into the modernized Cargo, Utility, Attack, and Special Operations fleets of helicopters. The upgraded DGNS Computer Display Unit and GPS Anti-jam Antenna is being installed on the Blackhawk UH-60A/L and HH-60A/L fleets and will reduce pilot workload and fatigue and provide GPS Anti-Jam capabilities which significantly improve levels of A-PNT. The Pre-Planned Product Improvement (P3I) EGI A Kits and B Kits are being installed on UH/HH-60M, CH-47F, AH-64E, and Special Operations Aircraft (SOA) fleets and bring a number of enhancements required for operations in civil airspace as well as improved levels of Assured - Position, Navigation and Timing. Aviation Tactical Communication Systems (ATCS) program supports two of the Army's modernization priorities: Future Vertical Lift and Network. ATCS procures, integrates, and fields A-Kits and B-Kits to meet Army Aviation's Command and Control (C2) requirements, including C2 Fix and Next Generation C2 (NGC2) capabilities. The current ATCS program, featuring the Multi-mode Aviation Radio Set (MARS) ARC-231A system, enables secure communication with DoD and multi-national forces through crypto-modernized algorithms and secure waveforms. The ARC-231A system is the primary Air Traffic Control communications platform, ensuring aircrew and passenger safety through reliable Air to Ground Communications. Within the C2 Fix architecture, it facilitates integration, deconfliction, and execution of airspace clearance, supporting Transformation in Contact (TiC) initiatives. The software-defined radio allows for rapid fielding and adaptability, keeping pace with Army modernization efforts. By leveraging these advanced communication capabilities, Army Aviation enhances operational effectiveness, improves situational awareness, and maintains a competitive edge in emerging threats. The Blue Force Tracking - 2 (BFT-2) contributes to two of the Army's modernization priorities: Future Vertical Lift (FVL) and Network. BFT-2 is critical to C2 Fix Brigade and below providing a medium for C2 functions to be delivered via the Integrated Tactical Network. It provides deliberate FVL air-to-ground and air-to air messaging capabilities in a complex operational environment and enables position location information of FVL enabling integration of unmanned crew vehicles and air launched effects in a large-scale combat operational environment. BFT-2 also provides the commander a near real-time Beyond-Line-of-Sight Blue/Red Situational Awareness Picture.
Justification
Justification — Comms, Nav Surveillance
FY 2026 Base Procurement dollars in the amount of $11.566 million supports the requirements for ARC-231A radio procurement, including aircraft production lines and aircraft modification requirements, fielding to the operational fleet, essential system test and evaluation of ARC-231A radios and MARS B Kits, as well as software integration efforts to support crypto-modernization. The FY 2026 request was reduced by $0.213 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." Comms, Nav Surveillance is part of the Army Transformation Initiative. In accordance with section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110 - 181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
