Description
Description — Network And Mission Plan
Aviation Mission Planning System (AMPS) supports pre-mission planning and rehearsal, including route planning, communications planning, and aircraft configuration. It receives data from multiple sources and provides that data digitally to aircraft platforms to support aviation missions. That data is loaded onto the aircraft platforms utilizing a Data Transfer Device initializing the communication, navigation, and weapons systems on the aircraft. Currently, funding has been transitioned to Force Development - Communications (FDC) portfolio for management and execution. It is assumed that FDC will potentially fund the program on a TBD FDC funding line once Office of Coordinating Responsibility (OCR) roles have been defined and endorsed by Assistant Secretary of the Army (Acquisition, Logistics and Technology (ASA ALT)). The Improved Data Modem (IDM) is a mission computer that requires software to provide functionality. The IDM is the common solution for digitizing Army Aviation and is fielded on every modernized, rotary-wing Army aircraft. IDM provides digital air-to-air and air-to-ground connectivity and transmission of air-to-air target data between IDM equipped aircraft using legacy radio and crypto equipment. IDM also serves as interface between aircraft mission computers, data capable radios, and Tactical Internet (TI). IDM also manages Situational Awareness (SA) data, processes command and control messages, and incorporates protocols for sending and receiving mission command digital messages on the TI, Private Net, and Longbow Net using the protocols Air Force Application Program Development Net (AFAPD) and Variable Messaging Format (VMF). The IDM 401 requires updated technology to mitigate obsolescence and enable multi-core processing to meet requirements for air to ground communications. The IDM Open System REMAN (OSR) will serve as the stepping stone for a longer-term solution, the General-Purpose Computing Platform (GPCP). The Aviation Mission Common Server (AMCS) will become a General-Purpose Computing Platform (GPCP). The GPCP will provide a more capable, computing environment to process broader use cases and enable the Next Generation Command and Control (NGC2) on the Aviation fleet. The GPCP will utilize a Modular Open Systems Approach (MOSA) with a nonproprietary Open Systems Architecture (OSA) to keep pace with evolving threats in the Multi-Domain Battlefield. The GPCP will enable the hosting of software applications to communicate, navigate, sense, and deploy weapon systems across the Joint Force in support of future aviation operations. It will support the future Common Digital Backbone for the enduring and future Army Aviation fleets with the ability for further growth to host flight critical capabilities. The GPCP will begin development in FY28 and production in FY31.
Justification
Justification — Network And Mission Plan
FY 2026 Base Procurement dollars in the amount of $4.652 million continues mission planning capability. The Centralized Aviation Flight Records System (CAFRS) information system provides aircrew member flight hours, aircraft currency, aircraft qualification and training. The CAFRS architecture is planning to evolve from enterprise servers with software distributed throughout the Army Aviation structure to a modern solution accessed through a web-based solution. FY2026 AMPS funding was reduced to support transfer of funding to FDC for Next Generation Command and Control (NGC2) mission planning requirements. Funding for CAFRs was part of this funding and therefore is not funded past FY25. FY 2026 Base procurement dollars in the amount of $35.820 million supports IDM refresh and fielding to communicate, navigate, sense, and deploy weapon systems across the Joint Force in support of Army 2030 enduring and future aviation operations. Funding supports IDM OSR production activities as the obsolescence replacement for the IDM 401A to include the procurement of production units and airworthiness support for the fielding of the IDM OSR. Funding also supports software integration activities, including the Interoperability Software Application (ISA), Aviation Radio Control Manager (ARCM), and the Aircraft Survivability Equipment B-Kit Emulator software application, supporting Army Networking initiatives for integrating new radios and mission command modernization in support of NGC2. The funding is also for IDM OSR software compliance with cybersecurity requirements. The FY 2026 request was reduced by $0.514 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." Network And Mission Plan is part of the Army Transformation Initiative. In accordance with section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110 - 181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
